ایک مخلص قیادت، ایک روشن امید

مشکل حالات میں اصل قیادت وہ ہوتی ہے جو وسائل کی کمی کو بہانہ نہیں بلکہ خدمت کا جذبہ بنا لے۔ معزز چیئرمین بورڈ آف گورنر ایم ٹی آئی خیبر انسٹیٹیوٹ آف چائلڈ ہیلتھ اینڈ چلڈرن ہسپتال پشاور، ڈاکٹر محمد رفیق صاحب اسی جذبے کی عملی مثال ہیں۔
فنڈز کی مسلسل کمی، غیر یقینی صورتحال اور بے شمار رکاوٹوں کے باوجود انہوں نے اپنی ٹیم کے ساتھ ثابت قدمی، دیانت داری اور غیر معمولی عزم کا مظاہرہ کیا۔ انہی کی مسلسل نگرانی، بہترین قیادت اور شب و روز محنت کا نتیجہ ہے کہ ہسپتال کی عمارت کا تقریباً تمام کام مکمل ہو چکا ہے، جو اس عظیم منصوبے کو حقیقت کے قریب لے آیا ہے۔
ڈاکٹر محمد رفیق صاحب کی سوچ صرف ایک عمارت تعمیر کرنا نہیں، بلکہ ہزاروں معصوم بچوں کے لیے جدید، محفوظ اور معیاری علاج کی سہولیات فراہم کرنا ہے۔ ان کی قیادت ہمیں یہ یقین دلاتی ہے کہ اگر نیت خالص، قیادت مضبوط اور مقصد عوام کی خدمت ہو تو بڑے سے بڑا چیلنج بھی عبور کیا جا سکتا ہے۔
آج ضرورت اس امر کی ہے کہ حکومت فوری طور پر باقی ماندہ فنڈز جاری کرے تاکہ زندگی بچانے والے طبی آلات کی خریداری مکمل ہو سکے اور یہ عظیم منصوبہ جلد از جلد عوام کی خدمت کے لیے کھول دیا جائے۔

دورۂ چیئرمین پالیسی بورڈ ایم ٹی آئیز خیبر پختونخوا
خیبر انسٹی ٹیوٹ آف چائلڈ ہیلتھ (KICH) و چلڈرن ہسپتال پشاور

10 فروری 2026 کو چیئرمین پالیسی بورڈ میڈیکل ٹیچنگ انسٹی ٹیوشنز (MTIs) خیبر پختونخوا، پروفیسر ڈاکٹر نوشیروان برکی نے خیبر انسٹی ٹیوٹ آف چائلڈ ہیلتھ (KICH) و چلڈرن ہسپتال پشاور کا دورہ کیا۔ اس دورے کا مقصد ہسپتال کے تعمیراتی اور انتظامی کاموں کی پیش رفت کا جائزہ لینا، موجودہ مسائل کی نشاندہی کرنا، اور ہسپتال کو جلد از جلد فعال بنانے کے اقدامات کو یقینی بنانا تھا۔

معزز وفد کا استقبال چیئرمین بورڈ آف گورنرز ڈاکٹر محمد رفیق، ممبر بورڈ آف گورنرز ڈاکٹر سلیمان داود خان، ڈائریکٹر KICH و چلڈرن ہسپتال ڈاکٹر شیر بہادر نے کیا۔ اس موقع پر محکمہ مواصلات و تعمیرات (C&W)، پیپاک (PEPAC) اور دیگر متعلقہ اداروں کے نمائندگان بھی موجود تھے۔

دورے کے دوران ہسپتال کی عمارت، جاری تعمیراتی کام، طبی آلات کی تنصیب، مالی امور اور انتظامی تیاریوں کے بارے میں تفصیلی بریفنگ دی گئی۔ اس بات پر خاص توجہ دی گئی کہ جو کام باقی ہیں یا جہاں رکاوٹیں موجود ہیں، انہیں فوری طور پر حل کیا جائے تاکہ ہسپتال کو جلد از جلد عوام کے لیے کھولا جا سکے۔

چیئرمین پالیسی بورڈ نے ہدایت کی کہ تمام متعلقہ ادارے باہمی تعاون سے کام کریں، بروقت فیصلے کریں، اور ذمہ داری کے ساتھ اپنی اپنی ذمہ داریاں ادا کریں تاکہ منصوبے میں کسی قسم کی تاخیر نہ ہو۔ انہوں نے اس عزم کا اظہار کیا کہ KICH و چلڈرن ہسپتال کو ایک مکمل فعال اور جدید بچوں کے ہسپتال کے طور پر جلد شروع کیا جائے گا۔

اس موقع پر ڈاکٹر محمد رفیق نے آخری مرحلے میں درپیش چند اہم رکاوٹوں کی نشاندہی کی اور ان کے حل کے لیے واضح تجاویز پیش کیں۔ چیئرمین پالیسی بورڈ نے ان نکات سے اتفاق کرتے ہوئے فوری معاونت اور ضروری اقدامات کی یقین دہانی کرائی تاکہ منصوبے کی تکمیل اور ہسپتال کی فعالیت میں کسی قسم کی تاخیر نہ ہو۔

یہ دورہ اس بات کی عکاسی کرتا ہے کہ حکومت خیبر پختونخوا بچوں کی صحت کے شعبے کو ترجیح دے رہی ہے اور اس ہسپتال کو جلد عوام کی خدمت کے لیے فعال بنانے کے لیے سنجیدہ اور پُرعزم ہے۔

Prof. Dr. Nausherwan Burki Leads High-Level Review to Fast-Track Operationalization of KICH & Children Hospital
On 10th February 2026, Chairman of the Policy Board, Medical Teaching Institutions (MTIs), Khyber Pakhtunkhwa, visited the Khyber Institute of Child Health (KICH) and Children Hospital, Peshawar, to comprehensively review the progress of the project, identify existing shortcomings, and ensure the speedy operationalization of the hospital.

The distinguished delegation was warmly received by Dr. Muhammad Rafiq, Chairman Board of Governors, Dr. Suleman Daud Khan, Member BoG, Dr. Sher Bahadur, Director KICH & Children Hospital, along with senior officials from the Communication & Works (C&W) Department, PEPAC, and other key stakeholders.

During the visit, detailed discussions were held regarding infrastructure development, service readiness, financial planning, and administrative preparedness, with a strong focus on removing operational bottlenecks and expediting pending processes. Chairman Prof. Dr. Nausherwan Burki and his team emphasized coordinated action, accountability, and timely decision-making to transform KICH & Children Hospital into a fully functional, state-of-the-art pediatric facility serving the children of Khyber Pakhtunkhwa with excellence and efficiency.
Dr. Muhammad Rafiq meticulously highlighted the last-minute operational obstacles and presented clearly defined, actionable solutions, upon which the Chairman, Policy Board Khyber Pakhtunkhwa, expressed full concurrence and assured immediate facilitative support to prevent any adverse impact arising from potential delays in the project’s completion and operationalization..

They inspected key areas of the hospital and observed the development work closely. The visit reflected their strong commitment to improving healthcare facilities for children. They appreciated the efforts of the team working on the project.

The first meeting between the BoG Chairman of Khyber Institute of Child Health & Children Hospital (KICH), Peshawar, and Pakistan Paediatric Association (PPA), KP focused on strengthening collaboration for the early operationalisation of the hospital. Key areas discussed included provision of paediatric expertise, clinical services planning, human resource support, and coordination to improve child healthcare services in the province. Both sides reaffirmed their commitment to work jointly for timely inauguration and effective functioning of the institute.

A highly productive strategic meeting was conducted at the Khyber Institute of Child Health & Children Hospital, Peshawar, led by esteemed BoG Member MTI-KICH, Dr. Suleman Daud.
Dr. Suleman Daud delivered a comprehensive presentation on WHO standards for improving paediatric healthcare services, focusing on quality improvement, referral pathways, and service optimization.
The meeting was graciously attended by Dr. Mohammad Rafiq, Chairman Board of Governors (BoG), KICH &Children Hospital Peshawar, along with prominent leaders of the paediatric community including President PPA-KP Dr. Syed Bawar Shah and General Secretary Dr. Athar Khalily.
Distinguished participants included:
Prof. Abdul Hameed, Prof. Tufail, Prof. Afzal Khan, Prof. Mohammad Aqeel, Prof. Mohammad Hussain, Prof. Sabir, Prof. Jan Mohammad, Prof. Anila, Prof. Sajjad, Prof. Fazil, Dr. Sher Bahadur and other senior paediatricians representing MTIs, private hospitals, and district hospitals across Khyber Pakhtunkhwa.
