Alongside Indian Prime Minister Narendra Modi's official visit to Norway this week, the Norwegian Agency for Development Cooperation (Norad) hosted a launch event for a new Digital Development Partnership between India and Norway. This event marked the signing of a memorandum of understanding—by Norway's Minister of International Development Åsmund Aukrust and India's Deputy Ambassador to Norway, Ananya Agarwal—to strengthen the longstanding collaboration between the two countries on digital public goods (DPG) and digital infrastructure (DPI), with DHIS2 and MOSIP highlighted as two key examples.

In a press conference later that day, Norwegian Prime Minister Jonas Gahr Støre pointed to this agreement as a significant new chapter in the partnership between India and Norway. "We are signing a memorandum of understanding on developing high-tech quality health services, closer cooperation on digital health, artificial intelligence research, and health technology," he said. "We also deepen our cooperation on digital development, including work on digital public infrastructure and digital public goods."

We look forward to supporting this partnership between India and Norway, and continuing to contribute to developing and sharing sustainable digital solutions.

𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗶𝗻 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗛𝗲𝗮𝗹𝘁𝗵: 𝗔𝗿𝗲 𝗪𝗲 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗦𝗸𝗶𝗹𝗹𝘀 — 𝗼𝗿 𝗖𝗮𝗽𝗮𝗯𝗶𝗹𝗶𝘁𝘆?

Capacity strengthening is a central focus in digital health. But what do we really mean by it?

Often, capacity is seen as learning how to use a tool — step-by-step training, data entry, reporting, software navigation. These skills matter. They help people perform tasks more efficiently.

But there's a limitation.

What happens when roles change, projects end, or external support fades? Does the use of technology continue?

This is where the idea of capability becomes critical.

Capacity is about using a system.

Capability is about owning and adapting it.

Real transformation happens when technology connects with intrinsic motivation — when people see value beyond compliance and use digital tools to solve problems meaningful to them personally and professionally.

A health worker once shared that learning technology helped not only with reporting duties, but also in teaching their children digital skills and managing daily life. That is capability — skills that empower beyond the job description.

In digital health, sustainable change comes not just from training people to follow steps, but from enabling them to grow, adapt, and lead.

The real question isn't: Are we training users?

It's: Are we building public health informaticians who can shape the future?

The World Health Organization (WHO) 𝐆𝐥𝐨𝐛𝐚𝐥 𝐋𝐞𝐩𝐫𝐨𝐬𝐲 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞 (𝐆𝐋𝐏) collects annual statistics from national leprosy programmes across all WHO regions. These data serve as the official source for the 𝐖𝐞𝐞𝐤𝐥𝐲 𝐄𝐩𝐢𝐝𝐞𝐦𝐢𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐑𝐞𝐜𝐨𝐫𝐝 (𝐖𝐄𝐑) and global leprosy monitoring reports.

To streamline and standardise this process, WHO uses a 𝐰𝐞𝐛-𝐛𝐚𝐬𝐞𝐝 𝐃𝐇𝐈𝐒𝟐 𝐝𝐢𝐠𝐢𝐭𝐚𝐥 𝐩𝐥𝐚𝐭𝐟𝐨𝐫𝐦 as the primary tool for data capture, management, validation, and analysis. With a growing number of countries and users accessing the system, this DHIS2 application has become a central global platform for leprosy surveillance.

The 𝐆𝐥𝐨𝐛𝐚𝐥 𝐋𝐞𝐩𝐫𝐨𝐬𝐲 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐆𝐋𝐏𝐈𝐒)—a DHIS2 based aggregated reporting system—captures national-level data and supports monitoring of the global leprosy burden. It provides structured reporting formats covering:

• Case detection during the reporting year
• Retreatment cases
• Cases on treatment at the end of the year
• Case detection methods
• Treatment outcomes
• Drug resistance surveillance

Cervical cancer remains one of the leading causes of cancer-related deaths among women in India — despite being largely preventable and treatable when detected early.

The 𝐇𝐈𝐒𝐏_𝐈𝐧𝐝𝐢𝐚 team recently participated in a series of intensive technical workshops 🛠️📊 with the 𝐢𝐇𝐌𝐈𝐒 𝐬𝐞𝐜𝐭𝐢𝐨𝐧, (National Centre for AIDS and STD Control - NCASC), United Nations Development Programme - UNDP, FHI 360, AHF , and World Health Organization (WHO) Country Office focused on strengthening Nepal’s DHIS2-𝐛𝐚𝐬𝐞𝐝 𝐇𝐈𝐕 𝐂𝐚𝐫𝐞 𝐚𝐧𝐝 𝐀𝐑𝐓 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 🧩📈.

Over multiple working sessions, the teams collaboratively:
1️⃣ Designed and validated 𝐢𝐧𝐭𝐞𝐫𝐨𝐩𝐞𝐫𝐚𝐛𝐢𝐥𝐢𝐭𝐲 between the HIV Tracker and the national iHMIS, including a middleware-based data exchange prototype.
2️⃣ Harmonised 𝐩𝐫𝐨𝐠𝐫𝐚𝐦 𝐢𝐧𝐝𝐢𝐜𝐚𝐭𝐨𝐫𝐬 with national and partner reporting requirements
3️⃣ Assessed and optimised 𝐬𝐲𝐬𝐭𝐞𝐦 𝐚𝐫𝐜𝐡𝐢𝐭𝐞𝐜𝐭𝐮𝐫𝐞, 𝐬𝐞𝐫𝐯𝐞𝐫 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞, 𝐚𝐧𝐝 𝐦𝐞𝐭𝐚𝐝𝐚𝐭𝐚 𝐪𝐮𝐚𝐥𝐢𝐭𝐲

These workshops went beyond presentations—serving as true 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐬𝐞𝐬𝐬𝐢𝐨𝐧𝐬 that brought together program, HMIS, and technical teams to jointly 𝐭𝐞𝐬𝐭, 𝐯𝐚𝐥𝐢𝐝𝐚𝐭𝐞, 𝐚𝐧𝐝 𝐟𝐢𝐧𝐚𝐥𝐢𝐬𝐞 𝐬𝐲𝐬𝐭𝐞𝐦 𝐢𝐦𝐩𝐫𝐨𝐯𝐞𝐦𝐞𝐧𝐭𝐬. The result: a more 𝐬𝐭𝐚𝐛𝐥𝐞, 𝐢𝐧𝐭𝐞𝐫𝐨𝐩𝐞𝐫𝐚𝐛𝐥𝐞, 𝐚𝐧𝐝 𝐩𝐫𝐨𝐠𝐫𝐚𝐦-𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐯𝐞 𝐇𝐈𝐕 𝐢𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐬𝐲𝐬𝐭𝐞𝐦 supporting timely decision-making ⏱️ and reducing reporting burden at facility level 📉.

Health systems today generate more data than ever before — yet much of it remains under-used.

Routine health information systems capture service delivery, surveillance, and programme data at scale. However, global assessments consistently show that this data is not systematically translated into action.

Evidence points to common challenges:
• Limited confidence in analysing and interpreting routine data
• Weak linkages between data producers and decision-makers
• Insufficient training on why and how data should inform planning and response

Guidance from the World Health Organization (WHO) and partners emphasises that improving data use is primarily a capacity and systems challenge, not a technical one.

This is why public health informatics training must go beyond tools — focusing on systems thinking, data use, and decision-making in real program contexts.
