How Local Partnerships Power a ROSC:
Breaking Stigma: When city and county leaders visibly support recovery initiatives, it sends a message that addiction is a public health issue rather than just a criminal justice matter, encouraging people to ask for help without shame.
Connecting Care to Law Enforcement: Active support from leadership opens pathways for diversion programs, peer support integration, harm reduction resources (like Naloxone access), and warm handoffs to treatment rather than incarceration.
Building a Sustainable Infrastructure: Municipal and county buy-in ensures that community resources—from housing and peer groups to local health department programs—work together rather than in silos.
Support from trusted leaders helps lay the foundation, but the true strength of the council comes from the residents, families, peer recovery specialists, and local organizations showing up to do the work every day.

We are incredibly grateful for the support from our mayor and our chief of police (and soon-to-be sheriff!) here in DeWitt County. Building a true Recovery Oriented System of Care (ROSC) isn’t something one organization can do alone—it takes an entire community working together.
