How are aged care services different from regular domestic help?

When an older person begins to need support at home, domestic help and aged care services can sometimes seem similar. However, they serve different purposes and provide different levels of support.

Regular domestic help generally focuses on household tasks such as cleaning, laundry, cooking or grocery shopping. The main purpose is to assist with everyday household responsibilities that the client may no longer have the time or ability to manage.

Aged care services, on the other hand, are designed around the individual needs, wellbeing and level of independence of an older person. Depending on their assessed needs and approved supports, services may include personal care, assistance with daily activities, meal preparation, transport, social support, nursing care and other specialised supports.

The key difference is not simply what tasks are performed, but why the support is provided and how it is delivered.

A domestic helper may clean the home for an older person.

An aged care worker may support that person with daily activities while encouraging them to remain involved and independent wherever possible.

The difference becomes even more important when it comes to personal care. Support with showering, personal hygiene, dressing, eating or continence care involves much more than completing a task. It requires appropriate boundaries, respect for privacy and an understanding of the individual's needs and care plan.

Aged care is also part of a structured support system in Australia, where services are based on an individual's assessed needs and approved care arrangements, rather than simply providing household assistance on request.

When should families consider aged care services?

If an older person only needs occasional help with household tasks, domestic assistance may be sufficient.

However, if they are beginning to experience difficulties with personal care, mobility, meal preparation, medication support, social participation or other everyday activities, it may be time to explore aged care services that are appropriate for their needs.

The Australian Government is introducing significant reforms to the NDIS through the Securing the NDIS for Future Generations Bill. These changes will affect how plans, budgets, and services are managed over the coming years.

💚 What Stays Protected (Essential Supports)

Good news first — core care supports will NOT be cut, including:

▪️ Continuous 24/7 supports
▪️ In-home care — eating, dressing, showering, cleaning, nursing care, and medication management
▪️ Mobility equipment, vehicle and home modifications, and Specialist Disability Accommodation (SDA)
▪️ Consumables such as continence and menstruation products

🗓️ Key Changes & Timelines

📉 Budget Adjustments for Social & Capacity Supports (From 1 Oct 2026)

When plans are renewed, funding for social and community participation will reduce by an average of 50%, and daily capacity building by 10%. This does not apply to core care or 24/7 supports.

⏱️ 90-Day Claiming Deadline (From 1 Dec 2026)

Claims must be submitted within 90 days of service delivery — down from the current 2-year window. Payment records will need to be kept for 3 years.

🔍 New Eligibility & Functional Assessments (From 1 Jan 2028)

▪️ Current participants will be gradually reassessed under a new standardised functional capacity framework over a 3-year period starting in 2028
▪️ Children aged 8 and under with developmental delay or autism and low-to-moderate support needs will transition to a new mainstream support system called Thriving Kids. Children with high support needs or permanent disabilities will remain on the NDIS.
