Current administrative context (2026)
Panchayat, BDC and DDC terms have expired without fresh elections. District Capex and Panchayat plans are therefore being prepared by Deputy Commissioners in consultation with the concerned MLAs (the remaining elected representatives). This is a planning consultation, not a statutory pre-condition for every tender or ex*****on. 
The J&K High Court has also clarified that Panchayat consultation/consent is not mandatory for government works on state land unless a statute expressly requires it. The same logic applies to MLA approval for non-CDF departmental works. 
Practical takeaway
• AA and technical sanction by REW/RDD officers + funds availability are the operative requirements for tendering these works.
• MLA involvement is formal and mandatory only for CDF-funded items.
• Informal recommendations or local consultation with the MLA often occur in practice, especially for small local works, but they are not a legal prerequisite for the tender process

Those responsible must be held accountable and face the full weight of the law. We demand swift justice for the child, support for her family, and a relentless pursuit of justice to ensure this never happens again.
