📜 NDIS REFORMS TAKE EFFECT TODAY: WHAT CHANGES NOW AND THE UPCOMING BUDGET CUTS

The Federal Government's new NDIS legislation officially begins rolling out today (27 August 2026), initiating a multi-year overhaul of how disability supports, plan reassessments, and funding are managed across Australia.

🚨 What Changes Right Now (Effective 27 August 2026)

🔒 Tighter Review Requests: Only a participant, their plan nominee, or a child representative can formally request an unscheduled plan reassessment. Providers or third parties can no longer submit these requests on your behalf.

🧾 Mandatory Record-Keeping: Strict rules now require participants, plan managers, nominees, and providers to maintain proof of purchase and receipts for all NDIS-funded supports.

🤖 Enhanced NDIA Compliance Powers: The NDIA now holds expanded powers to investigate claims and utilize automated IT systems for administrative tasks, though human oversight remains legally required for complex judgements.

💳 No Immediate Price Changes: Current plans, support funding, and price limits remain unchanged today.

⚠️ The Government Conflict: Major Budget Cuts Ahead (Starting 1 October 2026)

While current plans remain active, the most controversial aspect of the reforms will begin on 1 October 2026 as existing plans come up for renewal or reassessment. As part of government expenditure controls, specific support budgets will face mandatory reductions:

🔻 50% Cut to Social, Civic, and Community Participation budgets.

🔻 10% Cut to Capacity Building Daily Activities budgets.

What is protected: The government has explicitly exempted essential core supports from these cuts, including home and vehicle modifications, in-home support, personal mobility equipment, consumables, and Specialist Disability Accommodation (SDA).

🗓️ Key Rollout Timeline (2026 – 2028)

🟠1 December 2026: A strict 90-day limit for submitting NDIS funding claims begins.

🟠April 2027: Introduction of "New Framework Planning."

🟠July 2027: Mandatory registration rules expand for certain service providers.

🟠1 January 2028: New eligibility and access rules take effect, with all existing participants reassessed over a three-year period.

🟦 NDIS BILL 2026

What has changed? What does it mean for participants?

🏛️ THE BIG NEWS

The Australian Senate has passed the NDIS Bill with changes.

⚠️ But it is NOT law yet.

The Bill now needs to go back to the House of Representatives to consider the changes made by the Senate.

🛡️ 1. EXTRA PROTECTION FOR PEOPLE NEEDING 24/7 SUPPORT

People who need disability support 24 hours a day, 7 days a week may have additional protection.

If funding changes in one part of their NDIS plan, there may be options to help make sure their essential support continues.

👉 This is particularly important for people with very high and ongoing support needs.

👨‍👩‍👧 2. FAMILY & CARER SUPPORT

The NDIA will need to look at whether family members or carers can realistically and safely provide support.

They may consider:

• The person’s disability and support needs
• The age and circumstances of the family member
• Whether the family member is actually able to provide the support
• The amount and type of support required
• Whether it is safe and appropriate for the family member to provide it

💡 Family support should not simply be assumed to be available.

🔄 3. WHEN A PARTICIPANT’S SITUATION CHANGES

Changes will also affect how participants can request a plan reassessment when their circumstances or support needs change.

Examples include:

🏠 Moving home
♿ Increased disability or functional needs
🏥 Major health or rehabilitation changes
👩‍💼 Changes in employment or work support
👨‍👩‍👧 Changes in family or informal support
🧑‍🦽 Changes in daily living or support requirements

🎁 4. NEW RULES FOR PROVIDERS

There will be stronger rules around providers offering certain gifts, money or incentives to encourage participants to choose their service.

The aim is to support fair and informed choice for participants.

👩‍💼 WHAT SHOULD SUPPORT COORDINATORS DO NOW?

✅ Keep doing:

Current NDIS plans continue to apply unless and until the law changes and new arrangements take effect.

📋 Keep strong evidence:

Document:

• Functional support needs
• Risks and safety concerns
• Changes in circumstances
• What support the participant requires
• What family/carers can and cannot reasonably provide
• Why funded supports are necessary

⚠️ DON’T ASSUME YET

The Senate passing the Bill does not automatically change a participant’s NDIS funding or plan.

⭐ KEY MESSAGE

The NDIS Bill has passed the Senate with important changes, including stronger protections for people who need 24/7 support and greater consideration of family and carer capacity.

However, the Bill is NOT law yet.

📌 For now: continue working under the participant’s current plan, keep good evidence, and watch for further updates.

📢 NDIS 2026–27 Pricing Update: What Providers Need to Know

The NDIS has released its 2026–27 Pricing Arrangements and Price Limits, with the new rates taking effect from 1 July 2026.

Key changes include:

🔹 Support Worker Rates Increased
The standard weekday daytime support worker rate will rise by 4.77%, increasing from $70.23 to $73.58 per hour nationally.

🔹 Psychology & Behaviour Support Rates Increased
Psychology and behaviour support services will increase by $20 per hour, from $232.99 to $252.99 per hour.

🔹 Support Coordination Remains Frozen
Support coordination pricing has been frozen for the sixth consecutive year, despite rising operational costs, wage pressures, compliance requirements, and increasing complexity of participant needs.

🔹 Sleepover Rate Changes
The NDIS sleepover support rate will increase to $311.79 per sleepover. Providers delivering overnight supports should also review the SCHADS Award sleepover provisions, which changed on 1 June 2026 and may significantly impact staffing costs and rostering arrangements.

✅ Actions to Take Before 1 July
• Update service agreements and advise participants of any pricing changes.
• Review and update billing, payroll, and finance systems.
• Reassess sleepover and overnight support cost models.
• Ensure staff and management teams are aware of the new pricing arrangements.
• Notify software vendors once the updated Support Catalogue becomes available.

⚠️ At the time of writing, the updated NDIS Support Catalogue had not yet been published. Providers should continue monitoring the NDIS website for its release and ensure systems are updated accordingly.

These pricing changes will have significant implications for providers, participants, and the broader disability sector. Taking action now will help ensure a smooth transition into the new financial year.

This update is particularly positive for direct support workers and allied health services, while support coordinators continue to face increasing service demands without any corresponding increase in price limits.

Today I was reminded of how quickly a decision can change the lives of people living with disability and their families.

When supports that have been in place for years are suddenly changed or interrupted, the impact can be far greater than many people realise. For participants with complex needs, trusted therapists, support workers, and service providers are not simply appointments on a calendar. They are often the people who understand the participant’s communication, health needs, routines, behaviours, and safety requirements.

A sudden change in access to supports can create uncertainty, stress, and disruption for the participant and their family. Progress that has taken years to achieve can be placed at risk, while families are left navigating reviews, appeals, and administrative processes.

This is a reminder that behind every NDIS plan, budget, and decision is a real person whose quality of life depends on consistent and appropriate support.

As support professionals, advocates, and community members, we must continue to promote participant choice, continuity of support, and person-centred decision-making.

Disability does not pause while systems are being reviewed. Every day matters.

Replacement supports are items or services that the NDIS may agree to fund instead of some of the supports already in your plan.

This means you can ask the NDIS to use part of your current funding to buy something that helps you become more independent or reduces the support you need from workers.

Examples of replacement supports the NDIS may approve include:
- Washing machines or dishwashers
- Smart watches
- Tablets or iPads
- Smartphones
- Communication or accessibility apps
- Thermomix

The item must:
- Help with your disability support needs
- Work the same or better than the support it is replacing
- Cost the same or less than the support being replaced
- Be approved by the NDIA before you buy it

The NDIS will only consider replacement supports from the approved list above.

Examples:
- A tablet with a communication app instead of some speech therapy supports
- A Thermomix instead of some support worker hours for meal preparation

Important things to know:
- You must apply and wait for approval before purchasing anything
- No extra funding is added to your plan
- Usually you need to pay first and then claim the money back
- Approval only lasts for your current NDIS plan
- Everyday costs like internet, warranties, or extra accessories are not covered
- If declined, you usually need to wait 12 months before applying again for the same item

To apply, you need to tell the NDIS:
- What item you want
- Which supports in your plan it will replace
- How it will help you
- The cost of the item
- How much support worker time it may replace

If approved, you will receive a letter from the NDIS. You then send the approval letter, invoice, and receipt to your plan manager for payment or reimbursement.

🌟 NDIS Changes April 22, 2026

The Government has announced changes to the NDIS. These changes will affect how people enter the NDIS, how funding works, and how services are provided.

🔑 1. Access to NDIS will change

* A diagnosis (like autism) will NOT be enough on its own
* Access will be based on how your disability affects your daily life

👉 You will need to show you need a lot of support in everyday activities

* People with the same diagnosis may get different outcomes
* Some people may not qualify in the future

⏰ Expected from 2028

💰 2. Changes to funding

Social & community supports

* Funding may reduce over time
* Budgets may go back closer to 2023 levels

Plan changes

* Harder to change your plan early
* Only allowed in special situations

👥 3. Support coordination & plan management

* Funding may decrease
* You may need to use approved providers only
* You will still have choice, but less options

🏢 4. More rules for providers

* More providers must be NDIS registered
* Some supports only from approved providers
* The system will be more controlled

💻 5. New payment system

* Tracks how money is spent
* Reduces fraud
* Improves transparency

📉 6. NDIS will grow more slowly

* Fewer people may qualify
* Focus on people with high support needs

🤝 7. Supports outside NDIS

* New supports for people who don’t qualify
* Run by community and government services

📅 When will this happen?

* Some changes start in 2026
* Bigger changes from 2028
* More details are still coming

✅ Key message

* Harder to access NDIS
* Some funding may reduce
* More rules
* New supports outside NDIS
