I spent years on ambulances before I ran a care company.

Here's what I remember. Very few of the calls I went to were emergencies in any real sense. They were the end of something slow. A woman who'd stopped going upstairs six months earlier and was sleeping in a chair. A man living on toast because cooking had become too much. Nobody had done anything wrong. There was just no obvious moment when someone was supposed to step in, and no obvious person to step in.

So we let it run until it became a 999 call. Then we spent tens of thousands of pounds and three weeks of a hospital bed on something that a couple of hours a week would have held off.

That's not a funding gap. It's a design fault. The system is built to respond, not to notice.

It's asking the public what a National Care Service should actually do - who it supports, what families should reasonably carry, and how we pay for it.
