📢【A Survey on Training Needs and Quality Assurance in Primary Care Practice in Hong Kong】

The 𝗣𝗿𝗶𝗺𝗮𝗿𝘆 𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻, Health Bureau, has commissioned the 𝗖𝗲𝗻𝘁𝗿𝗲 𝗳𝗼𝗿 𝗛𝗲𝗮𝗹𝘁𝗵 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝗮𝗻𝗱 𝗣𝗼𝗹𝗶𝗰𝘆 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵, the Jockey Club School of Public Health and Primary Care, the Chinese University of Hong Kong, to conduct a study on the regulatory arrangements, training needs, and quality assurance of primary care doctors in Hong Kong.

We are now inviting 𝗻𝗼𝗻-𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝘁 𝗱𝗼𝗰𝘁𝗼𝗿𝘀 𝗰𝘂𝗿𝗿𝗲𝗻𝘁𝗹𝘆 𝗿𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗼𝗳 𝗛𝗼𝗻𝗴 𝗞𝗼𝗻𝗴, 𝗮𝗻𝗱 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗶𝗻𝗴 𝗶𝗻 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝘀𝗲𝗰𝘁𝗼𝗿 𝗼𝗿 𝗡𝗚𝗢𝘀 providing primary care services to participate in an online survey.

【The Role of Private Health Insurance in Advancing Universal Health Coverage】

As populations age and healthcare costs continue to rise, health systems around the world are facing grow-ing financial pressures. Governments and policymakers are increasingly exploring diverse financing ap-proaches to maintain equitable access to quality healthcare, while safeguarding long-term fiscal sustainabil-ity. Against this backdrop, questions remain about how private health insurance can contribute meaningfully to health system goals and the advancement of universal health coverage.

The Centre for Health Systems & Policy Research (CHSPR) in the Jockey Club School of Public Health and Primary Care at The Chinese University of Hong Kong (CUHK)’s Faculty of Medicine, in collabora-tion with the Asia-Pacific Network for Health Systems Strengthening (ANHSS), organised a regional knowledge event titled “Private Health Insurance for Sustainable Health Financing to Advance Universal Health Coverage” on 1 June. The event brought together over 200 policymakers, regulators, academics and industry leaders from across the Asia-Pacific region for an evidence-based dialogue on the evolving role of private insurance in health financing systems.

The event featured keynote presentations and country-specific insights from health systems across Asia-Pacific region. Panel discussions examined the strategic contribution of private health insurance to sustain-able health financing, drawing on the practical experience of insurers and healthcare industry stakeholders, senior government representatives, regulatory bodies, international organisations, insurance associations, the pharmaceutical industry and academia. They shared perspectives on how private health insurance can com-plement public financing arrangements to ensure affordability, equity and system resilience.

Policymakers and researchers also deliberated on the comparative experiences of Hong Kong, the Chinese mainland, Southeast Asia and beyond, highlighting lessons learned in the development of private health in-surance in the context of health financing policies in national health systems. Participants examined policy and regulatory considerations, health system design, and business and operational perspectives to better un-derstand the conditions under which private health insurance can function as a sustainable complementary financing tool.

A 5-day Workshop titled “Health Technology Assessment: Roles, Methods and Challenges”, organised by the Centre for Health Systems and Policy Research at the JC School of Public Health and Primary Care, Faculty of Medicine, The Chinese University of Hong Kong. The Workshop will be held on 13-14 July (Part I), and 14-15 & 19 August 2025 (Part II) for researchers, professionals and stakeholders involved in the development, evaluation, and implementation of health technologies and policies.

Health Technology Assessment (HTA), which emerged in the 1970s, plays a vital role in the evidence-based decision-making for new and innovative healthcare technologies including drugs and devices. HTA is a crucial multidisciplinary process to evaluate the benefits, efficacy, clinical and technical safety and cost-effectiveness of health interventions that informs decision-making to promote an equitable, efficient, and high-quality health system. This 5-day HTA Workshop will provide an overview of global HTA development, foundational concepts and methodologies, practical and hands-on sessions, and applications in China and the HKSAR.

香港中文大學（中大）醫學院賽馬會公共衞生及基層醫療學院醫療體系及政策研究所聯同亞太地區醫療系統強化網絡（ANHSS），於5月7日合辦「亞太地區知識薈萃活動：私人醫療保險在實現醫療系統目標和促進全民健康的策略角色」研討會。是次活動匯聚超過140位來自八個國家及地區的政策制定者、學術界代表、監管機構、經濟學家和保險業界人士，共同探討私人醫療保險在推動亞太地區醫療系統進步的策略角色，並建立一個全面的交流平台。

【The strategic role of private health insurance for health system goals】
Health systems worldwide are under unprecedented strain from ageing population and the increasing burden of chronic and non-communicable diseases. Policymakers are exploring alternatives beyond public health financing to provide equitable access to healthcare. They are also studying whether private health insurance can bridge gaps and support health systems in achieving universal coverage.

On 7 May 2025, the Centre for Health Systems and Policy Research (CHSPR) of the Jockey Club School of Public Health and Primary Care at The Chinese University of Hong Kong (CUHK)’s Faculty of Medicine (CU Medicine), in collaboration with the Asia-Pacific Network for Health Systems Strengthening (ANHSS), organised a regional knowledge event. The event provided a comprehensive overview of the strategic role of private health insurance in achieving health system goals and universal health coverage across the Asia-Pacific region. Over 140 policymakers, academics, regulators, economists and insurers from eight countries and regions gathered to exchange insights.

Participants shared their expertise and insights on three main themes: the principles of universal health coverage, how different health system designs address common challenges, and how private health insurance can complement and supplement existing financing schemes as a sustainable financing tool. Speakers from mainland China, Indonesia, Malaysia, Singapore, South Korea, Thailand and the Philippines discussed how their countries have developed private health insurance and how this insurance works alongside the public health insurance system to achieve the goal of universal coverage.
