Business Council of Papua New Guinea This page will give our members and viewers a perspective on the Business Council events and activities and the updates on the Private Sector dialogue.

As an autonomous and non-profit organisation, BCPNG is engaged in a wide range of activities with a focus on objective and independent policy research. We foster dialogue and debate between the public sector, the private sector and academia. In general, our programmes are centred towards the following areas of national interest:

Yesterday, the Business Council of Papua New Guinea convened Private Gavamani Konekt 3 (PGK3) and the 3rd Chief Justice’s Business Breakfast at Hilton Hotel, Port Moresby, bringing together leaders from the judiciary, government, business, civil society, development partners and the diplomatic community.

Held under the theme “Justice, Integrity & Innovation: Strengthening Markets and Governance in Papua New Guinea,” PGK3 provided a platform for dialogue on some of the key issues shaping PNG’s business and governance environment — from financial crime and economic integrity, to artificial intelligence and digital evidence, environmental justice, judicial reform, investor confidence and alternative dispute resolution.

In his keynote address, Chief Justice Sir Gibuma Gibbs Salika GCL KBE CSM OBE highlighted the close relationship between strong institutions, public confidence and economic development, reminding participants that:

“Justice creates confidence. Integrity creates trust. Innovation creates opportunity.”

His address also reinforced the importance of the rule of law, institutional integrity, judicial reform and responsible innovation in building a stable, competitive and investment-ready Papua New Guinea.

The Business Council of PNG thanks all speakers, moderators, participants and partners who contributed to the dialogue, and acknowledges UNDP, through the EU-funded Preventing and Countering Corruption in Papua New Guinea Project, for its partnership in supporting PGK3.

The conversations from PGK3 reaffirmed a shared responsibility across the public and private sectors to strengthen institutions, promote integrity and create the conditions for sustainable economic growth.

PGK3 Session 4 will focus on Judicial Reform, Security and Investor Confidence under the theme “Building Trusted Institutions for Economic Growth.”

Investor confidence depends on institutions that are efficient, transparent and accountable. The discussion will look at commercial court reform, regulatory simplification, ease of doing business, investor protections, anti-corruption enforcement and public sector accountability.

The conversation will consider how stronger judicial and governance systems can reduce uncertainty, improve the business environment and support sustainable economic growth in Papua New Guinea.

PGK3 Session 3 will focus on Land, Green Economy and Environmental Justice under the theme “Balancing Development, Customary Land and Climate Responsibility.”

As Papua New Guinea pursues economic growth and new investment opportunities, questions around customary land, environmental responsibility and sustainable development are becoming increasingly important. The discussion will explore climate litigation, Green Bench initiatives, carbon markets, ESG compliance, land disputes and ocean governance.

The conversation will consider how development can move forward while respecting customary land rights, strengthening environmental accountability and ensuring that today’s economic decisions remain sustainable for future generations.

PGK3 Session 2 will focus on AI, Digital Evidence and the Future of Justice under the theme “Judicial Systems in the Age of Artificial Intelligence.”

As artificial intelligence becomes increasingly embedded in how information is created, shared and assessed, justice systems must respond to new questions around evidence, ethics and accountability. The discussion will explore AI governance, deepfakes, judicial ethics, cyber law reform and the growing importance of digital evidence in legal proceedings.

The challenge is not simply adopting new technology, but ensuring that innovation strengthens fairness, transparency and public confidence in the administration of justice.

PGK3 Session 1 will focus on Financial Crime, AML and Economic Integrity under the theme “Defending Markets Against Illicit Finance.”

The discussion will examine how government, regulators, financial institutions and the private sector can work together to strengthen transparent and trustworthy markets. Key areas will include AML/CFT reform, financial transparency, beneficial ownership, banking de-risking, cyber-enabled fraud and stronger public-private cooperation.

Protecting Papua New Guinea’s economic integrity requires coordinated action, credible institutions and financial systems that businesses and investors can trust.

The Business Council of Papua New Guinea congratulates Miss Mary Mistil Jerry, our Government to Business & Stakeholder Engagement Officer, on successfully completing and graduating from the Australia–PNG International Trade Training Program.

Delivered by the Institute for International Trade at Adelaide University with support from the Australian Government through APEP, the five-month programme strengthened participants’ knowledge across key areas of international trade policy.

As part of the programme, Mary developed a workplace-based project titled, “Strengthening Private Sector Engagement and Improving Information Sharing in Papua New Guinea’s International Trade Policy Processes.”

The Business Council is proud to support the professional development of its staff and strengthen private and public sector engagement for the benefit of Papua New Guinea’s business community.
