𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗠𝗲𝗱𝗶𝗰𝗶𝗻𝗲 𝗣𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲

A new milestone has been achieved with the 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝗱 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗠𝗲𝗱𝗶𝗰𝗶𝗻𝗲 𝗖𝗼𝘂𝗿𝘀𝗲, an advanced training initiative designed to translate the principles of disaster medicine into effective operational capabilities.
The programme aimed to equip healthcare professionals and emergency responders with the 𝗸𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲, 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝘀𝗸𝗶𝗹𝗹𝘀 𝗮𝗻𝗱 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗮𝗽𝗮𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀 needed to respond safely, rapidly and effectively to disasters, mass-casualty incidents and complex health emergencies.
The programme followed the 𝗲𝗻𝘁𝗶𝗿𝗲 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿-𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗽𝗿𝗼𝗰𝗲𝘀𝘀, from mitigation and preparedness to response and recovery. Participants examined the principles of disaster medicine and medical surge planning, advanced adult and paediatric triage systems, mass-casualty management and the application of Incident Command and Hospital Incident Command Systems.
Specific attention was also given to 𝗖𝗕𝗥𝗡𝗲 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 and the appropriate use of personal protective equipment, together with public health emergencies, risk communication and the ethical and legal challenges that may arise during disaster operations.
These different areas were brought together through 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝗱𝗿𝗶𝗹𝗹𝘀, 𝘁𝗮𝗯𝗹𝗲𝘁𝗼𝗽 𝗲𝘅𝗲𝗿𝗰𝗶𝘀𝗲𝘀 𝗮𝗻𝗱 𝘀𝗰𝗲𝗻𝗮𝗿𝗶𝗼-𝗯𝗮𝘀𝗲𝗱 𝘀𝗶𝗺𝘂𝗹𝗮𝘁𝗶𝗼𝗻𝘀, enabling participants to apply their knowledge in realistic situations, strengthen multidisciplinary coordination and examine operational decisions through structured debriefing and lessons learned.
The course involved healthcare professionals and emergency-response personnel from different backgrounds, promoting a shared approach to preparedness, command, coordination and clinical response.
CEMEC contributed its international expertise in 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗺𝗲𝗱𝗶𝗰𝗶𝗻𝗲, 𝗖𝗕𝗥𝗡𝗲 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗺𝗮𝘀𝘀-𝗰𝗮𝘀𝘂𝗮𝗹𝘁𝘆 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, supporting a training pathway that connected scientific knowledge with operational practice.
Initiatives of this kind are essential to building 𝘀𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗵𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝘀𝘆𝘀𝘁𝗲𝗺𝘀, 𝗯𝗲𝘁𝘁𝗲𝗿-𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱 𝗽𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹𝘀 𝗮𝗻𝗱 𝗺𝗼𝗿𝗲 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 capable of responding rapidly, safely and effectively when major emergencies occur.
We are proud to continue our cooperation with the Readiness Programme and to contribute to the advancement of disaster medicine education and operational preparedness.

The 2026 edition of 𝗘𝗠𝗣𝗛𝗜𝗗 – 𝗘𝗿𝗮𝘀𝗺𝘂𝘀 𝗠𝘂𝗻𝗱𝘂𝘀 𝗝𝗼𝗶𝗻𝘁 𝗠𝗮𝘀𝘁𝗲𝗿’𝘀 𝗗𝗲𝗴𝗿𝗲𝗲 𝗶𝗻 𝗣𝘂𝗯𝗹𝗶𝗰 𝗛𝗲𝗮𝗹𝘁𝗵 𝗶𝗻 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿𝘀 has officially opened at the University of Oviedo. This international programme is dedicated to preparing professionals to work in some of the most complex areas of global public health.
CEMEC had the pleasure of contributing to the opening ceremony with the lecture 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗠𝗲𝗱𝗶𝗰𝗶𝗻𝗲 𝗶𝗻 𝗮 𝗖𝗵𝗮𝗻𝗴𝗶𝗻𝗴 𝗪𝗼𝗿𝗹𝗱: 𝗡𝗲𝘄 𝗧𝗵𝗿𝗲𝗮𝘁𝘀, 𝗡𝗲𝘄 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝘀, 𝗡𝗲𝘄 𝗖𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲𝘀, which explored the profound transformation of contemporary disaster medicine scenarios.
The session also featured Simón Soria, Director of the Coordination Centre for Health Alerts and Emergencies at the Spanish Ministry of Health, who delivered the lecture 𝗡𝗲𝘄 𝗘𝗺𝗲𝗿𝗴𝗶𝗻𝗴 𝗧𝗵𝗿𝗲𝗮𝘁𝘀 𝗶𝗻 𝗣𝘂𝗯𝗹𝗶𝗰 𝗛𝗲𝗮𝗹𝘁𝗵 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀.
Together, the two lectures offered complementary epidemiological and operational perspectives, highlighting both the complexity of today’s emergencies and the capabilities required to address them: analysis, preparedness, coordination and effective operational response.
Conflicts, climate change, health systems under increasing pressure and unconventional threats no longer belong to a hypothetical future. They are already shaping today’s operational environment, often intersecting in ways that demand new approaches and multidisciplinary expertise.
EMPHID is jointly delivered by University of Oviedo, Karolinska Institutet and University of Nicosia and is co-funded by the European Union. The new edition was officially opened by Vice-Rector Susana Luque and is coordinated by Rafa Castro and Ana Fernández Somoano.

A 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗠𝗲𝗱𝗶𝗰𝗶𝗻𝗲 𝗙𝗲𝗹𝗹𝗼𝘄 𝗮𝘁 𝗕𝗜𝗗𝗠𝗖 and 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗙𝗲𝗹𝗹𝗼𝘄 𝗮𝘁 𝗛𝗮𝗿𝘃𝗮𝗿𝗱 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗦𝗰𝗵𝗼𝗼𝗹, his work connects clinical expertise with preparedness for conventional and CBRNe disasters, counter-terrorism medicine and innovative approaches to simulation and immersive tabletop training.

Our journey to introduce the experts taking part in the 𝗖𝗘𝗠𝗘𝗖 𝟮𝟬𝟮𝟲 𝗪𝗶𝗻𝘁𝗲𝗿 𝗦𝗰𝗵𝗼𝗼𝗹 continues, ahead of the programme taking place in the 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗼𝗳 𝗦𝗮𝗻 𝗠𝗮𝗿𝗶𝗻𝗼 𝗳𝗿𝗼𝗺 𝟮𝟯 𝘁𝗼 𝟮𝟱 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟲

Mr. Zyman is 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗘𝗨𝗥-𝗢𝗣𝗔 𝗠𝗮𝗷𝗼𝗿 𝗛𝗮𝘇𝗮𝗿𝗱𝘀 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗼𝗳 𝗘𝘂𝗿𝗼𝗽𝗲 and works within the 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿𝗮𝘁𝗲 𝗼𝗳 𝗦𝗼𝗰𝗶𝗮𝗹 𝗥𝗶𝗴𝗵𝘁𝘀, 𝗛𝗲𝗮𝗹𝘁𝗵 𝗮𝗻𝗱 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁.

His work lies at the heart of Euro-Mediterranean cooperation on major hazards, with a strong focus on 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗽𝘂𝗯𝗹𝗶𝗰 𝗵𝗲𝗮𝗹𝘁𝗵 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 and strengthening dialogue among institutions, civil protection experts and professionals from different countries.

Through international cooperation, he has long contributed to the 𝗲𝘅𝗰𝗵𝗮𝗻𝗴𝗲 𝗼𝗳 𝗯𝗲𝘀𝘁 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀, the development of 𝗷𝗼𝗶𝗻𝘁 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀 and the advancement of tools and approaches designed to improve 𝗰𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝘁𝗼 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀.

Mr. Zyman’s participation in the Winter School therefore brings a particularly important perspective: 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗮𝘀 𝗮 𝗸𝗲𝘆 𝗲𝗹𝗲𝗺𝗲𝗻𝘁 𝗼𝗳 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲.

The faculty of the 𝗖𝗘𝗠𝗘𝗖 𝟮𝟬𝟮𝟲 𝗪𝗶𝗻𝘁𝗲𝗿 𝗦𝗰𝗵𝗼𝗼𝗹 continues to take shape. In the coming days, we will introduce more of the programme’s key contributors and the experience they will bring to San Marino.

Today, we celebrate an extraordinary milestone: 𝟭𝟳𝟮𝟱 𝘆𝗲𝗮𝗿𝘀 𝗼𝗳 𝗵𝗶𝘀𝘁𝗼𝗿𝘆, 𝗳𝗿𝗲𝗲𝗱𝗼𝗺 𝗮𝗻𝗱 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝗰𝗲.
According to tradition, on 3 September 301 AD, Saint Marinus established the community on Mount Titano from which our Republic originated — 𝘁𝗵𝗲 𝘄𝗼𝗿𝗹𝗱’𝘀 𝗼𝗹𝗱𝗲𝘀𝘁 𝘀𝘂𝗿𝘃𝗶𝘃𝗶𝗻𝗴 𝗿𝗲𝗽𝘂𝗯𝗹𝗶𝗰.
Throughout the centuries, San Marino has preserved its identity and upheld the values of 𝗳𝗿𝗲𝗲𝗱𝗼𝗺, 𝗽𝗲𝗮𝗰𝗲, 𝘀𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆 𝗮𝗻𝗱 𝗿𝗲𝘀𝗽𝗲𝗰𝘁 𝗳𝗼𝗿 𝗵𝘂𝗺𝗮𝗻 𝗱𝗶𝗴𝗻𝗶𝘁𝘆, transforming its remarkable history into a responsibility towards future generations.
For CEMEC, being based in the Republic of San Marino means belonging to this enduring tradition and contributing, through 𝗶𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻, 𝗸𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗼𝗳 𝗵𝗲𝗮𝗹𝘁𝗵, to keeping its principles alive and relevant.
On this meaningful day, we pay tribute to 𝗦𝗮𝗶𝗻𝘁 𝗠𝗮𝗿𝗶𝗻𝘂𝘀, 𝗼𝘂𝗿 𝗙𝗼𝘂𝗻𝗱𝗲𝗿 𝗮𝗻𝗱 𝗣𝗮𝘁𝗿𝗼𝗻 𝗦𝗮𝗶𝗻𝘁, and to all those who, over 1,725 years, have safeguarded and strengthened the Republic’s independence.
