Allambie Heights Village Residential Aged Care Facility and Independent Living Retirement Villages has been providing quality care and accommodation on Sydney’s Northern Beaches since 1966. is a company limited by guarantee and is a not-for-profit organisation providing quality accommodation and care to persons over 55 in our retirement village and accredited aged care facility. We are located in

a tranquil setting with landscaped gardens with views overlooking Manly Dam Reserve, Chatswood and City Skyline and with easy access to public transport taking residents to amenities at Warringah Mall, Manly, Chatswood and the heart of the City. Our Board of Directors, Management and Staff are dedicated and committed to achieving the highest standards of care and accommodation and have demonstrated expertise and knowledge of the industry. Our retirement village has been firmly established in the community of Allambie Heights on Sydney’s Northern Beaches since opening in 1966 and our accredited aged care facility has been operating since 1996. The retirement village is operated in accordance with the Fair Trading Act 1987, the New South Wales Retirement Villages Act 1999, the New South Wales Retirement Villages Regulations 2000, the Residential Tenancies Act 2010, the Corporations Act 2001 and the New South Wales Civil and Administrative Tribunal 2013. Our aged care facility operates in accordance with the Commonwealth Aged Care Act 1997 and is regulated by the Aged Care Standards and Accreditation Agency.

After more than 20 years of dedicated service, Allambie Heights Village Ltd. farewells Chief Executive Officer Ciarán Foley, who concluded his role on 8 July 2026.

Having joined the organisation in 2006, Ciarán has led Allambie Heights Village Ltd. through one of the most significant periods in its history. Working alongside the Board of Directors, management, staff, residents, volunteers, members and community partners, he has overseen a period of sustained growth, innovation and financial strength while remaining committed to the organisation’s core purpose of providing quality retirement living and residential aged care.

Reflecting on his decision to step down, Ciarán said he felt the time was right to “pass the baton on”.

“Allambie Heights Village Ltd. is an outstanding organisation, consisting of a diverse range of people who are its Residents, Members, Directors, Management, Staff and Volunteers, together representing 34 nations from across the world.”

He leaves the organisation in a position of considerable strength.

When Ciarán commenced as Chief Executive Officer in 2006, the organisation held approximately $4 million in cash and investments, with total assets of around $11 million. Today, cash and investments are approximately $52 million, while total assets exceed $120 million.

During his leadership, the organisation expanded significantly. William Charlton Village Retirement Village became part of the organisation, Bellburra Retirement Village was successfully planned, developed and opened, and substantial investment was made into facilities, services and the ongoing renewal of Allambie Heights Village and William Charlton Village.

The successful completion and rapid occupancy of Bellburra Retirement Village marked another significant milestone. Within just three weeks of opening, the organisation repaid its Westpac development loan in full. Westpac advised this was the fastest repayment of a retirement village development loan in the bank’s history and presented Ciarán with a special award during the organisation’s 101 Years of Combined Services celebrations on 1 July 2026.

As a result, Allambie Heights Village Ltd. once again stands debt free and well positioned for the future.

Perhaps no period better demonstrated Ciarán’s leadership than the COVID-19 pandemic. While aged care providers across Australia faced unprecedented challenges, Allambie Heights Village Ltd. became recognised for its unwavering commitment to protecting residents and staff.

Through meticulous planning, decisive leadership and the extraordinary efforts of every member of the team, the organisation achieved the remarkable milestone known as “Fortress Allambie 645”—645 consecutive days before recording its first resident case of COVID-19. More than six years after the pandemic began, the organisation has never lost a resident to COVID-19.

Reflecting on those years, Ciarán acknowledged the enormous sacrifice made by aged care workers across Australia.

“The COVID-19 Global Pandemic hurt badly. We lost many good staff and managers across our industry, and I have always believed Australia’s aged care and disability workforce deserved far greater recognition for the service they gave during those years.”

While acknowledging the challenges of both the Global Financial Crisis and the pandemic, Ciarán says the greatest highlights of his career have always been the people.

“It will always be the people—the Members, Directors, Residents and their families, Managers and Staff, and the many consultants, contractors, health professionals and colleagues I have had the privilege to work alongside. The generosity of their time, experience and support has been simply outstanding.”

Those who have worked alongside Ciarán know his greatest passion has always been protecting and advocating for older people. Long before joining Allambie Heights Village Ltd., he was recognised internationally for developing Ireland’s first national training program on elder abuse. Throughout his career he has remained a passionate advocate for ensuring older Australians are treated with dignity, respect and compassion.

These values have become deeply embedded within the culture of Allambie Heights Village Ltd. and continue to guide the organisation today.

As he reflected on his time with the organisation, Ciarán expressed confidence in its future.

“The organisation is in a strong position culturally, financially, in its governance, leadership and management. I wish everyone at, and associated with, Allambie Heights Village Ltd. every success for the future.”

Celebrating 101 years of combined services to our communities!

On 1 July 2026, Allambie Heights Village Ltd. celebrated 60 years as a Company/Organisation and 101 years of combined services to communities across its Residential Aged Care and Retirement Villages. Among Residents, Directors, Members, Management, Staff, Consultants, Contractors and Colleagues, Ciarán Foley, Chief Executive Officer, reflected on the longevity and sustainability of its services and its operations, Allambie Heights Village Retirement Village (60 years); Allambie Heights Village Residential Aged Care (30 years); William Charlton Village Retirement Village (10 years) and Bellburra Retirement Village (1year).

What an amazing contribution to Australia’s Seniors! We have residents and staff who come from 34 Nations and who represent immense diversity.

On the same evening, Ciarán Foley received an Award for 20 Years Service to Allambie Heights Village Ltd. from the Board of Directors, Management and Staff.

He said, “As I join with Residents and Colleagues in our ‘101 Celebrations’, I reflect on the 60 years of our Company and on some of my own 20 years contribution along with my team of staff over these years. Longevity represents so much confidence and stability. Longevity states loudly, ‘we are here for the long haul’.

I recall the Global Financial Crisis of 2008-2009 when acute and diligent financial stewardship, steered our Company through challenging times, to better times.

And I wear the scars, as do many of my colleagues, of the COVID-19 Global Pandemic of 2020-2023 when we stood under a morale-boosting and defiant banner, ‘Fortress Allambie’, a robust statement of defence and offence, that we would protect our Residents. And we did!

For 645 days, ‘Fortress Allambie 645’ ensured that there was not a single case of a Resident contracting COVID-19.

And six and a half years later, since the start of the Pandemic in 2020, not a single Resident of ours has died of COVID-19.

These are remarkable health metrics, of which as a Company and as Chief Executive Officer, we and I remain duly proud!

To those of our past who founded us and guided us in those early decades, thank you.

To those of us who work relentlessly each day to preserve the respect and dignity of our Residents and all associated with Allambie Heights Village Ltd, we and I thank you.

And to those who come after us, you inherit a tradition, a culture, a rich diversity of people from around our World who choose to live in our communities and who are to be protected. When the baton is passed to you, embrace its meaning and the honour of providing services to our Elders.

Allambie Heights Village Ltd. is raising serious concerns regarding significant and unjustified increases to Crown Land lease rents imposed by the NSW Department of Crown Lands.

Recent changes have resulted in dramatic lease rent increases across three leases—rising from a combined $49,500 to $472,000 per year. These increases stem from changes to lease categorisation and land valuation methods, which do not reflect the not-for-profit nature of retirement living and provision of aged care.

In 2023, Allambie Heights Village Ltd. was reclassified without consultation into a category intended for “Single Interest & Sporting Groups,” triggering substantial cost increases. Peak Industry body Ageing Australia has also raised these concerns at a government level, seeking urgent review and fairer treatment for providers supporting older Australians.

Despite these challenges, Allambie Heights Village Ltd. confirms that these increased costs will not be passed on to residents.

We are advocating for:

- Fair and reasonable lease structures linked to CPI
- A new lease category specific to seniors housing and aged care
- A review of the Crown Lands Concessions Policy
- Realistic valuation of the land by the Valuer General
- Refund of unjustified increases paid
