Yes, Sound is a natural part of everyday life. ANCOP is not advocating for a silent world or preventing people from living normal lives. Our advocacy is against UNREASONABLE, EXESSIVE, and UNNECESARY NOISE that disturbs others, not ORDINARY SOUNDS of daily living.
2. "Tell me when is a sound considered noise?"
A sound becomes noise when it is UNWANTED, EXCESSIVE, UNREASONABLE, or HARMFUL to others. Under Article 694 of the Civil Code, a nuisance includes anything that ANNOYS or OFFENDS the senses, INJURES health, ENDANGERS life, or INTERFERES with the use and enjoyment of property. Therefore, the law distinguishes ordinary sound from noise that becomes a nuisance.
3. "People talking, dogs barking, babies crying, and listening to music are not noise."
Not necessarily. Normal conversations, occasional barking, babies crying, and music at a REASONABLE VOLUME are part of everyday life. However, if these become CONTINUOUS, EXCESSIVE, or so LOUD that they DEPRIVED NEIGHBORS of SLEEP, DISTURB their PEACE, or AFFECT their HEALTH, they may already constitute noise or a nuisance depending on the circumstances and available evidence.
4. "I hope you have a clear definition of noise and do not invade the privacy of our homes."
ANCOP respects every person's right to privacy. We do not advocate entering anyone's home or interfering with personal lives. Our concern is only when NOISE EXTENDS BEYOND PRIVATE PROPERTY and UNREASONABLY AFFECTS NEIGHBORS and the community. Every complaint should be SUPPORTED by EVIDENCE and HANDLED through the PROPER LEGAL PROCESS.
5. "Your goal can lead to bullying and intimidation."
ANCOP does not condone bullying, harassment, or intimidation. We encourage dialogue, education, mediation, and lawful enforcement. Complaints should always be based on facts, evidence, and due process not personal conflicts or false accusations.
6. "It is easy to make accusations but difficult to prove them."
That is why ANCOP promotes proper documentation, witness statements, recordings where appropriate, and compliance with legal procedures. Allegations alone should never be the basis for action.
7. "Sound is natural because we live in a dynamic world."
The issue is not WHETHER SOUND EXISTS but WHETHER it BECOMES EXCESSIVE and UNREASONABLE. Society functions with sound, but the LAW also RECOGNIZES that EXCESSIVE NOISE can INTERFERE with HEALTH, COMFORT, and PEACEFUL LIVING.
8. "Even cemeteries have noises from grass cutters and vehicles."
Necessary maintenance activities naturally produce sound. ANCOP is not OPPOSED to REASONABLE and NECESSARY SOUNDS. The CONCERN is UNNECESSARY, EXCESSIVE, or AVOIDABLE NOISE that CREATES UNREASONABLE DISTURBANCE BEYOND what is NORMALLY EXPECTED.
9. "How can you stop sound and interpret it as noise?"
ANCOP is not trying to stop all sound. We are advocating for COMPLIANCE with EXISTING LAWS and ENVIRONMENTAL STANDARDS that DISTINGUISH ACCEPTABLE SOUND from EXCESSIVE NOISE. These include the CIVIL CODE on NUISANCE, RA 8749, PD 1152, and NPCC Memorandum Circular No. 002-1980, which PROVIDES ALLOWABLE NOISE LEVELS for different areas, including residential communities.
10. "Can you name at least one place that adheres to your advocacy?"
Yes. Many countries regulate environmental noise while allowing people to live normal lives. SINGAPORE, JAPAN, GERMANY, AUSTRALIA, and MANY EUROPEAN COUNTRIES ENFORCE NOISE REGULATIONS through QUIET HOURS, ZONING RULES, and ENVIRONMENTAL STANDARDS. Their goal is not silence but balancing one person's freedom with another person's right to health, rest, and peaceful enjoyment of their home.

ANCOP is NOT AGAINST SOUND. WE ARE AGAINST EXCESSIVE, UNNECESSARY, and HARMFUL NOISE that VIOLATES EXISTING LAWS and AFFECTS PEOPLE'S HEALTH and QUALITY OF LIFE. OUR ADVOCACY is FOUNDED on RESPECT, RESPONSIBILITY, EDUCATION, and the PROPER IMPLEMENTATION OF LAWS not on restricting normal human activities.
Red Lasala ANCOP also believes in peace, harmony, and respect among neighbors. However, allow me to clarify some points regarding our advocacy.
1. "Many will abuse this position to gain leverage and use the law to intimidate others."
We agree that any law or government process can be abused if used with bad intentions. That is why ANCOP does not support harassment, false accusations, or weaponizing complaints against innocent people. Every complaint must be evaluated fairly, supported by facts, and handled through proper procedures.
However, we should also recognize that the existence of possible abuse does not invalidate the legitimate concerns of people who truly suffer from excessive noise.
2. "They will use the barangay as their weapon to disrupt people living peacefully."
The barangay is not a weapon. It is the first level of community dispute resolution created by law to help neighbors settle conflicts peacefully. Responsible use of barangay mediation can prevent bigger conflicts and allow both sides to be heard.
The purpose is not to punish people who are living normally, but to address situations where one person’s activity already affects another person’s right to peace and comfort.
3. "People are just jealous and creating stories or unfounded accusations."
Personal conflicts may happen, and false complaints should never be tolerated. But we should also be careful not to assume that every complainant has bad intentions. Many people who raise noise concerns are simply asking for consideration because their sleep, health, work, or daily life is being affected.
Both complainants and respondents deserve fairness.
4. "Filipinos enjoy parties, music, singing, and dogs barking. We cannot live like the movie 'A Quiet Place.'"
ANCOP agrees. A community is not supposed to be completely silent. Normal sounds of life conversations, celebrations, children playing, and pets are part of Filipino culture.
The issue is not the existence of sound. The issue is when sound becomes excessive, unreasonable, repeated, or disruptive to others. A peaceful community does not mean a silent community; it means people know how to consider their neighbors.
5. "Dogs bark naturally and people should understand that."
Yes, dogs bark naturally. ANCOP does not advocate against dogs or responsible pet ownership. But responsible ownership also means managing situations where barking becomes continuous, excessive, or creates disturbance for neighbors.
Having pets comes with both enjoyment and responsibility.
6. "The line between sound and noise can be drawn by common sense."
Common sense is important, but people have different perceptions of what is acceptable. What may be enjoyable to one person may already be harmful to another, especially when it affects sleep, health, and quality of life.
That is why communities need reasonable standards not only personal opinions.
7. "I am an audiophile and I play music loud because I appreciate the quality."
Appreciating music is understandable, and ANCOP respects people’s hobbies and interests. However, the enjoyment of music should also consider the environment and the people around us. The quality of sound inside one’s home should not come at the expense of another person’s peace inside their own home.
8. "People today are self-centered; before, life was happier."
Many of us miss the stronger sense of community and friendship from the past. But respect for others has always been part of Filipino values. Pakikipagkapwa-tao means not only enjoying our own happiness but also recognizing that our neighbors have the same right to comfort and peace.
ANCOP’s advocacy is not to remove happiness, celebrations, music, or Filipino culture. Our advocacy is to promote balance. We support the right of people to enjoy life, but we also support the right of every Filipino to rest, live peacefully, and protect their health.
The solution is not silence. The solution is respect, moderation, and consideration for one another.
And just to remind everyone, this organization will not be intimidated by anyone who attempts to weaken or sway our advocacy. We will continue to fight for the rights recognized and protected by the law and the Constitution.
We will use the law to hold accountable those who create unreasonable noise disturbances that negatively affect the peace, comfort, and well-being of others.
