On July 23, 2026, the Department of Health – Malinao Treatment and Rehabilitation Center (DOH–MTRC), under the leadership of Chief of Hospital III, Dr. Fulbert Alec Gillego RMT, MD, MSPH, DPCAM, PhD, in partnership with the Bureau of Jail Management and Penology (BJMP) Tabaco City, headed by JSUPT Freddie Caballero II, conducted a healthcare outreach activity for the Persons Deprived of Liberty (PDLs) at BJMP Tabaco City.

The activity provided essential medical consultations, dental assessments and treatment, oral health education, and health promotion services aimed at supporting the overall well-being of the PDLs. It also served as an opportunity to explore strengthened collaboration between DOH–MTRC and BJMP in the implementation of the PhilHealth YAKAP Program through a proposed Memorandum of Agreement (MOA), paving the way for expanded healthcare services and improved access to care for the community.

Joining Dr. Gillego were Nurse Ivy Cardino, Dr. Cherry Canaba, and Dental Aide Teresa Borlagdan, whose dedication and expertise helped deliver quality healthcare services to the facility.

This collaborative initiative reflects the shared commitment of DOH–MTRC and BJMP to promoting equitable, compassionate, and people-centered healthcare—ensuring that no one is left behind.

On July 23, 2026, a courtesy meeting was held between newly installed DOH Bicol Center for Health Development (CHD) Regional Director Dr. Voltaire S. Guadalupe, MPH, MAHPS, and DOH–Malinao Treatment and Rehabilitation Center Chief of Hospital III Dr. Fulbert Alec Gillego , RMT, MD, MSPH, DPCAM, PhD, together with selected members of the Management Committee (MANCOM): OIC–Chief Administrative Officer Simonette D. Loma, Legal Officer Atty. Charmen Mae Miranda, Accountant III Johnny Corono, and Administrative Officer V Rey Restie Bongon.

The meeting strengthened institutional collaboration and discussed shared priorities in advancing quality healthcare and enhancing drug treatment and rehabilitation services across the Bicol Region.

The Department of Health–Malinao Treatment and Rehabilitation Center (DOH–MTRC), in partnership with the Philippine Drug Enforcement Agency (PDEA) Bicol and the TESDA Provincial Training Center, successfully conducted the Drug-Free Workplace Symposium.

The symposium gathered TESDA trainees and personnel for an empowering learning experience aimed at strengthening awareness on substance use prevention, promoting healthy lifestyles, and fostering a safe, productive, and drug-free workplace.

The symposium concluded with an interactive open forum, where participants actively exchanged ideas, raised insightful questions, and deepened their understanding of substance use prevention and the importance of creating drug-free workplaces.

The DOH–MTRC extends its heartfelt appreciation to TESDA Provincial Training Center Administrator Allan Vebus for the invaluable partnership and steadfast support in making this initiative a success. The Department of Health – Malinao Treatment and Rehabilitation Center (DOH–MTRC), through the Supervising Health Program Office and the Training Unit, successfully conducted the "Guardians of Recovery: Safety and Security Training in Drug Treatment and Rehabilitation" for selected MTRC staff. The four-day training enhanced the participants' knowledge and competencies in maintaining a safe, secure, and therapeutic environment through sessions on Foundations of Safety in Drug Rehabilitation, Risk Prevention and Crisis Management, Emergency Response and Safety Protocols, and Staff Safety, Teamwork, and Sustainability. Through lectures, workshops, and collaborative discussions, participants strengthened their preparedness to respond effectively to various situations while upholding quality care, workplace safety, and security.

DOH–MTRC extends its sincere appreciation to the Resource Persons—Supervising Health Program Officer Shaira Marise Añonuevo, Health Program Officers Vonn Andro Macinas, Neolan Añonuevo, and Devorah Jessa Jane Ll. Diaz, and Nurse John Roger D. Bandola—for generously sharing their expertise and guiding the participants throughout the training. Special thanks are likewise extended to Ms. Verna Chavenia for serving as the Master of Ceremonies and helping facilitate the successful conduct of the activity.
