NEET : India’s Single Medical Entrance Exam

The National Eligibility cm Entrance Test (NEET-UG) is India’s sole national-level entrance exam for undergraduate medical courses. Conducted by the National Testing Agency (NTA) under the NMC Act, 2019, NEET is the mandatory gateway for admission into MBBS, BDS, AYUSH, and other UG medical seats across government and private colleges nationwide.

✅ Merits of

• Single exam system: Replaces 20+ state-level exams, saving time, money, and travel.
• Merit-based admissions: Reduces donation seats and corruption.
• Equal opportunity: Same paper and syllabus for all states.
• Standardised doctor quality: Ensures uniform medical education standards nationwide.
• Transparent counselling: All-India Rank with centralised counselling brings clarity.

❌ Demerits of NEET

• Extreme pressure: Over 22 lakh aspirants compete for ~1.1 lakh seats.
• Coaching culture: Expensive preparation disadvantages rural and poor students.
• CBSE/NCERT bias: State-board students face disadvantages.
• Paper leaks: Recent example — NEET-UG 2026 cancelled due to leak.
• High competition: Even low scores in reserved categories face intense competition.
• Language mismatch: Regional syllabus and language issues persist.

Who is Liable for NEET?

• Centre-controlled exam:• Conducted by NTA (Ministry of Education).
• Regulated by National Medical Commission (NMC) under Ministry of Health.
• 15% All India Quota counselling handled by MCC (central).

• States’ role: Limited to 85% State Quota counselling. They do not control the exam itself.

Can States Cancel NEET?

No.
States cannot unilaterally cancel or opt out of NEET. The Supreme Court has upheld NEET as mandatory for all states.

How Can a State Seek Exemption?

1. State Assembly Bill: Passes a Bill seeking exemption (e.g., Tamil Nadu has attempted this).
2. Governor → President: Bill forwarded for Presidential assent.
3. Centre’s advice matters: President can withhold assent (as happened with TN’s Bill).
4. Legal challenge: State may approach Supreme Court (TN’s case pending since 2025).

Nationwide Cancellation: Parliamentary Amendment Needed

• Abolition or making NEET optional requires amendment to the NMC Act, 2019 (Section 14).
• Only Parliament can change this law.
• Despite education being on the Concurrent List, NEET is backed by central legislation + Supreme Court rulings.

Bottom Line

NEET is a Centre-controlled exam. States can protest or demand exemption, but they cannot cancel it alone. Only Parliament, through amendment, can scrap NEET nationwide.
