Advisory Context Summary: CEUE/CEMT ADVISORY No. 2026-02
Issuing Body: Department of Health – Health Facilities and Services Regulatory Bureau (HFSRB), Republic of the Philippines
Date: January 13, 2026
Subject: Clarification on license renewal procedures for Massage Therapists and Embalmers

Key Issues Addressed
Problem: Some DOH Centers for Health Development (CHDs) denied renewal applications based on the printed expiration dates on Certificates of Registration.
Clarification: Such denials are incorrect. CHDs must accept and process renewals regardless of the printed expiration date.

Validity Guidelines
License validity is not based on the practitioner's birthdate.
Instead, it follows the inclusive calendar year, aligned with the License to Operate (LTO) of health facilities to ensure regulatory consistency.

Verification Requirements
CHDs must verify:
Applicant's name is on the Official List of Passers from CEUE or CEMT.
Applicant has no derogatory records or violations.
