UN Security Council Resolution 478 (1980): Passed in response to Israel's "Basic Law," which declared Jerusalem the undivided capital of Israel. The Security Council declared this law a violation of international law and called on all member states to withdraw their diplomatic missions from the city.

International bodies, including the International Court of Justice (ICJ) and the International Committee of the Red Cross, classify East Jerusalem as part of the Occupied Palestinian Territories. Under Article 49 of the Fourth Geneva Convention, an occupying power is prohibited from transferring its civilian population into occupied territories. Thus, Israeli settlements in East Jerusalem are widely considered illegal by the global community, a claim Israel disputes.

UN Convention on Genicide names forced relocation and ethnic cleansing as war crimes.

Israeli Innovation, Science and Technology Minister Gila Gamliel said on Monday that she had submitted a government plan for the “relocation” of Palestinians from the Gaza Strip, with support from Israel’s foreign intelligence agency, the Mossad.

In an interview with Israel’s Channel 7, Gamliel, a member of Israel’s security cabinet, said she had prepared a “political initiative” titled “voluntary migration from the Gaza Strip” and presented it to the government.
