📌 CIP on Parliament Hill 2026: How Planners are Working as Implementation Partners in Communities Across the Country

For the second year in a row, CIP hosted its Hill Day to advocate for strong planning capacity across Canada. Members of the CIP Board and staff team divided into three groups and attended 11 meetings with elected representatives from both sides of the political aisle, as well as senior officials from key departments.

“I was proud of our Board Members for representing professional planners from coast-to-coast-to-coast highlighting how we can help make our communities resilient, complete and strong,” says CIP President, Lesley Cabott RPP, FCIP, ICD D.

Pour une deuxième année consécutive, l’ICU a tenu sa Journée sur la Colline afin de promouvoir le renforcement des capacités en matière d’urbanisme dans l’ensemble du Canada.

Les membres du conseil d’administration et de l’équipe de l’ICU se sont répartis en trois groupes et ont participé à 11 rencontres avec des élus de part et d’autre de l’échiquier politique ainsi qu’avec de hauts fonctionnaires de ministères clés.

Building on themes explored in CIP's on-demand housing course, this webinar will explore how planners can respond to challenges such as exclusionary zoning, financial barriers, and community opposition while supporting more equitable and inclusive communities.

📌 À l’occasion de cette Journée nationale de la vérité et de la réconciliation, l’Institut canadien des urbanistes lance un appel direct à l’action à notre communauté professionnelle.

L’histoire de l’urbanisme au Canada est profondément liée à la suppression des systèmes de planification autochtones qui ont façonné des collectivités dynamiques pendant des millénaires, et remédier à cet héritage systémique exige des changements structurels.

Pour harmoniser la pratique de l’urbanisme avec les 94 appels à l’action de la Commission de vérité et réconciliation du Canada, nous exhortons tous les urbanistes et les organismes d’urbanisme à envisager la mise en œuvre des recommandations suivantes, énoncées dans notre plan d’action pour la réconciliation :

👉 Intégrer dès le début l’établissement continu de relations aux échéanciers des projets et prévoir des fonds pour les cérémonies, les déplacements vers les sites communautaires et les honoraires des aînés

👉 Démanteler les obstacles structurels en établissant des parcours de mentorat clairs et des possibilités d’avancement professionnel pour les praticiens autochtones

👉 Veiller à ce que tous les praticiens reçoivent une formation continue axée sur les compétences concernant le droit autochtone, les traités et les compétences interculturelles

Nous exhortons également les décideurs, les élus et les organismes gouvernementaux à établir un cadre permanent pour les appels suivants :

👉 Intégrer pleinement la Déclaration des Nations Unies sur les droits des peuples autochtones à tous les cycles de planification communautaire et d’aménagement du territoire

👉 Réformer les modèles coloniaux de prise de décision en exigeant des évaluations obligatoires des répercussions sur les droits avant toute approbation en matière d’urbanisme

L’ICU demeure déterminé à intégrer la responsabilité et la transparence au cœur de notre profession et nous invitons chaque praticien de l’urbanisme, cabinet et partenaire gouvernemental à assumer pleinement cette responsabilité partagée.

📌 On this National Day for Truth and Reconciliation, the Canadian Institute of Planners is issuing a direct call to action to our professional community.

Planning in Canada has a history that is deeply intertwined with the suppression of Indigenous planning systems that have shaped vibrant communities for millennia, and undoing this systemic legacy demands structural change.

To align planning practice with the Truth and Reconciliation Commission’s 94 Calls to Action, we challenge all planners and planning organizations to consider the following actions for implementation:

👉 Establish early, ongoing relationship-building directly into project timelines while dedicating funds for ceremonies, community travel, and Elders' honoraria

👉 Dismantle structural barriers by establishing clear mentorship pathways and professional advancement opportunities for Indigenous practitioners

👉 Ensure all practitioners receive continuous education regarding Indigenous law, treaties, and cultural competencies

We further challenge decision-makers, elected officials, and government bodies to establish a permanent framework for the following calls:

👉 Fully embed the United Nations Declaration on the Rights of Indigenous Peoples into all community and land-use planning cycles

👉 Reform colonial decision-making models by requiring mandatory rights-implication assessments before any planning approvals are granted

CIP remains committed to embedding accountability and transparency into the core of our profession, and we invite every individual practitioner, firm, and government partner to step into this shared responsibility.

📌 The Canadian Institute of Planners board and staff held a series of highly productive meetings throughout the day with Members of Parliament and federal officials for .

During our meeting with MP Shannon Miedema, Chair of the Standing Committee on Environment and Sustainable Development, we focused on shared priorities in climate mitigation and adaptation.

To address barriers in rural, Northern, remote, and Indigenous communities, we proposed two major opportunities: an invitation-based national planning advisory service and an AI repository built on PIBC’s Intelligent Inventory. MP Ellis Ross noted how vital this advisory model would have been for his own community’s early economic initiatives.

We also shared concerns with MP Kathy Borrelli and MP Scott Aitchison, emphasizing that federal investments only succeed when communities have the capacity to act, and that modernized, efficient workflows reduce overhead and drive developer efficiency.

Throughout the day, CIP was able to highlight the vital role the planning profession plays in bridging local realities with national strategies.

Thank you to our dedicated board, staff, and partners on the ground, including Lesley Cabott, Brandon Umpherville, Raymond Kan, Beate Bowron, Rebecca Judd, Georgina Colhurst, Olimpia Pantelimon, and Deborah Morrison, for leading these conversations.

📌 Today, the Canadian Institute of Planners is on Parliament Hill to meet with MPs and federal officials to discuss how professional planners can bring strategic foresight and implementation experience to address Canada's most critical housing, climate, and infrastructure challenges.

We kicked off the day with a breakfast session with remarks from CEO Deborah Morrison and President Lesley Cabott RPP, FCIP, ICD D. Highlighting the federal government’s new major projects legislation Lesley emphasized that while faster approvals are welcome, they must translate into successful, resilient communities.

Thank you to everyone who joined us this morning, and to the office of MP Yasir Naqvi for sponsoring the breakfast. Our board and staff are ready for a full day of collaborative meetings, bringing key advocacy issues to the table on behalf of the profession.

CIP is excited to be on the ground this week at the Ontario Professional Planners Institute's Annual Conference at Blue Mountain.

During this morning's panel, "Planning from Federal to Local: Connecting Policy, Practice and Place," CEO Deborah Morrison and President Lesley Cabott RPP, FCIP, ICD D joined colleagues to explore how federal policies shape local implementation on the ground.

Continuing the momentum after lunch, Lesley took the stage again to deliver the opening remarks for this afternoon’s highly anticipated keynote session by Ilana Altman.

Today’s sessions reinforce how critical it is to bridge the gap between big-picture policy and local experience as we navigate growth, housing, infrastructure, and climate change across jurisdictions.

Following the 2026 cohort's final online session, we connected with Andrew Cuthbert RPP, MCIP, a senior community planner with Urban Systems Ltd., to hear his reflections on the program, its impact on participants, and why investing in the next generation of leaders matters.
