The NC Association of EMS Administrators is deeply saddened by the loss of Dale Griffin, Director of Nash County EMS, who passed away this weekend.

Dale dedicated his career to serving Nash County and the EMS profession, helping develop and mentor the next generation of EMS leaders across our state.

Our hearts go out to his family, friends, and the entire Nash County EMS family during this incredibly difficult time. NCAEMSA stands ready to support Nash County EMS in any way needed.

🎯 Session: OEMS and Medical Director Update

🏷️ Track: Leadership
This session delivers a comprehensive update on the current state of EMS in North Carolina directly from the Office of Emergency Medical Services. Chief Mitchell and OEMS staff will cover regulatory developments, statewide initiatives, and agency priorities, while Dr. Winslow will address clinical and medical oversight topics including protocol developments, quality improvement initiatives, and emerging prehospital medical issues. Attendees are encouraged to bring questions for open dialogue with state leadership.
👤 About the Presenters:

Chief Tom Mitchell serves as Chief of the North Carolina Office of Emergency Medical Services, providing statewide leadership and oversight of EMS systems across North Carolina.
Dr. Tripp Winslow is the North Carolina State EMS Medical Director, a position he has held since 2011. He completed his Emergency Medicine residency in 2002 and his EMS Fellowship and Master of Public Health at UNC-Chapel Hill in 2003. He holds an undergraduate degree from Davidson College and a medical degree from UNC-Chapel Hill, and continues to practice as an Emergency Physician at Atrium Health/Wake Forest Baptist Hospital in Winston-Salem.

NC HealthConnex — North Carolina's statewide health information exchange — gives EMS professionals real-time access to patient medical histories, medications, allergies, chronic conditions, recent encounters, and care plans. This session explores how tools like patient record querying, ADT notifications, and secure provider-to-provider messaging support safer decision-making en route and more effective hospital handoffs. Attendees will leave with a clear understanding of how NC HealthConnex delivers immediate, practical value in emergency settings.
👤 About the Presenters:

Luke Keeler serves as an Outreach Specialist with the NC Health Information Exchange Authority (NC HIEA), bringing 15 years of public health experience in communicable disease work across local health departments and the NC Division of Public Health. He joined the NC HIEA team in 2023.
Kimberly Webster is an Outreach Specialist with the NC HIEA and a registered nurse licensed since 2004, with a BSN from Western Carolina University and experience across med/surg, family medicine, psych/substance abuse, and physiatry settings. She has been with the NC HIEA since 2022.
James Hood brings more than 27 years of EMS experience and continues to serve as a paramedic with Winterville EMS while working with the North Carolina Office of EMS to improve systems through better data, technology, and process improvement. He is passionate about helping EMS and healthcare systems work smarter for both providers and the communities they serve.

Two of the field's leading experts address key developments in billing practices, reimbursement policy, and legislative actions — giving EMS administrators the insight they need to navigate an evolving regulatory environment.
👤 About the Presenters:

Regina Godette-Crawford brings more than 33 years of EMS regulatory oversight and administration experience, including over two decades with the NC Office of EMS. She currently serves on the Senate Advisory Committee for Ground Ambulance & Patient Billing and has been a consistent advocate for EMS providers in the General Assembly on issues ranging from community paramedicine funding to critical legislative priorities. She joined EMS|MC in 2016 and holds a BS from East Carolina University and a Public Administration credential from UNC Greensboro.
Kim Stanley served as the EMS Liaison for Medicare for more than a decade, developing key reimbursement policies at both the carrier and federal levels. Now serving as Chief Client Advocacy Officer at EMS|MC, she is a nationally recognized expert in EMS billing practices, compliance, and Medicare policy, and continues to serve on reimbursement committees and contractor advisory groups at the state and national levels. Kim holds her CAC certification from the NAAC.

Drawing from a published research study, this session explores paramedic professional identity and its direct implications for EMS administrators. It examines what draws individuals to paramedic practice, how they navigate their identity as insiders in the first responder community while seeking recognition as healthcare professionals, and what workplace stressors ultimately push them toward the door. Attendees will gain research-backed insight into one of the most pressing challenges facing EMS today: retention.
👤 About Dr. Susan Smith Braithwaite:

Dr. Susan Smith Braithwaite began her EMS career in 1988 as a paramedic in Florida and has spent decades advancing the profession through education and research. Currently serving as Program Director for Emergency Medical Care at Western Carolina University, she holds a Doctor of Education in Adult and Community College Education from NC State University. Her research interests include ethical decision-making, professional identity, and active learning strategies. A Regional Associate Editor for the Paramedicine journal and faculty for NAEMT's PHTLS and AMLS programs, Dr. Braithwaite is also a Level II Paramedic Coordinator through the North Carolina Office of EMS and a Nationally Registered Paramedic.
