What does a person on SSI/SSP pay an assisted-living home under ALW in 2026?

The 2026 SSI/SSP amount for someone in a licensed care home is $1,626.07 a month. The person pays the home up to $1,444.07 and keeps at least $182.00 for personal needs.

The $1,444.07 has two parts: $706.07 for room and board, plus up to $738.00 for care and supervision. ALW pays the home separately for the care in the person's plan. That part never comes from the resident.

With other income besides SSI/SSP, the home may charge $20 more a month if the admission agreement says so.

Not on SSI? No ALW rule requires it. Ask the home for its room-and-board rate in writing.

These are 2026 figures from the California Department of Social Services. They change each January.

Families often ask which ALW agency gets people in fastest. No agency can move a name up the state's list.

The agency still matters. Nobody can apply for the Assisted Living Waiver without a Care Coordination Agency (CCA). The agency:
- screens the waitlist request and sends it to DHCS
- sends a registered nurse to do the assessment when an opening is released
- writes the care plan, which the state calls the Individualized Service Plan
- helps your family member compare homes, then visits every month after move-in

DHCS decides eligibility and releases openings. The county decides Medi-Cal. The home decides admission. Your family member chooses the agency from the DHCS list for their county, and can change agencies later with DHCS form 0061.

If an agency promises to skip the waitlist, treat it as a warning sign.

Six things have to be true for the Assisted Living Waiver (ALW). All six.

1. The person is 21 or older. ALW is for adults of any age from 21, not only seniors.
2. They have full-scope Medi-Cal with no monthly share of cost. The county's eligibility notice shows this. The card alone does not.
3. They need the level of care a nursing home gives. A nurse assesses this.
4. They can live safely in an assisted-living home.
5. They are willing to live in one of the 15 counties where ALW runs.
6. They would rather live in assisted living than in a nursing home.

No single diagnosis or income figure decides it. DHCS decides after the nurse assessment.

Your parent's Medi-Cal card cannot tell you whether the Assisted Living Waiver (ALW) is possible.

ALW needs full-scope Medi-Cal with no monthly share of cost. The card shows neither. The county's eligibility notice does.

Before you ask about ALW, three things help:
- A share of cost does not stop a request for ALW. Your parent cannot enroll until it is zero.
- Since January 1, 2026, Medi-Cal counts assets again for people 65 or older, people with a disability and people who need long-term care. The county checks income and assets, so no single number decides it.
- The county decides Medi-Cal. Beta's ALW team can help you read the notice before a waitlist request goes in.

When DHCS releases an ALW opening for your parent, move-in still depends on three more answers.

Four things have to be true before a person moves into assisted living under the Assisted Living Waiver:
1. They are eligible, and DHCS has released an opening to them.
2. The home they want takes ALW.
3. The home can meet the needs in the care plan safely, and agrees to admit them.
4. Room and board can be paid. ALW does not pay it.

A home can sit on the state's ALW list with no room today. Keep your parent's current care in place until all four are in writing.

Here is ALW in plain words.

ALW is a Medi-Cal program. It pays an assisted-living home for a person's care: help with bathing, eating and medications, and supervision. It does not pay for the room or the meals. The person pays those from their own income.

The state's Department of Health Care Services (DHCS) decides who is eligible and when openings are released. Each home decides who it admits. Our part is the paperwork, the nurse assessment, the care plan and the monthly follow-up, done with you.

ALW has a waitlist, and no agency controls the wait. We will report on it here with dates and sources.

Can you apply for California's Assisted Living Waiver (ALW) online? Yes, through a Care Coordination Agency. There is no state website for ALW applications.

Beta takes the whole application online, at no charge:
1. Enter your email address. A one-time code opens your application. You do not need a password.
2. Say who it is for: yourself, or a family member or friend you are helping.
3. Answer six short steps. Your answers save as you go, so you can stop and come back.
4. Read what you are agreeing to, then sign.
5. Keep the receipt. It shows what Beta received and when. It is not a decision or a place on the waitlist.
6. A coordinator calls you within 24 hours on weekdays. Then Beta sends the waitlist request to the state (DHCS).

ALW has a waitlist, and no agency controls the wait. DHCS decides eligibility and releases openings in priority order.
