Some good news for NDIS participants and families who were worried about upcoming planning changes.

The NDIA announced on 18 September 2026 that new framework planning has been delayed until 1 April 2027.

Here's what this means for you:

-> More time to prepare- rollout pushed to 1 April 2027- following consultation with people with disability and their families, the government agreed more time is needed to get the transition right. The delay was a direct response to feedback from the disability community.

-> Your current plan continues completely unchanged- there is nothing you need to do. Your NDIS plan stays in place and you can continue using your funding exactly as normal. The I-CAN assessment will not apply to existing participants until the new rollout date.

-> Bay Care will keep you informed every step of the way- as changes are confirmed, we will communicate directly with our participants and families. We are registered across all 6 NDIS support groups and will be with you through every stage of the transition.

From 1 October 2026, personal care under the My Aged Care Support at Home program becomes fully government-funded- and here's what families need to know right now:

✅ You don't need to do anything if it's already in your plan- if personal care is already included in your Support at Home plan and you have enough funds in your budget, the change applies automatically from 1 October. No forms, no phone calls required.

🚿 Personal care covers showering, dressing, eating and personal hygiene- from 1 October, these services are reclassified as Clinical Care and fully funded by the government. You will continue to pay contributions for other services like domestic assistance, transport and gardening.

NDIS budget changes are 2 weeks away- and we want to make sure every participant and family is across what's happening.

From 1 October 2026, two significant budget changes will take effect:

📉 Community participation budgets will be reset to 2023 levels- social, civic and community participation support budgets will be reduced so that spending levels are on average in line with 2023 levels. If your plan has a large community participation budget, this will be reduced from 1 October.

📉 Capacity building daily activity budgets will be reduced by 10%- improved daily living and capacity building supports will see a 10% budget cut from the same date.

If you're not sure how these changes affect your plan, now is the time to speak to your Support Coordinator- before 1 October arrives.

Good news for families who rely on entry-level aged care support at home. 🏠

The Australian Government has confirmed the Commonwealth Home Support Programme (CHSP) will be extended for another 2 years to 30 June 2029.

Here's what this means:

✅ CHSP will continue until 30 June 2029- if your loved one is currently receiving entry-level support through CHSP, their services will continue without any disruption. This is important certainty for thousands of Australian families.

🏡 CHSP covers the everyday supports that keep people at home; services like domestic assistance, personal care, meal preparation, transport, and home maintenance. These are the supports that make the difference between someone staying safely at home or moving into residential care.

ℹ️ Already on Support at Home? This doesn't affect you; if your loved one has already transitioned to the full Support at Home program with an individualised funding plan, the CHSP extension doesn't change their services. CHSP is for those receiving entry-level support who are not yet on a full plan.

An important update for NDIS participants and families.

The NDIS is expanding its mandatory registration requirements, and this directly affects which providers you can safely receive support from.

Here's what you need to know:

🏠 SIL and platform providers must now be registered- from 1 July 2026, providers delivering Supported Independent Living and platform-based supports are required to be registered with the NDIS Commission. Bay Care holds full SIL registration- if you're a Bay Care participant, your supports are already protected.

⚠️ High-risk supports are next: including personal care and daily living, mandatory registration is expanding to all providers delivering high-risk supports. If your current provider for personal care or daily living supports is not registered, now is the time to review your options and make sure your supports are protected.

✅ Registered providers mean stronger protections for you: Registered providers are audited against the NDIS Practice Standards, meet quality and safeguards requirements, and you have direct access to the NDIS Commission if something ever goes wrong.

Good news for families with a loved one on the Support at Home program. 🏠

The Australian Government has introduced new consumer protections for all Support at Home participants, and they matter.

Here's what has changed:

🔒 Providers can now be ordered to issue refunds: if a provider is found to be overcharging, the Aged Care Quality and Safety Commission now has the power to order refunds directly. You have the right to fair, transparent pricing.

📋 Monthly statements are now mandatory: providers must issue monthly statements clearly showing how your Support at Home budget is being spent. If you are not currently receiving these, your provider is not meeting their legal obligations. Contact them or the ACQSC.

⏸️ Price caps have been paused, but oversight is stronger than ever- the government has paused the rollout of price caps to give providers more time to adjust. In the meantime, a quarterly national summary of Support at Home prices will be published; giving families a clear tool to compare what different providers are charging.

If you're an NDIS participant or family, there's an important change coming to how the NDIS plans your supports- and we want to make sure you're across it.

The Australian Government is introducing a new way of planning for the NDIS, called new framework planning. From mid-2026, a small number of participants will begin under this new model, with a full rollout over several years, so most participants won't be affected immediately.

Here's what you need to know right now:

🗂️ A new planning model is being introduced, the new framework changes how the NDIS decides what supports you're funded for. It's designed to be clearer and more consistent, but it is a significant shift from the current system.

📋 A new needs assessment tool called I-CAN, the I-CAN assessment involves a semi-structured interview of up to 3 hours with a trained assessor, focusing on functional capacity- what you can do, not just your diagnosis. Current participants have time to prepare before this applies to them.

🛡️ Your current plan stays until you're reassessed- participants will be given plenty of notice before any changes happen, and the NDIA is committed to ongoing consultation with people with disability and the sector.

Important update for families with a loved one on the Support at Home program. 🏠

On 20 September 2026, the Support at Home lifetime contribution caps will be indexed- here's what you need to know:

📊 Lifetime caps are being updated- the standard lifetime cap on non-clinical contributions will rise to a new indexed figure on 20 September. If your loved one is approaching their cap, this affects how much they'll pay for services like domestic assistance and transport going forward.

🛡️ No Worse Off protections remain in place- if your loved one was approved for a Home Care Package on or before 12 September 2024, their lower protected lifetime cap of $86,185.23 stays in place. This protection doesn't change.

💰 Just weeks later, personal care drops to zero; from 1 October 2026, personal care becomes fully government-funded. No out-of-pocket cost for showering, dressing, or continence support for eligible participants.

If you're an NDIS participant or family, you've probably been hearing about the new legislation. We want to address it directly.

The NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 passed Parliament on 19 August 2026. Here's what it actually means for participants right now:

📉 Community participation budgets are being reduced by 50%- social activities, community groups, and civic participation supports will be significantly cut. If this is a large part of your plan, speak to your Support Coordinator as soon as possible.

📉 Capacity building daily activity budgets are being cut by 10%; this affects Improved Daily Living supports. Bay Care can help you get the most out of what remains by focusing on goal-based, outcomes-driven support.

🛡️ New eligibility rules don't start until January 2028- current participants are protected for now. These changes will be rolled out gradually, not all at once.
