للفترة الممتدة من 06/08/2025 ولغاية 18/08/2026
أولًا: مقدمة
انطلاقًا من إيمان جمعية رفقًا بنا بأهمية العمل الإنساني والمجتمعي، وحرصها على الاستجابة للاحتياجات المتزايدة لأفراد المجتمع، واصلت الجمعية خلال الفترة الممتدة من 06/08/2025 ولغاية 18/08/2026 تنفيذ مجموعة متنوعة من البرامج والأنشطة الإنسانية والصحية والمجتمعية، مستهدفةً الفئات الأكثر احتياجًا، ولا سيما النازحين والعائدين والأطفال والأسر المتضررة.
وقد ركزت الجمعية خلال هذه المرحلة على تعزيز الوصول إلتى الخدمات الصحية، ودعم المجتمعات المتضررة، والمساهمة في حملات الصحة العامة، إضافة إلى نشر ثقافة التطوع وتعزيز الشراكات مع المؤسسات والمنظمات والجهات الحكومية.
ثانيًا: المجال الصحي والطبي
شكّل القطاع الصحي أحد أهم محاور عمل جمعية رفقًا بنا، حيث عملت الجمعية على تقديم الخدمات الطبية وتسهيل وصول الأهالي والنازحين والعائدين إلى الرعاية الصحية، ولا سيما في المناطق التي تعاني من ضعف الإمكانات وارتفاع تكاليف العلاج.
ومن أبرز الأعمال الصحية التي نفذتها الجمعية:
استمرار تقديم الخدمات الطبية للأهالي والنازحين والعائدين، مع التركيز على الفئات الأكثر احتياجًا.
المساهمة في تخفيف الأعباء المالية عن المرضى من خلال الخدمات الطبية المخفضة التي تم تأمينها عبر شبكة من الأطباء والمراكز الطبية.
دعم الحالات المرضية التي تحتاج إلى اختصاصات طبية مختلفة.
المساهمة في تأمين الأدوية والمستلزمات الطبية ضمن الإمكانات المتاحة.
تنفيذ أنشطة صحية وتوعوية تهدف إلى رفع مستوى الوعي الصحي لدى أفراد المجتمع.
استمرار العمل الطبي في مناطق رأس العين، وخاصة مع عودة أعداد من النازحين بعد سنوات طويلة من النزوح.
وقد كان للجمعية حضور مستمر في المجتمع المحلي، حيث انطلقت بخدماتها من احتياجات الأهالي الفعلية، وسعت إلى تقديم المساعدة الطبية بما يتناسب مع الإمكانات المتاحة.
ثالثًا: دعم العائدين والنازحين
أولت الجمعية اهتمامًا خاصًا بملف النازحين والعائدين، وخاصة في ظل الظروف الإنسانية الصعبة التي رافقت سنوات النزوح.
وفي هذا الإطار ساهمت الجمعية في:
متابعة احتياجات النازحين والعائدين.
تنفيذ أنشطة استجابة إنسانية في المخيمات والمناطق المتضررة.
تقديم الخدمات الطبية للعائدين إلى رأس العين.
المساهمة في تخفيف الأعباء الصحية والمادية عن الأسر العائدة.
تنفيذ استبيانات نوايا العودة داخل مخيم الطلائع بمدينة الحسكة ومخيم نيروز، بهدف المساهمة في فهم توجهات الأسر واحتياجاتها المتعلقة بالعودة.
استبيان نوايا العودة – مخيم الطلائع
خلال الفترة من 24/06/2026 ولغاية 07/08/2026، شاركت الجمعية في تنفيذ استبيان النوايا الخاص بعودة النازحين داخل مخيم الطلائع بمدينة الحسكة.
وقد تم إنجاز:
2,519 استمارة حصر.
2,086 استمارة تعداد أسر.
مخيم نيروز
كما شملت الأنشطة مخيم نيروز التابع لمنطقة المالكية، والذي يضم نازحين من رأس العين وتل تمر، حيث تم إنجاز:
1,076 استمارة حصر.
897 استمارة تعداد أسر.
وقد تم تنفيذ العمل بإشراف الجهات المختصة، وبالتعاون مع مؤسسة مزن الشريكة للمفوضية، بما ساهم في توفير بيانات تساعد على فهم احتياجات الأسر واتجاهاتها تجاه العودة.
رابعًا: الاستجابة الإنسانية
استجابت جمعية رفقًا بنا خلال الفترة الماضية لعدد من الاحتياجات الإنسانية الطارئة، ومن أبرزها الاستجابة للمتضررين من الفيضانات التي شهدتها مناطق ومخيمات نازحي رأس العين.
وشملت الاستجابة:
تقديم مساعدات غذائية للأسر المتضررة.
توزيع 100 سلة غذائية للمتضررين من الفيضانات في منطقة نهر الخابور في الحسكة.
تقديم مساعدات غذائية للأسر المتضررة في بلدة الدويرة في منطقة رأس العين، شملت 13 دجاجة و13 كغ من الأرز.
متابعة أوضاع الأسر المتضررة والعمل على الاستجابة لاحتياجاتها وفق الإمكانات المتاحة.
وتأتي هذه الأنشطة ضمن توجه الجمعية نحو الاستجابة السريعة للاحتياجات الطارئة وتعزيز روح التكافل المجتمعي.
خامسًا: حملات الصحة العامة والتطعيم
كان للجمعية دور فاعل في دعم حملات الصحة العامة، ومن أبرزها المشاركة في الحملة الوطنية للتصدي لمرض الحصبة في منطقة رأس العين.
وقد تعاونت الجمعية مع مديرية الصحة وفرق اللقاح الروتيني، وساهمت في:
تنفيذ أنشطة توعية صحية.
إجراء زيارات منزلية.
مرافقة فرق التطعيم.
التواصل مع الأهالي وتشجيعهم على الاستفادة من اللقاح.
الوصول إلى عدد من الأحياء والمناطق داخل رأس العين وريفها.
وشملت الأنشطة مناطق وأحياء متعددة، من بينها:
حي المحطة الجنوبية، ساحة قوقيان، منطقة النفوس القديمة، تل حلف، تل حدارا، الحي 41، وسوق الخميس – تل حلف، إضافة إلى مناطق ريفية منها نداس، حميد، ومضبعة.
كما استهدفت الأنشطة التوعوية والتطعيمية الأطفال، ومن ضمن الأنشطة الموثقة استهداف نحو 150 طفلًا في إحدى مراحل الحملة.
وقد استمرت الحملة على مدار عشرة أيام، وحظيت جهود الجمعيات الشريكة بالتقدير من فرق الصحة واللقاح الروتيني في منطقة رأس العين.
سادسًا: مبادرات مجتمعية وإنسانية
نفذت الجمعية عددًا من المبادرات ذات الطابع المجتمعي والإنساني، ومن أبرزها:
1. مبادرة «نبض الحياة الطبي»
وهي مبادرة صحية هدفت إلى المساهمة في تحسين وصول أفراد المجتمع إلى الخدمات الطبية وتعزيز الاستجابة للاحتياجات الصحية.
2. مبادرة «رفقًا بطفولتنا»
مبادرة موجهة للأطفال، هدفت إلى إدخال الفرح إلى نفوسهم وتعزيز الاهتمام بالطفولة.
3. مبادرة «بهجة الأضحى»
تضمنت تقديم خدمات مجانية للأطفال ضمن أجواء عيد الأضحى، ومن بينها مبادرة قص الشعر المجاني.
4. مبادرة «من طفل لطفل»
مبادرة إنسانية شاركت فيها الطفلة ريتال فطاس، وعكست روح التكافل والمشاركة المجتمعية بين الأطفال.
5. حملات النظافة المجتمعية
ساهمت الجمعية في تنفيذ حملة للنظافة في منطقة رأس العين بالتنسيق مع البلدية، بهدف تحسين البيئة المحلية وتعزيز مشاركة المجتمع في الحفاظ على النظافة العامة.
سابعًا: التعليم وبناء القدرات
لم يقتصر عمل الجمعية على الجانب الإغاثي والصحي، بل امتد إلى المجال التعليمي وبناء القدرات.
وبالتعاون مع الأكاديمية الدولية، ساهمت الجمعية في دعم وتنفيذ عدد من البرامج والدورات التدريبية والتعليمية، ومن بينها:
صيانة الموبايلات.
الحلاقة الرجالية.
المراقبة والتقييم.
الدعم النفسي.
مهارات التواصل.
إدارة الكوارث والأزمات.
برنامج AutoCAD.
برنامج Kobo.
دورات تدريب المدربين TOT.
كما تم تنفيذ دورات تعليمية مجانية لتعويض الفاقد التعليمي، شملت:
اللغة العربية لطلاب الصف التاسع.
اللغة الإنكليزية للصف التاسع.
اللغة الإنكليزية لطلاب الشهادة الثانوية.
الفيزياء.
الكيمياء.
الرياضيات لطلاب الصف التاسع.
وساهمت هذه البرامج في توفير فرص تعليم وتدريب للأفراد، وتنمية مهاراتهم بما يساعدهم على تحسين فرصهم التعليمية والمهنية.
ثامنًا: نشر ثقافة التطوع
عملت جمعية رفقًا بنا على تعزيز مفهوم التطوع باعتباره أحد أهم عناصر العمل المجتمعي.
وفي هذا السياق أعلنت الجمعية عن استقبال متطوعين جدد ضمن عدد من الأقسام، منها:
الحماية.
المراقبة والتقييم.
اللوجستي.
إدارة الحالة.
التيسير.
ويأتي ذلك بهدف توسيع قاعدة المتطوعين، وإتاحة المجال أمام الشباب وأفراد المجتمع للمشاركة في العمل الإنساني والمجتمعي.
تاسعًا: الشراكات والتنسيق
اعتمدت الجمعية خلال فترة عملها على بناء علاقات تعاون وشراكات مع عدد من الجهات والمؤسسات، بما يعزز قدرتها على الوصول إلى المستفيدين وتنفيذ الأنشطة.
ومن الجهات التي تم التعاون أو التنسيق معها خلال الفترة:
مديرية الصحة.
الشؤون الاجتماعية والعمل.
مؤسسة سلام للأمل.
الأكاديمية الدولية.
مؤسسة مزن الشريكة للمفوضية.
الجهات الصحية وفرق اللقاح الروتيني.
البلديات والجهات المحلية.
عدد من الجمعيات والمنظمات والمؤسسات المجتمعية.
كما حرصت الجمعية على تعزيز التعاون بين مؤسسات المجتمع المدني بما يحقق أثرًا أكبر ويجنب ازدواجية الاستجابة.
عاشرًا: مبادرة «نحو مجتمع آمن وصحي»
في عام 2026 أطلقت الجمعية، بالشراكة مع مؤسسة سلام للأمل، مبادرة:
«نحو مجتمع آمن وصحي»
وتهدف المبادرة إلى المساهمة في تعزيز الصحة المجتمعية، وتسهيل وصول أفراد المجتمع إلى الخدمات الطبية اللازمة، وتحقيق أثر صحي مستدام.
وتنفذ المبادرة تحت إشراف الشؤون الاجتماعية والعمل ومديرية الصحة بالحسكة، وتشمل تقديم الخدمات الطبية والاستفادة من الأطباء التابعين للجمعية، إلى جانب إتاحة الأدوية الطبية للحالات التي تحتاجها وفق الأطر الطبية المناسبة.
وتعكس المبادرة توجه الجمعية نحو بناء شراكات صحية مستدامة بدلًا من الاقتصار على الاستجابات المؤقتة.
الحادي عشر: تعزيز العمل المؤسسي
إلى جانب تنفيذ الأنشطة الميدانية، عملت الجمعية على تطوير بنيتها المؤسسية والإدارية، ومن ذلك إعداد وتطوير عدد من السياسات والوثائق التنظيمية المتعلقة بالعمل الداخلي، ومنها:
دليل الحوكمة المؤسسية.
سياسة حماية الطفل.
سياسة منع الاستغلال والانتهاك الجنسيين PSEA.
الاستراتيجية العامة للجمعية.
سياسة الأصول والمخزون.
سياسة مكافحة الاحتيال والرشوة.
سياسة الإبلاغ والشكاوى.
سياسة المشتريات.
سياسة الموارد البشرية.
سياسة المراقبة والتقييم.
سياسة اللوجستيات.
سياسة تضارب المصالح.
تنظيم العمل الإداري والحوكمة.
ويهدف هذا المسار إلى تعزيز الشفافية والمساءلة ورفع مستوى المهنية في إدارة البرامج والموارد.
الثاني عشر: الأثر المجتمعي
يمكن تلخيص الأثر الذي سعت الجمعية إلى تحقيقه خلال الفترة المذكورة في عدد من الجوانب الرئيسية:
تحسين وصول الأسر والأفراد إلى الخدمات الطبية.
تخفيف جزء من الأعباء الصحية والمادية عن المرضى.
دعم النازحين والعائدين في ظروف إنسانية صعبة.
المساهمة في الاستجابة للكوارث والفيضانات.
دعم حملات الوقاية والتطعيم والصحة العامة.
تعزيز الوعي الصحي داخل المجتمع.
دعم الأطفال والمبادرات الموجهة إليهم.
توفير فرص تعليم وتدريب وبناء قدرات.
نشر ثقافة التطوع والمشاركة المجتمعية.
تعزيز التعاون والشراكات بين مؤسسات المجتمع المدني والجهات الرسمية.
تطوير الأنظمة والسياسات الداخلية للجمعية بما يعزز الحوكمة والمساءلة.
الثالث عشر: الخلاصة
خلال الفترة الممتدة من 06/08/2025 وحتى 18/08/2026، واصلت جمعية رفقًا بنا العمل انطلاقًا من احتياجات المجتمع، واضعةً الإنسان في صميم تدخلاتها، ومتنقلة بين الاستجابة الصحية والإنسانية والتعليمية والمجتمعية.
وقد أثبتت الجمعية من خلال حضورها الميداني، ولا سيما في الحسكة ورأس العين والمخيمات، قدرتها على الوصول إلى الفئات المحتاجة، والتعاون مع الجهات الصحية والرسمية والمنظمات الشريكة، وتنفيذ مبادرات تستجيب للاحتياجات الفعلية للمجتمع.
كما شكّل عام 2026 مرحلة مهمة في مسيرة الجمعية، من خلال توسع العمل في المجال الصحي، والمشاركة في حملات التطعيم، ودعم العائدين والنازحين، وتنفيذ استبيانات نوايا العودة، والاستجابة للطوارئ، وإطلاق مبادرة «نحو مجتمع آمن وصحي»، إلى جانب تطوير العمل المؤسسي وتعزيز ثقافة التطوع.
وتؤكد جمعية رفقًا بنا استمرارها في أداء رسالتها الإنسانية والمجتمعية، والعمل على توسيع نطاق تدخلاتها وشراكاتها، بما يسهم في بناء مجتمع أكثر صحة وأمانًا وتماسكًا، ويعزز قدرة أفراده على مواجهة التحديات وتحقيق حياة أكثر استقرارًا وكرامة.

Report on the Activities and Achievements of Rifqan Bina Association
Reporting Period: 6 August 2025 – 18 August 2026
1. Introduction
Driven by its belief in the importance of humanitarian and community-based action, and its commitment to responding to the growing needs of community members, Rifqan Bina Association continued throughout the period from 6 August 2025 to 18 August 2026 to implement a diverse range of humanitarian, health, educational, and community activities.
The Association focused on supporting the most vulnerable groups, particularly displaced persons, returnees, children, and affected families. During this period, its work focused on improving access to healthcare, supporting affected communities, contributing to public health campaigns, promoting volunteerism, and strengthening partnerships with institutions, organizations, and governmental authorities.
2. Health and Medical Activities
The health sector remained one of the main areas of intervention for Rifqan Bina Association. The Association worked to provide medical services and facilitate access to healthcare for local residents, displaced persons, and returnees, particularly in areas facing limited resources and high treatment costs.
The Association's key health-related activities included:
- Continuing to provide medical services to local residents, displaced persons, and returnees, with a focus on vulnerable groups.
- Contributing to reducing the financial burden on patients through discounted medical services provided through a network of doctors and medical centers.
- Supporting patients requiring different medical specialties.
- Contributing, within available capacities, to securing medicines and medical supplies.
- Implementing health awareness activities aimed at improving community health awareness.
- Continuing medical activities in Ras Al-Ain, particularly in response to the return of displaced families after years of displacement.
The Association maintained a continuous presence within local communities, basing its interventions on the actual needs of residents and seeking to provide appropriate medical assistance according to available resources.
3. Support for Displaced Persons and Returnees
The Association paid particular attention to displaced persons and returnees, especially given the difficult humanitarian circumstances associated with years of displacement.
Within this framework, the Association contributed to:
- Monitoring the needs of displaced persons and returnees.
- Implementing humanitarian response activities in camps and affected areas.
- Providing medical services to returnees in Ras Al-Ain.
- Helping reduce the health and financial burdens faced by returning families.
- Conducting return-intention surveys in Al-Tala’i Camp in Hasakah and Nayrouz Camp to contribute to understanding families' intentions and needs related to return.
Return-Intention Survey – Al-Tala’i Camp
From 24 June 2026 to 7 August 2026, the Association participated in implementing a return-intention survey among displaced persons in Al-Tala’i Camp in Hasakah.
The following were completed:
- 2,519 registration/census forms.
- 2,086 household enumeration forms.
Nayrouz Camp
Activities also covered Nayrouz Camp in the Al-Malikiyah area, which hosts displaced persons from Ras Al-Ain and Tal Tamr. The following were completed:
- 1,076 registration/census forms.
- 897 household enumeration forms.
The activities were implemented under the supervision of the relevant authorities and in cooperation with Muzn Foundation, a partner of UNHCR, contributing to the collection of data that supports an understanding of families' needs and their intentions regarding return.
4. Humanitarian Response
During the reporting period, Rifqan Bina Association responded to several urgent humanitarian needs, including the impact of floods affecting areas and camps hosting displaced persons from Ras Al-Ain.
The response included:
- Providing food assistance to affected families.
- Distributing 100 food baskets to people affected by floods in the Khabur River area in Hasakah.
- Providing food assistance to affected families in Al-Duwaira town in the Ras Al-Ain area, including 13 chickens and 13 kg of rice.
- Monitoring the conditions of affected families and responding to their needs according to available resources.
These activities reflect the Association's commitment to rapid emergency response and strengthening community solidarity.
5. Public Health and Vaccination Campaigns
The Association played an active role in supporting public health campaigns, most notably its participation in the national measles response campaign in the Ras Al-Ain area.
In cooperation with the Directorate of Health and routine vaccination teams, the Association contributed to:
- Conducting health awareness activities.
- Carrying out household visits.
- Accompanying vaccination teams.
- Communicating with families and encouraging them to benefit from vaccination services.
- Reaching several neighborhoods and areas in Ras Al-Ain and its surrounding rural areas.
Activities covered several locations, including:
- Al-Mahatta Al-Janoubiya neighborhood.
- Qoqian Square.
- The former Civil Affairs area.
- Tal Halaf.
- Tal Hadara.
- Neighborhood 41.
- Thursday Market – Tal Halaf.
- Rural areas including Nadas, Hamid, and Madbaba.
The awareness and vaccination activities targeted children. Among the documented activities, approximately 150 children were reached during one stage of the campaign.
The campaign continued for ten days, and the efforts of partner associations were recognized and appreciated by the health and routine vaccination teams in Ras Al-Ain.
6. Community and Humanitarian Initiatives
The Association implemented several community and humanitarian initiatives, including:
1. “Pulse of Life Medical Initiative”
A health initiative aimed at improving community access to medical services and strengthening responses to healthcare needs.
2. “Rifqan Bi Tufulatina – Caring for Our Children”
A child-focused initiative aimed at bringing joy to children and promoting greater attention to childhood and children's wellbeing.
3. “Eid Al-Adha Joy”
An initiative that provided free services for children during Eid Al-Adha, including free haircuts.
4. “From One Child to Another”
A humanitarian initiative involving the child Rital Fattas, reflecting the spirit of solidarity and community participation among children.
5. Community Cleaning Campaigns
The Association contributed to a community cleaning campaign in Ras Al-Ain in coordination with the municipality, aiming to improve the local environment and encourage community participation in maintaining public cleanliness.
7. Education and Capacity Building
The Association's work was not limited to humanitarian and health interventions. It also extended to education and capacity building.
In cooperation with the International Academy, the Association contributed to supporting and implementing a number of training and educational programs, including:
- Mobile phone maintenance.
- Men's barbering.
- Monitoring and Evaluation (M&E).
- Psychological support.
- Communication skills.
- Disaster and crisis management.
- AutoCAD.
- Kobo.
- Training of Trainers (TOT).
The Association also supported free educational courses to help address learning gaps, including:
- Arabic language for Grade 9 students.
- English language for Grade 9 students.
- English language for secondary school students.
- Physics.
- Chemistry.
- Mathematics for Grade 9 students.
These programs contributed to providing educational and training opportunities and developing participants' skills, thereby supporting their educational and professional prospects.
8. Promoting Volunteerism
Rifqan Bina Association worked to promote volunteerism as a key component of community action.
In this context, the Association announced opportunities for new volunteers in several departments, including:
- Protection.
- Monitoring and Evaluation.
- Logistics.
- Case Management.
- Facilitation.
This initiative aimed to expand the volunteer base and provide young people and community members with opportunities to participate in humanitarian and community work.
9. Partnerships and Coordination
Throughout the reporting period, the Association worked to establish and strengthen cooperation and partnerships with various institutions and organizations, enhancing its ability to reach beneficiaries and implement activities effectively.
Partners and stakeholders included:
- Directorate of Health.
- Directorate of Social Affairs and Labor.
- Salam for Hope Foundation.
- International Academy.
- Muzn Foundation, a UNHCR partner.
- Health authorities and routine vaccination teams.
- Municipalities and local authorities.
- Various civil society organizations, associations, and community institutions.
The Association also sought to strengthen cooperation among civil society organizations to maximize impact and reduce duplication of humanitarian responses.
10. “Towards a Safe and Healthy Community” Initiative
In 2026, the Association launched, in partnership with Salam for Hope Foundation, the:
“Towards a Safe and Healthy Community” Initiative
The initiative aims to contribute to strengthening community health, facilitating access to essential medical services, and achieving sustainable health impact.
The initiative is implemented under the supervision of the Directorate of Social Affairs and Labor and the Hasakah Directorate of Health. It includes providing medical services through doctors affiliated with the Association, in addition to facilitating access to appropriate medicines for cases requiring them in accordance with applicable medical standards and procedures.
The initiative reflects the Association's commitment to developing sustainable health partnerships rather than relying solely on temporary emergency responses.
11. Institutional Development
Alongside its field activities, the Association worked to strengthen its institutional and administrative structure through the development of internal policies and organizational documents, including:
- Institutional Governance Manual.
- Child Protection Policy.
- Prevention of Sexual Exploitation and Abuse (PSEA) Policy.
- General Strategy of the Association.
- Assets and Inventory Policy.
- Anti-Fraud and Anti-Bribery Policy.
- Reporting and Complaints Policy.
- Procurement Policy.
- Human Resources Policy.
- Monitoring and Evaluation Policy.
- Logistics Policy.

This institutional development process aims to strengthen transparency and accountability and improve professionalism in the management of programs and resources.
12. Community Impact
The Association's overall impact during the reporting period can be summarized in the following key areas:
- Improving access to medical services for families and individuals.
- Reducing part of the health and financial burden on patients.
- Supporting displaced persons and returnees in difficult humanitarian circumstances.
- Contributing to disaster and flood response.
- Supporting prevention, vaccination, and public health campaigns.
- Increasing health awareness within communities.
- Supporting children and child-focused initiatives.
- Providing educational, training, and capacity-building opportunities.
- Promoting volunteerism and community participation.
- Strengthening cooperation and partnerships between civil society organizations and official authorities.

13. Conclusion
During the period from 6 August 2025 to 18 August 2026, Rifqan Bina Association continued its work based on the needs of local communities, placing people at the center of its interventions and addressing health, humanitarian, educational, and community needs.
Through its field presence, particularly in Hasakah, Ras Al-Ain, and displacement camps, the Association demonstrated its ability to reach vulnerable groups, cooperate with health authorities, governmental institutions, and partner organizations, and implement initiatives that respond to the actual needs of communities.
The year 2026 represented an important stage in the Association's development, marked by expanded health activities, participation in vaccination campaigns, support for displaced persons and returnees, implementation of return-intention surveys, emergency response activities, the launch of the “Towards a Safe and Healthy Community” initiative, and continued institutional development and promotion of volunteerism.
Rifqan Bina Association reaffirms its commitment to continuing its humanitarian and community mission, expanding the scope of its interventions and partnerships, and contributing to building a healthier, safer, and more cohesive society while strengthening people's ability to face challenges and achieve greater stability and dignity.
