23/10/2026

The Benue State Primary Health Care Board (BSPHCB) on Friday, 23rd October, conducted a one-day orientation training on Zero-Dose Settlement mapping for State and LGA teams at Smile-View Hotel, Makurdi.

The training was aimed at identifying zero-dose children, tracking defaulters and mapping out strategies to resolve issues responsible for missed vaccination, antenatal care and postnatal care for pregnant and breastfeeding mothers in communities.

Organized by the BSPHCB with support from the IMPACT Project, the training was designed to build the capacity of state supervisors and LGA teams to find children who missed immunization through mapping of zero-dose communities, register review, defaulter line-listing and microplanning of outreaches.

Presentations during the workshop covered critical topics such as: identifying zero-dose children using immunization registers at health facilities; finding the children through the use of tracking teams and house-to-house defaulter tracking; building demand and community engagement via community dialogue with Ward Development Committees (WDCs), traditional leaders and frontline health workers; and service delivery with the aim of reaching unreached children with routine immunization services. These sessions were delivered by a team of professionals who led participants through live scenarios.

There was a breakout session where trainees were grouped into four groups and embarked on a field trip to FSP Clinic, Kwararafa Quarters, PHC Wadata, PHC Yaikyo and PHC Adaka for practical demonstration of mapping zero-dose children/communities, reviewing RI registers, line-listing defaulters and microplanning. Each team presented its findings and strategies to get every missed child vaccinated.

Earlier in his welcome address, the Ag. ES, Pharm. Samuel T. Mbatsoron, acknowledged the sustained commitment of the LGA teams who have been engaged in training sessions since Tuesday. He urged all participants to pay full attention to be able to cascade the knowledge at the LGA level during step-down trainings for improved RI coverage in PHCs and communities.

The orientation is expected to strengthen efforts to identify and reach zero-dose and under-immunized children in underserved communities across the 23 LGAs of the state.

22/10/2026

The Benue State Primary Health Care Board through the (BSPHCB) through the IMPACT Project in collaboration with partners has concluded its 3-day refresher training on the Routine Immunization (RI) Basic Guide, designed to equip participants with updated knowledge on how to carry out vaccination according to WHO stipulated standards.

The workshop, held at Smile-View Hotel, Makurdi, brought together about 145 participants drawn from the State, LGA teams and development partners.

Day-3 of the training focused on microplanning, data management, Adverse Events Following Immunization (AEFI) and community engagement.

Sessions featured:

- Reaching Every Community (REC/REW): Mr. Michael Luka presented in detail microplanning in Module 4, while Mr. Onoja Friday led trainees through developing a health facility session plan.

- Monitoring Tools (Module 6): The State Evaluation and Monitoring (E&M) Officer, Mrs. Ruth Asor, in her presentation identified different types of data monitoring tools such as tally sheets, summary forms and monitoring charts, stressing the importance of entering routine immunization information accurately and timely.

- Defaulter Tracking Tools and Data Use for Action: Mr. Adega Innocent and Mr. Onoja Friday delivered sessions emphasizing the use of RI registers, child immunization cards and tickler boxes at PHCs to track defaulters.

- Surveillance of Priority Diseases and AEFI: Facilitated by Mrs. Salome Solomon and Mr. Cook Ismail.

Earlier before the commencement of Day-3 proceedings, the Executive Secretary of the Benue State Health Insurance Scheme (BENSHIS), Prof. Kenneth Korve, acknowledged the cordial working relationship between BNSPHCB and BENSHIA, noting that BENSHIA, through PHCs, is providing health services to enrollees comprising the elderly, pregnant women, children under 5 years, and persons with disabilities and vulnerable populations.

He encouraged Officers-in-Charge (OICs) to ensure enrollees register their National Identification Number (NIN) as a criteria for accessing services. Prof. Korve said the agency is sourcing funds to pay capitation while hoping that WHO will support over 7,500 beneficiaries.

Resolutions for the day included that all Directors and LGA teams are to enforce the use of tickler boxes at PHCs to track defaulters, and to line-list all AEFIs and report accordingly.

The training is expected to strengthen routine immunization service delivery and improve immunization coverage across the 23 Local Government Areas of the state.

BENUE ASSEMBLY HEALTH COMMITTEE PAYS OVERSIGHT VISIT TO SPHCB, DECRIES ACUTE SHORTAGE OF HEALTH WORKERS

The Benue State House of Assembly Standing Committee on Health and Human Services on Wednesday, 22nd October, paid an oversight visit to the Acting Executive Secretary of the Benue State Primary Health Care Board (BSPHCB), Pharm. Samuel T. Mbatsoron.

Speaking during the visit, the Chairman of the Committee, Hon. Pharm. Elias Dugeri, said the visit was part of the committee's oversight function to get first-hand information on the activities of the Agency, including its achievements, projects, challenges and prospects.

Briefing the committee members, the Ag. ES highlighted the success stories of the Board, including the revitalization of 104 PHCs across the state, and the engagement of ad-hoc staff, including Skilled Birth Attendants (SBAs), JCHEWs, CHEWs and CHOs, to fill manpower gaps at PHC facilities.

Pharm. Mbatsoron added that the Agency, through the IMPACT Project, will roll out the Drug Revolving Fund (DRF) to about 270 focal PHCs (2 facilities per ward) to improve availability of essential drugs and commodities.

He, however, lamented the gross shortage of human resources to man over 800 PHCs in the state, stressing the need for the State Government to urgently employ clinical staff to boost quality healthcare service delivery for the Benue people, especially vulnerable populations and underserved and hard-to-reach communities.

The ES also noted that powering the cold chain at the Central Medical Store has been a huge challenge due to lack of funding, thereby affecting the preservation of vaccine potency. He appealed for the solarization of the walk-in cold rooms at the Board's headquarters.

Another challenge highlighted was the issue of delayed payment of staff salaries due to the ongoing LGA screening exercise, as LGAs do not remit staff salaries at the same time.

Responding, the Chairman of the Committee, Hon. Pharm. Thomas Dugeri, expressed delight over the visit, noting that the committee will make a case for the Ag. ES to be made a member of the Joint Account Allocation Committee (JAAC) and for staff salaries to be deducted at source to address unnecessary delays.

The committee also expressed dismay over the acute shortage of personnel at PHC facilities and pledged its commitment to push through the floor of the House to make the Government see the need to employ professional staff.

In addition, the Vice Chairman of the Committee, Hon. Elias Audu, said they will advocate for massive recruitment of staff to fill existing vacancies at the PHCs, noting that having the best facilities and equipment without adequate manpower is a waste of time and resources. They further urged the ES to intensify monitoring and supervision exercises to check sharp practices at PHCs, especially at comprehensive facilities.

Other committee members who were part of the visit included Hon. Moses Egbodo and Mrs. Mary Mnena Tyoakaa, PhD, Secretary of the Committee, while management staff of the Board in attendance included Mrs. Joy Sule, Director of Administration and Finance (DAF), Mrs. Salome Terdoo Idyer, Director of Accounts, and Mr. Gabriel Vembe, Senior Administrative Officer.

21/10/2026

The Acting Executive Secretary, Benue State Primary Health Care Board (BSPHCB), Pharm. Samuel Terwase Mbatsoron, today received in his office the Accelerating Nutrition Results in Nigeria (ANRiN 2.0) State Project Implementing Unit (SPIU).

The delegation, led by the State Project Coordinator, Mr. Terfa D. Makir, said the purpose of the visit was to brief the ES on the project and seek collaboration with the Agency for its implementation.

According to the Coordinator, ANRiN 2.0 is the second phase of Nigeria's Accelerating Nutrition Results in Nigeria project, a Nigerian Government project supported by World Bank financing.

Mr. Makir noted that the objective of the project is to improve access to quality, cost-effective nutrition services and to address nutrition challenges affecting women, infants, young children, adolescent girls and other vulnerable populations.

He further stated that ANRiN 2.0 was introduced to address Nigeria's nutritional challenges, including child stunting, wasting, micronutrient deficiencies, poor maternal nutrition and household food insecurity.

The project State coordinator highlighted the three components of ANRiN 2.0: Basic Package of Nutrition Services, Food Systems and Nutrition-Sensitive Agriculture, and Coordination, Project Management and Accountability.

Makir also said for Benue State, the project will be implemented in six LGAs. He advocated that commodities brought into the state be stored at the Central Medical Store for onward distribution to the basic health care provision fund PHCs in the selected LGAs.

Responding, Pharm. Mbatsoron welcomed the delegation and expressed delight at having the ANRiN 2.0 project in the state. He said the team should collaborate with other partners already implementing nutrition programmes in the state to avoid duplication.

The Ag. ES reaffirmed the Board's commitment to work with ANRiN, and to provide all necessary support within its powers for a seamless programme rollout. "The Agency is ready and open to support the programme to succeed," he said.

Also speaking, the Project Health Lead, Mr. Sunday Akaa, said the focus is on children under 5 years and pregnant women in the six LGAs selected based on stunting prevalence. He said Outpatient Therapeutic Sites (OPTs) will be established at the PHCs, while severe cases of malnutrition and complications will be handled at secondary facilities (General Hospitals).

Members of the Project Implementing Unit who were part of the visit included:
- Apeh Martha - CMEO & SG
- Ikye-Dodo Victoria - M&E
- Kwaghger Juliana - Internal Auditor
- Asemakaha Jacob - Budget & Planning Lead

BNSPHCB, HELEN KELLER INTERNATIONAL INTENSIFY PREPARATIONS FOR 2026 SECOND-ROUND MNCHW

The Benue State Primary Health Care Board (BNSPHCB), in partnership with Helen Keller International (HKI), has commenced preparations for the second round of the 2026 Maternal, Newborn and Child Health Week (MNCHW), with a renewed focus on effective coordination, adequate commodity supplies and improved implementation across the state's 23 Local Government Areas (LGAs).

The two partners convened the first planning meeting on Saturday, October 17, 2026, at Eyah's Hotel, Makurdi, bringing together key stakeholders in the health sector and development partners to review the performance of the first round and establish strategies for a more effective second-round implementation.

The meeting provided a platform for stakeholders to assess achievements recorded during the first round, identify operational challenges, examine lessons learned and review LGA scorecards to guide planning and strengthen service delivery in the forthcoming exercise.

A major focus of the deliberations was the need to address gaps in the supply of essential commodities and the availability of adequate human resources required for the successful implementation of MNCHW across the state.

Participants identified the need for stronger collaboration among government institutions, development partners and other relevant stakeholders to mobilise the resources necessary to support the delivery of essential maternal, newborn and child health interventions.

As part of the resolutions, stakeholders agreed on the need to embark on advocacy visits to government Ministries, Departments and Agencies (MDAs), development partners, financial institutions, Community-Based Organisations (CBOs) and Civil Society Organisations (CSOs) to solicit support for the procurement and supply of key commodities, particularly Vitamin A supplements and Albendazole for deworming.

The proposed advocacy efforts are expected to strengthen resource mobilisation and help bridge identified supply gaps ahead of the second-round campaign.

In his welcome address, the Acting Executive Secretary of the BNSPHCB, represented by Mr. Joseph Ude, welcomed participants and emphasised the importance of their involvement in the planning process. He noted that their participation was significant to the collective effort required to ensure successful implementation of the health intervention and urged all stakeholders to contribute meaningfully towards achieving the objectives of MNCHW.

Representatives of the National Primary Health Care Development Agency (NPHCDA), the World Health Organization (WHO) and the United Nations Children's Fund (UNICEF) commended the Benue State Government and Helen Keller International for their sustained commitment to MNCHW implementation over the years.

They acknowledged the state's efforts in advancing the initiative and pledged their continued support towards its successful implementation.

Also speaking, Mr. Orinya Ogenyi of the Benue State Budget and Economic Planning Commission, in his goodwill message, encouraged stakeholders to work collaboratively and remain focused on achieving better outcomes. He stressed the importance of collective planning and cooperation, irrespective of the number of participants present, in driving the success of the programme.

The Team Lead of Helen Keller International, Mr. Wilson Ameh, expressed appreciation to participants for making time out of their busy schedules and competing engagements to attend the meeting. He urged them to pay close attention to the issues under discussion and make meaningful contributions that would support effective planning and implementation.

The meeting was attended by the Director of Planning, Research and Statistics, State Ministry of Health, Akawe Shadrac; the Director of Disease Control and Immunisation, Dr. Austin Adanu; the WHO State Coordinator, Dr. Mohammed Abdulkarim; UNICEF State Nutrition Facilitator, Mr. Benjamin Ugba; as well as programme officers and other relevant stakeholders

The Benue State Ministry of Health has intensified efforts to deliver a credible and results-driven health plan as the 2027 Annual Operational Plan (AOP) Review, Harmonization and Finalization Workshop entered its third day at Winika Hotels, Gboko.

Day-3 focused on two critical pillars of health planning: costing of operational activities and development of the Performance Monitoring Plan (PMP).

The AOP Planning Officer, Mr. Cornelius Ayantse, guided participants on the application of costing standards and the use of the unit cost catalogue in reviewing and validating the cost of activities developed by the various MDAs for the 2027 Annual Operational Plan. He emphasised the importance of consistency, accuracy and transparency in the costing of proposed activities.

Participants proceeded into plenary sessions in groups to cost their activities and develop the Performance Monitoring Plan (PMP). Participants worked in groups to identify appropriate indicators, establish baselines and targets, and specify means of verification for monitoring the implementation of the 2027 AOP.

The presentation of both costed activities and performance monitoring plans were done by some groups, with feedback intended to improve the quality and consistency of the submissions.

The session featured presentations on costing by various MDAs and health programme units on Effective Governance, AIDS and Nutrition, while participants were directed to effect corrections in their activity costing and performance monitoring plan.

The facilitator from the Federal Ministry of Health and Social Welfare, Mr. Akharia Charles, clarified key costing principles to ensure uniformity and accountability.

With Day-3 concluded, participants are expected to finalize all costed activities and PMP entries in line with corrections provided. The outcome is expected to produce a harmonized and implementable 2027 AOP that will strengthen coordination under the SWAp framework, ensure prudent resource allocation, and accelerate progress towards Universal Health Coverage in line with the health agenda of His Excellency, Rev.
