Housing: The purpose of the housing chapter is to identify and support the provision of housing in Airway Heights by type, location, and quantity to meet projected needs.

Of course, housing offers more than the simple provision of shelter. Attractive, affordable, suitable, and safe housing is a vital ingredient to the success of any community.

Accordingly, a key objective for Airway Heights is to support the provision of housing as coordinated with a broad range of goals and policies unique to the city, in addition to those required by the Growth Management Act. These housing-related goals and policies are provided at the end of this chapter, showing how the City intends to meet its requirements and advance its long-term vision.

Airway Heights has a mix of residential, commercial, industrial, public, and open space uses within a compact area centered along Highway 2.

The City’s land use plan is also heavily influenced by its proximity to Fairchild Air Force Base and the Spokane International Airport, with land south of Highway 2 generally restricted from residential development.

The land usage, population forecasts, and land quantity were updated as part of the comprehensive plan development.

What is a comprehensive plan?

It’s the community's “big picture” plan. The Comprehensive Plan is a guide for how Airway Heights will grow in the future, setting priorities for housing, parks, roads, businesses, and more. More importantly, the plan gives residents the opportunity to voice their ideas and discuss the challenges and opportunities that shape their community.

Heather Trautman Named Acting City Manager of Airway Heights

City Manager Albert Tripp has appointed Heather Trautman, the City's Building and Planning Director, to serve as Acting City Manager effective August 20. Ms. Trautman will serve as Acting City Manager while City Manager Albert Tripp is on administrative leave.

Trautman has served the City of Airway Heights since 2019, most recently as Building and Planning Director, where she has led major initiatives including transportation grant applications that led to over 13 million dollars of funding from State and Federal agencies, the City's first online permitting portal for residential permits, and the implementation of the City's Geographic Information System Program.

During her tenure at the City of Airway Heights, Ms. Trautman oversaw several award-winning projects, the 2023 Comprehensive Plan and the Downtown Subarea Plan, both of which won the Governor's Smart Communities Award. Prior to her time at Airway Heights, Ms. Trautman spent 24 years at the City of Spokane, serving as Director of Neighborhood Services; Interim Director of Neighborhoods, Housing and Human Services Division; and Interim Director of Planning. In her role as Acting City Manager of Airway Heights, Ms. Trautman will oversee day-to-day City operations, including budgeting, departmental administration, and coordination with City Council.

"I remain committed to a simple but important principle: serving those who serve," said Trautman. "We will continue supporting our employees, maintaining open communication, working collaboratively with our City Council, and ensuring that we remain focused on providing exceptional service to the people who depend on us."

Airway Heights drivers need to plan for construction work on South Hayford Road between Hwy 2 and W 21st Avenue now through September 4, 2026.

Crews will improve the roadway adjacent to their site as part of a current construction project. That means S. Hayford Road will be reduced to one lane of traffic controlled by Automated Flagger Devices and Variable Message Boards. The work schedule will dictate lane closures.

There will be sporadic full-road closures so equipment and materials can cross South Hayford Road, and equipment can merge into and out of traffic while the northbound lane is closed. People will flag these closures, which will last no more than three minutes and be limited to three per hour.

The general schedule is as follows:

Northbound lane work – (northbound lane closed)

Now through Sunday, August 23, 2026.

Southbound lane work – (southbound lane closed)

Monday, August 24 to Wednesday, September 2, 2026.

After September 2, 2026, the project will return to standard shoulder closures on the southbound lane with both lanes open.

The city notified affected residents, STA, Cheney Schools, and businesses between Hwy 2 and W 21st AVE on Friday, August 14, 2026.

The Airway Heights City Council will take several critical votes on Monday, August 17, 2026.

Here is a look at some of them:

• The council will decide whether to accept a $125,000 grant from the Department of Commerce.
• Council members will decide whether to approve transferring more than $2.8 million from the Executive Reserve Fund to the General Fund.
• The council will decide whether to appoint Brook Brennan to the Airway Heights Park Advisory Board. A recent board member's resignation means the board lacks a quorum and cannot meet.
• Councilmembers will also be asked to approve two resolutions outlining an investigation into City Manager Albert Tripp's job performance—one calls for Tripp to be placed on paid administrative leave while an outside attorney investigates.

Here’s a quick look at some of what is on the agenda:

· The council will consider whether to appoint Brook Brennan to the City Park Advisory Board. She would fill one of two current vacant positions.

· The council will be asked to approve a grant from the Department of

Commerce to develop goals, policies, and new chapters for the 2026 Comprehensive Plan. This grant is the third and totals $21,494.00. Funds will be used to complete the Comprehensive Plan, the Critical Areas Ordinance Update, and the required Development Regulation as outlined in state law.

Airway Heights Seeks Volunteer Salary, Commissioners

The City of Airway Heights is seeking applicants for five available seats on the Airway Heights Salary Commission. The commission sets the salaries of Airway Heights City Council members.

Commissioners are nonpartisan volunteers who must be U.S. citizens, residents of Airway Heights for at least 1 year prior to an appointment, and registered voters in Spokane County.

The time commitment is approximately two meetings per month for three months, from July 26 through October 26, 2026. The term of appointment is three years; the term of the initial members of the commission shall expire on December 31, 2028.

The City of Airway Heights is grateful for good neighbors like the Airway Heights Lions Club!

Our city is one of the few in Spokane County where fireworks are still legal. They aren’t allowed in city parks, but litter from July 4 parties cluttered side streets and parking lots.

That’s where the Airway Heights Lions Club came in.

A huge thank you to Lane Langford and his fellow club members. Not only did they clean up the streets around Sunset Park, but they also picked up debris in the old Yoke’s Fresh Market parking lot. Thank you, neighbors, for exemplifying the Lions Club motto of service!
