The Board of the Commissioners of the Punjab Healthcare Commission has elected senior health professional Prof Dr Attiya Mubarak Khalid as the Chairperson BOC.

This was decided at the 41st BOC meeting held at the PHC office here on Tuesday. The meeting was attended by members BOC Justice (Retd) Karamat Nazir Bhandari, Mr. GM Sikander, Ch Muhammad Ashraf, Prof Dr Mira Phalbus, Prof Dr Tariq Iqbal Bhutta, Ms. Fatima Fazal, Mr. Usman Yousuf and Mr. Shahzad Hussain.

Prof Dr Attiya Mubarak Khalid thanked the Commissioners for reposing their confidence in her. She hoped that the Board would further improve the performance of the PHC by bringing betterment in standards of the healthcare service delivery and elimination of quackery through effective strategy. “By implementing the minimum service delivery standards (MSDS), people will get the same treatment, and the PHC will ensure it at all costs,” she added. The Board was told about the action taken against all types of quacks, and the Commissioners lauded the continuing crackdown on quacks.

On this occasion, Chief Operating Officer, PHC, Dr Muhammad Ajmal Khan gave a detailed briefing about the PHC ambit of working and performance. The BOC thanked and lauded former members of the BOC, COO and the PHC team for their performance.

پنجاب ہیلتھ کیئر کمیشن کے بورڈ آف گورنر کی تشکیل مکمل ہونے کے بعد عطائت کے خلاف دوبارہ آپریشن 14 جنوری 2019 سوموار سے شروع کرنے کا فیصلہ کیا گیا ہے. ہیلتھ کیئر کمیشن کے مطابق پنجاب بھر کے لیے موبائل ٹیمیں تشکیل دے دی گئی ہیں.

The Punjab Healthcare Commission has closed down 28 businesses of quacks. During the last two days, the PHC teams had visited 197 treatment centres, Optical Shops, Dental Clinics in different areas of the Punjab, where 28 quackery centres were closed down. These included six in Sahiwal, Dera Ghazi Khan 5, Toba Tek Singh 4, three each in Multan, Gujrat, Sargodha and Pattoki. On the other hand, as per the census of the visited centres, at 85 shops of quacks, other businesses had been started.

لاہور: عدالت عظمی نے پنجاب ہیلتھ کئیر کمیشن کے بورڈ آف کمشنرز کو تحلیل کر دیا اور دو ہفتہ کے اندر نیا بورڈ تشکیل دینے کی ہدایت کر دی۔

محترم چیف جسٹس کی سربراہی میں سپریم کورٹ کے دو رکنی بینچ نے پنجاب ہیلتھ کئیر کمیشن کے حوالے سے کیس کی سماعت کی۔

دوران سماعت محترم چیف جسٹس نے ہیلتھ کئیر کمیشن کے بورڈ میں نامزد کردہ ممبران پر اعتراض کرتے ہوئے بورڈ کوتحلیل کرنے کا حکم دے دیا دیا۔
محترم جسٹس اعجازالاحسن نے کہا کہ یہ ادارہ ریگولیٹر ہے، مگر وہاں پر سیاست ہو رہی ہے۔

صوبائی وزیر صحت ڈاکٹر یاسمین راشد نے عدالت کو بتایا کہ کمیشن کا بورڈ سپریم کورٹ کی ہدایت کے مطابق تشکیل دی گئی ہے۔ انہوں نے کہا کہ قانونی طریقہ کار کے مطابق ممبران کی نامزدگی کی گئی جس کی وزیراعلی نے منظوری دے دی ۔

عدالت نے ریمارکس دیے کہ بورڈ کو غیر جانبدار اور آزاد ہونا چاہیے۔

چیف جسٹس نے ڈاکٹر یاسمین راشد کو مخاطب کرتے ہوئے کہا کہ مجھے آپ سے بڑی امیدیں تھیں۔ آپ نے بورڈ میں کیسے کیسے لوگ شامل کر رکھے ہیں۔

چیف جسٹس نے حکم دیا کہ بہترین شہرت والے افراد کو شامل کر کے دو دن میں نیا بورڈ تشکیل دیا جائے۔ اس پر ڈاکٹر یاسمین راشد نے دوہفتوں کی مہلت مانگ لیں۔ چیف جسٹس نے ڈاکٹر یاسمین راشد کی استدعا منظور کرتے ہوئے دوہفتوں میں نیا بورڈ تشکیل دینے کا حکم دے دیا

لاہور(۔۔۔۔۔۔۔۔۔۔۔۔)پنجا ب ہیلتھ کیئر کمیشن نے گزشتہ دو رو زمیں صوبہ کی مختلف تحصیلوں میں عطائیوں پر کریک ڈاؤن کرکے 106کے کاروبار سیل کر دیے جبکہ سربمہر اڈوں کی سیل توڑنے پر دو عطائیوں کے خلاف مقدمات بھی درج کروادیئے گئے۔تفصیلا ت کے مطا بق الشیخ میڈیکل سٹور مست اقبال روڈ بالمقابل لاہور جنرل ہسپتال اور انس کلینک میو کالونی چونگی امر سدھو کو گذشتہ ہفتہ کمیشن کی ٹیم نے عطائیت کر نے پر سیل کیا تھا مگر عطائیوں نے سیلیں ازخودتوڑ دیں تھیں۔ تھانہ فیکٹری ایریا نے مختلف دفعات کے تحت دو مقدمات درج کر کے مزید کارروائی شروع کر دی ہے۔ دوسری جانب عطائیوں کے خلاف جاری کارروائی کے دوران کمیشن کی مختلف ٹیموں نے لاہورسمیت10تحصیلوں میں 506 علا ج گا ہوں پر چھاپے مارے اور ان میں سے106پر عطائیت ہونیکی وجہ سے بند کر دیاگیاجبکہ اعدادوشمار کے مطابق 176 عطائیوں اڈوں پر کاروبار تبدیل کر دیے گئے ہیں۔ سب سے زیادہ 17اڈے وزیر آباد،شیخوپورہ اور دیپالپور ہر ایک میں 12،پتوکی 11،احمد پور شرقیہ اور سرگودھا ہر ایک میں10بند کیے گئے۔

The Punjab Healthcare Commission is pursuing the enforcement of the ban on quackery mainly in two ways, firstly through exclusion of quacks by registration and licensing of qualified professionals; and secondly through a responsive and evenhanded Complaints Management System that ensures that the unqualified / unregistered practitioners and unlawful establishments are brought to book.

The Commission has developed a comprehensive Anti-Quackery Strategy, which provides a clear road map for eradication of quackery, including a detailed action plan with specific roles and responsibilities assigned to concerned stakeholders.

Patient Rights and Safety is the hallmark of any healthcare system. Under the provisions of the Constitution of the Islamic Republic of Pakistan, it remains the responsibility of the State to ensure provision of healthcare to the people. Subsequent to the introduction of the 18th Constitutional Amendment, the Concurrent list has been abolished and this responsibility has been devolved to the provincial Governments. In order to fulfill this constitutional obligation, the Government of Punjab has established an elaborate infrastructure for the delivery of healthcare services and has also set up medical institutions/medical colleges to cater for the needs of trained medical, nursing and paramedic human resource. Realizing the fact that the healthcare delivery system both in the public as well as private sectors lacks standardization and is largely unregulated, the Punjab Government promulgated the Punjab Healthcare Commission Act 2010 (Act XVI of 2010), to establish the Punjab Healthcare Commission (PHC) as an independent health regulatory body with the primary mandate to introduce a regime of clinical governance thus ensuring improvement in the quality of healthcare services. This enactment also mandates the Commission to ban quackery in all its forms and manifestations. This function of the PHC has become all the more important in the wake of substantial increase in the number of cases of medical negligence by widespread unchecked providers of medical services who are mostly un-registered and unqualified persons (popularly known as quacks) as well as by the medical professionals which were reported by the media.

The PHC has emerged as a key organization to regulate the healthcare system through registration and licensing of all types of healthcare establishments in public as well as private sectors, by addressing the complaints and by taking cognizance of such malpractices. The PHC has initiated the process of developing and enforcing Minimum Services Delivery Standards (MSDS) in all healthcare establishments in Punjab including Allopathic, Homeopathic and Unani systems of healthcare. Though all medical professionals are registered and regulated by their respective Councils according to their respective laws/rules/regulations, the review shows that there is lack of coordinated and structured mechanisms to exclusively address the issues related to the quackery. The Government has been launching Anti Quackery campaigns from time to time on reported incidences by using mixed clauses of Drug Act 1976, Allopathic System (Prevention of Misuse) Ordinance, Medical and Dental Degree Ordinance and Rules framed thereunder. Unfortunately, these laws/rules do not provide for stringent corporal and financial penalties to restrict or check quackery, as the culprits are mostly bailed out with a negligible fines.

In view of this situation, the PHC has developed this document proposing a multi-pronged Anti-Quackery Strategies covering the following activities for fulfilling its mandate:
Acceleration of Registration & Licensing of all healthcare establishments (Allopathic, Homeopathic & Tibb) through enforcement and monitoring of MSDS in order to exclude the unqualified and unregistered practitioners.
Persuade the Health Department to enforce the available Laws/ Rules to check the quackery.

Propose to the Health Department, Government of the Punjab to notify Inter-departmental Task Force/Steering Committee headed by senior officials to oversee the implement of strategic Anti Quackery plans both at provincial & district levels.

Set up Anti Quackery Cell within PHC for coordination of implementation & enforcement of Anti-Quackery activities.

Develop a data base of Healthcare providers at the provincial and district level.

Organizing Public Awareness Campaigns to promote patient rights and safety and the importance of the quality healthcare.

Pursue the Health Department to address the systemic issues of unmet needs through introducing Health Sector Reforms proposed in the Punjab Health sector strategy.

We are confident that these strategic actions would act as linchpin and guide to frame policies and procedures to eliminate quackery in the province and strengthen any quackery drives of the Health Department.
