This month, we’re celebrating Robin Harrison, Director of Consumer Directed Services and Independent Living, and the longest tenured employee at The Independent Living Center, as she celebrates 25 years with TILC!

Robin is a graduate of Missouri Southern State University, where she earned a bachelor’s degree in sociology. After college, she worked as a social worker in a nursing home, where she first learned about TILC while helping a resident transition into their own apartment.

“I was intrigued by the mission of independent living and assisting individuals to find and keep their independence rather than being in an institutional setting where I saw so many unhappy people.”

Over the past 25 years, Robin has had the opportunity to help countless people with disabilities achieve greater independence and remain active members of their communities through services such as in-home assistance, home modifications, and peer support.

“I am proud of the work we do and the difference we make in people’s lives.”

Robin also returned to college after 20 years to earn her master’s degree in business while raising a family with her husband.

Outside of work, Robin enjoys spending time at the lake, traveling, gardening and interior decorating.

Position Summary
The CDS Payroll Specialist is responsible for processing payroll for Consumer Directed Services (CDS) attendants while ensuring compliance with Missouri Medicaid requirements and payroll regulations. This position works closely with consumers, attendants, and staff to ensure payroll is processed accurately and on time while providing exceptional customer service.
Primary Responsibilities
• Process biweekly payroll for CDS attendants
• Review and verify timesheets for accuracy and compliance
• Maintain payroll records and employment documentation
• Ensure compliance with DHSS and Electronic Visit Verification (EVV) requirements
• Resolve payroll discrepancies promptly and professionally
• Assist with onboarding new attendants
• Educate consumers and attendants on payroll procedures
• Generate payroll and compliance reports
• Provide administrative and clerical support
• Collaborate with staff to ensure accurate consumer information
• Support agency operations through teamwork and flexibility
Qualifications
• Required
• High school diploma or equivalent
• Minimum one (1) year of payroll, accounting, or administrative experience
• Strong computer and Microsoft Office skills
• Excellent attention to detail
• Outstanding communication and customer service skills
• Ability to maintain confidentiality
• Preferred
• Associate or Bachelor's Degree
• Experience with Consumer Directed Services (CDS)
• Experience in healthcare, nonprofit, or disability services
• Experience using payroll systems and Blue Summit EVV
Background Requirements
Applicants must successfully complete screenings through the Family Care Safety Registry (FCSR), Employee Disqualification List (EDL), and Office of Inspector General (OIG). A valid Missouri driver's license or reliable transportation is required.

Heartland Independent Living Center (HILC) is seeking an experienced, compassionate, and visionary leader to serve as its next Executive Director.
Heartland Independent Living Center is dedicated to empowering individuals with disabilities to live independently with dignity, choice, and respect. Guided by the Independent Living philosophy, Heartland provides resources, advocacy, and services that promote independence, accessibility, and full participation in community life.
The Executive Director serves as the organization's chief executive and administrative officer and is responsible for providing strategic leadership, overseeing daily operations, supervising staff, managing financial resources, ensuring compliance with applicable laws and funding requirements, supporting the Board of Directors, and advancing Heartland's mission throughout the communities we serve.

Position Information:
Position: Executive Director
Location: Owensville, Missouri
Employment Type: Full-Time, Salaried
Salary Range: $70,000 to $90,000
Reports To: Board of Directors

Preferred Qualifications
Qualified candidates should possess:
• Leadership experience in nonprofit management, disability services, public administration, social services, business administration, or a related field.
• Strong experience in organizational leadership, budgeting, financial oversight, grants, contracts, and personnel management.
• Excellent communication, organizational, and relationship-building skills.
• Demonstrated ability to supervise staff, manage multiple priorities, and foster a positive workplace culture.
• Bachelor's degree in nonprofit management, public administration, rehabilitation, business administration, social services, or a related field preferred. Equivalent executive leadership experience will be considered.
• Personal or professional experience with disability services, disability organizations, or the Independent Living movement is strongly preferred.

The successful candidate will be an ethical, collaborative leader who demonstrates integrity, sound judgment, accountability, and a genuine commitment to empowering people with disabilities. This individual will work closely with the Board of Directors, staff, consumers, community partners, and funding agencies to strengthen Heartland's programs and continue building a culture of excellence, accessibility, and consumer-directed services.
