Who came first? To the best of my knowledge, human beings existed long before the government did. This implies that everything—the sky, the earth, rivers, streams, canals, wetlands, and oceans—belongs to the people; none of it belongs to the government. The people themselves should be responsible for the maintenance of these resources, rendering government intervention unnecessary. If utilized by the people, these resources would lead to immense human progress; conversely, if left unused—as they would be under government control—they would simply lie dormant for ages, yielding no benefit whatsoever.
