What could appear to be a standard industrial dispute over pay scales seems to be evolving into a pivotal litmus test for democracy and choice in Canberra.

President of the NPAA, Kara Thomas says, “Every time an ACT Government enterprise agreement mentions the word ‘union’, it should be followed by the words ‘or other employee representative’.

“That’s it, and that’s all. What is the government and its preferred unions afraid of?”

A troubling standoff is currently brewing within the ACT public sector enterprise bargaining negotiations.

“The burden of that failure falls almost entirely on nursing and midwifery staff and their patients.”

President of the Nurses Professional Association of Australia Kara Thomas wrote to high-level officials at the state-backed hospital, including Chief Executive Officer Kieran Keyes and Executive Director of Nursing and Midwifery Judy Morton, to raise a number of serious patient and staff safety concerns raised by a recent survey of membership.

“The issues set out below are likely the cumulative consequence of a hospital that has been chronically under-resourced, required to implement policies that place inordinate pressure on frontline staff who are constrained by larger structural issues, and led by an executive culture that responds to clinical overload by setting performance targets rather than addressing structural causes."

The second-year wage increment under Queensland Health's EB12 agreement of 2.5% came into effect on 1 April 2026.

This follows the Cost of Living Adjustment (CUA) triggered in 2025, which lifted the first-year rise from 3% to 3.5% after Brisbane CPI was measured at 4.7% for the 12 months to March 2026. The full EB12 package delivers 11% over three years, running to nominal expiry on 31 March 2028.

Why it matters: The CUA clause is working as designed, but with inflation running at 4.7% and nurses' pay rising at 3–3.5%, Queensland nurses are still going backwards in real terms.

$2,600 a year. That's what nurses at Sunshine Coast University Hospital are paying just to turn up to work.

More than $100 a fortnight. Charged double on night shifts. Charged while on annual leave. No transparency, no accountability and no real alternative for workers finishing a shift at 11pm who can't safely walk to a bus stop.

Our members aren't asking for a luxury. They're asking not to be treated as a revenue stream.

When nurses start saying no to extra shifts because the maths doesn't work - that's not a personal choice. That's a system failing its workforce, and by extension, its patients.

115 doctors. One letter. Four failed cultural reviews. And they're still not being heard.

Senior medical staff at Townsville University Hospital have written directly to the Premier and Health Minister after years of raising concerns about workplace culture, clinical governance, and the ability of frontline clinicians to speak up without fear of reprisal.

The response from the board chair? A consulting firm. Another review.

Sound familiar?

Nurses at NPAA know this playbook intimately. Concerns raised. Reviews commissioned. Reports shelved. Clinicians who spoke up quietly managed out or worn down until they stop.
