Queensland Advocacy for Inclusion (QAI), formerly known as Queensland Advocacy Incorporated, is an independent, community-based systems and legal advocacy organisation for people with disability in Queensland.

𝗣𝗲𝗼𝗽𝗹𝗲 𝘄𝗶𝘁𝗵 𝗱𝗶𝘀𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝘀𝗵𝗮𝗿𝗲𝗱 𝘁𝗵𝗲𝗶𝗿 𝘀𝘁𝗼𝗿𝗶𝗲𝘀. 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝘀 𝗽𝗿𝗼𝗺𝗶𝘀𝗲𝗱 𝗰𝗵𝗮𝗻𝗴𝗲. 𝗦𝗼 𝘄𝗵𝗲𝗿𝗲 𝗶𝘀 𝗶𝘁?

Over nearly five years, thousands of people with disability, families and supporters gave evidence to the Disability Royal Commission (DRC) in the hope that they and future generations would not continue to experience the same harm.

But governments have so far failed to stop many of the issues raised during the Commission.

Children with disability continue to be excluded from education. People with disability continue to live in segregated settings. People found unfit for trial are still being held in prisons. Children continue to experience solitary confinement. These are among many concerns that require urgent action.

Volume 12 of the Disability Royal Commission focused on what happens next: implementation, monitoring, reporting, and accountability.

QIDAN's analysis found that only 3% of recommendations have been genuinely implemented and more than half have no reported progress.

That's why independent monitoring matters.

Proposed changes to the NDIS Bill could make it harder for some people with disability to access the NDIS by changing the definition of permanent disability and disregarding an individual’s circumstances that may limit their ability to access treatments.

QAI is deeply concerned.

These changes fail to properly consider the realities of people's lives.

People shouldn't be excluded from the NDIS simply because they can't access a particular treatment.

The proposed changes could also create more technical disputes about eligibility rather than delivering meaningful savings.

The final volume of the Disability Royal Commission (DRC) asks an important question:

Volume 12 focuses on implementation, monitoring and accountability.

The DRC recognised that recommendations alone won't improve people's lives. Real change depends on governments following through on their commitments, reporting transparently and being accountable.

𝐖𝐡𝐲 𝐝𝐨 𝐬𝐨 𝐦𝐚𝐧𝐲 𝐩𝐞𝐨𝐩𝐥𝐞 𝐠𝐢𝐯𝐞 𝐮𝐩 𝐨𝐧 𝐦𝐚𝐤𝐢𝐧𝐠 𝐜𝐨𝐦𝐩𝐥𝐚𝐢𝐧𝐭𝐬?

For many people with disability, making a complaint is not simple.

The current system can involve reporting concerns to the very organisation responsible for the issue, navigating multiple stages of escalation, waiting months for outcomes, and still seeing little or no change.

The Disability Royal Commission (DRC) recognised these barriers and made recommendations to improve complaint systems and make them more accessible, independent and effective.

But many of those recommendations remain unimplemented.

When complaint systems don't work, people can be left feeling unheard, unsupported and unsafe.

People with disability shared their experiences with the Royal Commission because they believed it would lead to change. Governments now need to deliver on that promise.

Every Kid Has the Right to Learn
School suspension should be a last resort.

Every child deserves the opportunity to learn, participate and belong at school.

At a recent Parliamentary Inquiry into racism, hate and violence towards First Nations people, QAI spoke about the unique challenges facing First Nations children with disability.

Too many young people are being suspended from school instead of receiving the support they need. We know this issue sits at the intersection of racism and ableism, and we know solutions already exist.

The Disability Royal Commission recommended reforms to create safer, more inclusive education systems. Yet only 3% of its recommendations have been implemented.

It's time to act.

The proposed changes to the NDIS Bill could give the Minister broad powers to direct the NDIA to reduce funding for therapy, community access and other supports across groups of participants — not based on individual needs.

Even more concerning, these decisions would not be reviewable by the Administrative Review Tribunal.

Many people with disability are already barely surviving on their NDIS. Further cuts could leave people without the support they need to access care and participate in their community.

Parliament must take the time to get this right.

Now is the time to speak up.

Who safeguards the safeguards?

When people with disability experience violence, abuse, neglect or exploitation, they need safe and independent ways to speak up — and confidence that their concerns will be taken seriously.

Volume 11 of the Disability Royal Commission (DRC) focuses on the systems that protect people when things go wrong, including independent complaints pathways, stronger safeguarding and better oversight.

Our analysis found that this volume has the highest proportion of recommendations with no implementation updates across the entire DRC.

What happens when the recommendations of a Royal Commission aren't implemented?

For people with disability, it means many of the issues exposed through the Disability Royal Commission continue today.

QAI CEO Matilda Alexander reflects on speaking at the Senate Inquiry into Racism Against Aboriginal and Torres Strait Islander People alongside QAI's First Nations Disability Advocate, Louise.

Their evidence highlighted how the challenges facing First Nations people with disability are directly connected to recommendations from the Disability Royal Commission that remain unimplemented.

Whether it's making school suspensions a genuine last resort, strengthening protections against discrimination, or improving outcomes through a better disability support system, the Royal Commission already provided a roadmap for change.

At QAI, we continue to use the Royal Commission recommendations in our advocacy because they were built on the stories, expertise and lived experience of thousands of people with disability.

But recommendations alone won't create change. Governments must act on them.

🚨 𝗦𝘁𝗼𝗽 𝘁𝗵𝗲 𝗰𝘂𝘁𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗡𝗗𝗜𝗦.
People with disability deserve decisions that consider their individual needs and circumstances.

In a recent ABC News article, our CEO Matilda Alexander raised serious concerns about proposed changes in the NDIS Amendment Bill that would reduce accountability and procedural fairness for participants.

As Matilda told the ABC:
"Some of these changes will mean that a politician can make broad sweeping changes to... reduce a whole group of people's plans by a percentage without considering the individual impacts on each person."

People with disability are not numbers on a spreadsheet. Decisions about support should be fair, individualised and accountable.

Add to this that the changes will also reduce people's review rights, when 64% of NDIS cases before the Administrative Review Tribunal last financial year resulted in an outcome different from the NDIA's original decision.

These changes are a recipe for disaster.

The Disability Royal Commission recognised that people with disability should never be left without critical supports because a provider has become insolvent, withdrawn services, or failed to meet its obligations.

That's why it recommended creating a Provider of Last Resort: a safeguard that could step in during emergencies and ensure continuity of care when people need it most.

Our advocates regularly see situations where people are left vulnerable due to service failures, provider misconduct, workforce shortages, or a lack of available services in regional and remote communities.

Yet this recommendation remains unimplemented.

People with disability deserve systems that protect their safety, rights and wellbeing.
