I am absolutely appalled and disgusted by the way Plan Managers are being treated.

Reading the latest changes to the NDIS this morning has honestly broken my heart — not just for small, independent Plan Managers, but for the participants we support.

The introduction of a “panel” model raises serious concerns about participant choice and independence. What happens when the organisations participants can choose from are predominantly large corporations? Do participants become a person we know and support — or simply another number and another dollar on a spreadsheet?

We have already watched large organisations buy up independent Plan Management businesses. And what concerns me even more is the apparent willingness to allow consolidation of this sector, including businesses with foreign ownership or overseas shareholders, potentially meaning more of the money allocated to support Australians can ultimately leave Australia.

How is this in the best interests of Australian participants, Australian businesses or the NDIS?

Small, independent Plan Managers are NOT the problem.

We are the people who know our participants. We answer the phone. We build relationships. We understand their individual circumstances. We advocate for them and, most importantly, we treat them as people — not numbers and not dollar values.

Yet instead of recognising the value of small, independent businesses, it feels as though we are being pushed aside while larger corporations continue to consolidate the sector.

Stop blaming small Plan Managers and using us as the pawn in this BS.

If the Government truly wants to protect vulnerable Australians and make the NDIS sustainable, then start looking at where the real issues are — and start listening to the people who actually work within the system.

I am incredibly proud of the work we do and the relationships we have built with our participants. We will continue to stand up for their right to choice, control, independence and personalised support.

Our participants deserve better.
Small Australian businesses deserve better.
The NDIS deserves better.

Australian Government — please listen.

Because if protecting vulnerable Australians is genuinely the priority, then the decisions being made need to reflect that.

This is about people. Not profits. Not corporations. Not numbers.

The Parliament has passed new NDIS laws. These are the changes participants and providers can expect.

🚫 We have issued lifetime banning orders to NDIS consultant Zeinab Ghamraoui and NDIS auditor Sanyog Desai.

The pair is alleged to have colluded to register more than 200 providers using false or misleading information.

We have refused 195 provider registrations and revoked a further 40 registrations linked to the pair.

These are the first banning orders issued under new powers that allow us to ban auditors and consultants from working in the NDIS.

Registration is one of the NDIS Commission's most important safeguards for preventing harm, protecting participants and driving quality across the sector. We will take strong action against anyone who undermines the integrity of the Scheme.

When will someone finally listen to participants?

I am genuinely disgusted by the recent statement from Jenny and what it represents for the future of NDIS Plan Management.

Let’s be very clear: statements like this feel less about improving the NDIS and more like another step towards pushing an agenda that ultimately removes small, independent Plan Managers from the sector and opens the door for the major providers to take over.

And what happens then? More of our participants' funding, and more of Australian taxpayers' money, potentially flowing to large corporations — including corporations with offshore interests — rather than remaining within small Australian businesses that employ Australians and genuinely know their participants.

We could provide at least 20 testimonials from participants who have specifically left large Plan Managers and moved to small, independent Plan Managers like us. Why? Because somewhere along the way, some of the big organisations have lost sight of the fact that there is a human being at the other end of the invoice.

Participants tell us they struggle to speak to their Plan Manager. They are passed from department to department, given generic responses, and often feel like a number rather than a person.

That is precisely why they come to small, independent Plan Managers.

Over the past 10 years, we have personally reported and provided evidence regarding hundreds of providers and participants where we believed there were serious concerns, including suspected fraud and significant wrongdoing.

Do you know how many of those matters we have seen the Commission actually investigate and take action on?

One.

We know this because we were a witness in the subsequent Federal Court hearing.

So forgive me if I am becoming incredibly frustrated with government bodies sitting in their ivory towers making statements about what is supposedly wrong with Plan Management, while appearing completely disconnected from the reality of what participants, providers and small businesses experience every single day.

We have not had a meaningful increase to our payment rate in nearly 10 years.

We are one of the few parts of the NDIS ecosystem paid a set monthly amount while being expected to continually absorb increasing workloads, compliance requirements, administrative responsibilities and risk — without being able to charge for the additional work we are being asked to perform.

We are told to do more with less.

We are expected to make decisions with incomplete information.

We are increasingly expected to interpret rules, identify risks, question providers, protect participant funding and somehow "play God" when the systems and information provided to us are inadequate.

And then, when something goes wrong, it can feel like the expectation is that someone else will carry the blame.

Enough.

If the Government and the Commission genuinely want to improve the NDIS, then start listening to the people actually working within it.

Listen to participants.

Listen to providers.

Listen to small, independent Plan Managers.

Listen to the people who have spent years trying to navigate a system that becomes more complicated every time another reform is introduced.

And most importantly, accept accountability.

Because if we are going to start pointing fingers at who has failed participants and the NDIS, let's have an honest conversation.

The Australian Government needs to look in the mirror first.

The broken promises, the continual changes, the shifting of responsibility, the lack of clear information and the constant passing of the buck have contributed enormously to the situation we are now in.

Small independent Plan Managers are not the enemy.

We are the people participants choose when they want someone who knows their name, answers the phone, listens to their circumstances and treats them like a human being.

If you genuinely want to understand why participants choose small independent Plan Managers over the major organisations, ask them.

We have the testimonials.

We have the evidence.

We have the experience.

And after 10 years of doing this, we are absolutely done being spoken about as though we are the problem while the people responsible for the bigger systemic failures refuse to accept accountability.

Participants deserve better.
Small businesses deserve better.
And the NDIS deserves better.

Please don't let independent Plan Managers disappear.

For many people, a Plan Manager isn't just someone who pays invoices.

We're the person who answers the phone when you're overwhelmed.
We're the one who explains things when the NDIS becomes confusing.
We're the one who celebrates your wins, fights alongside you through the challenges, and genuinely gets to know you.

As an independent Plan Manager, I don't see my participants as numbers.

I know my clients by name.

I've sat across the table from them while they shared their fears. I've celebrated their achievements. I've cried with some of them during their darkest moments, and I've walked beside them as they rebuilt their confidence and their lives.

That isn't something you can measure on a spreadsheet.

The Australian Government has announced plans to move plan management to a commissioned provider panel from October 2027. While many details are still to be released, there is concern across our industry that this could significantly reduce the number of independent Plan Managers able to continue providing services.

If that happens, what becomes of choice and control?

Choice and control has always been one of the foundations of the NDIS. Participants deserve the freedom to choose the Plan Manager they trust—not simply select from a limited list of providers.

Independent businesses like mine have been built with heart, not shareholders.

We support local families.
We employ local people.
We invest back into our communities.
Most importantly, we build relationships that make participants feel safe, heard, and valued.

If these changes proceed in a way that limits independent providers, participants risk becoming just another number in a much larger system.

This isn't just about small businesses.

It's about the people who rely on personalised support every single day.

📢 NDIS Update – Participants Must Remain at the Centre of Reform

Last week brought another delay to the Senate inquiry report into the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026, with the report now expected on 23 June 2026.

The delay reflects growing concern from across the disability sector, with peak disability organisations, advocacy groups, and political parties calling for stronger safeguards and greater consultation before significant changes are introduced.

At A360 Disability Solutions, we acknowledge that the NDIS must be sustainable for future generations. Reform is necessary, and no one disputes that improvements need to be made.

However, sustainability should not come at the expense of participants.

Those doing the wrong thing should absolutely be held accountable. Fraud, exploitation, and misuse of the Scheme should be aggressively targeted and addressed. But participants and families who rely on essential supports should not bear the burden of fixing problems they did not create.

People with disability deserve certainty, dignity, and confidence that the supports they rely on today will still be there tomorrow.

We support sensible reform.

We support accountability.

We support measures that strengthen the Scheme.

But we also believe the Government must listen to the voices of participants, families, providers, and the disability community before implementing changes that could have life-altering consequences.

The NDIS was created to support Australians living with disability — not to make them pay the price for systemic failures, fraud, or rushed reforms.

Real reform starts with addressing waste and wrongdoing, while protecting those the Scheme was designed to serve.

💙 People Often Think Plan Managers Just Pay Invoices. The Reality Is Very Different.

For many independent Plan Managers across Australia, this has never been about the $104.45 monthly fee.

Because if we were measuring our work purely by the hours involved, the numbers simply don't add up.

We answer the phone when participants are overwhelmed.

We explain plans.

We work alongside Support Coordinators, providers, therapists, nominees and families.

We chase missing paperwork.

We resolve payment issues.

We communicate with the NDIA.

We untangle years of inherited problems.

We advocate.

We reassure.

We listen.

And most importantly, we care.

Many participants have no idea how much happens behind the scenes. There are countless hours spent fixing previous issues, chasing approvals, sorting out incorrect claims, and ensuring supports continue with as little stress as possible for the people we serve.

And we do this because we believe participants deserve better.

Since 2019, Plan Managers have received no increase in pricing.

The removal of the $232.35 establishment fee took away recognition of the hours involved in onboarding participants, obtaining plans, completing paperwork, liaising with the NDIA, educating participants and setting everything up.

The truth is, even that amount never truly covered the work involved.

Meanwhile, wages have increased.

Superannuation has increased.

Insurance has increased.

Software costs have increased.

Compliance requirements have increased.

The cost of running a business has increased.

Yet independent Plan Managers continue to absorb these costs because we refuse to compromise on the quality of support our participants receive.

What is difficult to accept is being made to feel that Plan Managers are somehow the problem.

We're not.

Good Plan Managers save time, solve problems, reduce stress, support providers, and help participants get the most from their plans.

We are part of the solution.

And there is something else Australian taxpayers deserve to know.

Independent Plan Managers are overwhelmingly small Australian businesses.

We employ Australians.

We pay Australian wages.

We pay superannuation and taxes.

We support local communities.

And we reinvest back into the Australian economy.

Participants choosing an independent Plan Manager are choosing personalised support from real people who know their names and answer their calls—not a faceless corporation.

Australian taxpayers deserve confidence that their money is supporting participants, strengthening Australian jobs and businesses, and remaining within Australian communities rather than flowing offshore to international shareholders and multinational corporations whose priorities are profits.

Because the NDIS wasn't created to maximise corporate returns.

It was created to support Australians living with disability.

Yes, reform is needed.

Yes, waste should be addressed.

Yes, fraud should be rooted out.

But those who are doing the right thing—participants, families, and ethical providers—should not be punished for the failures of others.

Independent Plan Managers have worked incredibly hard to build businesses based on trust, integrity and relationships.

We don't do this because it's easy.

We do it because people matter.

And despite feeling underpaid, undervalued and increasingly under attack, we will continue to stand beside our participants, answer the phone, advocate when needed, and work collaboratively with everyone involved.

Because at the end of the day, this has never been about invoices.

It's about people.

There is no question that the NDIS needs reform and that the Scheme must remain sustainable for future generations. However, many families, participants and providers are asking whether there are better ways to achieve this than some of the changes currently being proposed.

Surely one of the first priorities should be ensuring funding is being used appropriately and addressing why people with primarily medical needs are increasingly relying on the NDIS rather than receiving support through the health system.

Another area that requires serious attention is fraud. Those who deliberately exploit the Scheme are stealing from some of the most vulnerable Australians. Stronger action should be taken to not only prosecute offenders, but to recover as much money as possible from those who have profited from fraudulent activity.

What concerns many people is that the current proposals appear to be creating significant anxiety for participants and families who are already under immense pressure. Support should be targeted where it is genuinely needed, and changes should not come at the expense of people living with disability.

As parents, we all have a responsibility to care for our children. But there is a world of difference between raising an able-bodied child and raising a child with significant disabilities. Families caring for children with disability often face challenges that most people will never experience, and appropriate support is essential to ensure they are not left to carry that burden alone.

The tragic stories we have seen in Western Australia are heartbreaking reminders of what can happen when families are left overwhelmed and unsupported. We must ensure that no more families fall through the cracks.

Reforming the NDIS is necessary. But reform should focus on strengthening the Scheme, eliminating fraud and waste, improving accountability, and ensuring that those who genuinely need support continue to receive it with dignity and certainty.

Because the answer to making the NDIS sustainable should never be increasing fear and uncertainty for the very people it was created to support.
