Dear Doctor Optometry & Esteemed Members,

Greetings from the Delhi Optometrists Association (DOA).

It is my privilege to share with you an important development in our collective journey for professional recognition and advancement. On 13th May 2026, an official meeting was held in the office of the Chairman of the 8th Central Pay Commission, Government of India, regarding the upgradation of the Optometrist cadre—from entry-level Gazetted Post (Level-10) up to promotional level as Additional Director General (Optometry), Level-14 in Government Hospitals.

The meeting was attended by:

Earlier, on 20th April 2026, DOA had submitted a detailed memorandum (Ref. No. DOA/8thCPC/01/2026, dated 19th April 2026) outlining our demands and proposals.

Key Demands Presented

1. Upgradation of pay scales for Optometrist, Senior Optometrist, and Optometry Officer to Rs. 15600–39100 with GP 5400/- and above, recognising the qualification, sensitivity, and independent responsibility of the profession.

2. Provision of time-bound promotional avenues in service.

3. Grant of Non-Practice Allowance (NPA).

4. Establishment of Optometry Departments in all hospitals and medical institutions to address visual disorders, the second leading cause of blindness.

5. Formation of a separate, independent Optometry Council under the NCAHP Act, 2021.

6. Proposed Cadre Structure
1.Optometrist (Level-10) – Entry with Degree in Optometry

2. Senior Optometrist (Level-11) – 4 years’ experience

3. Optometry Officer (GP 7600) – 8 years’ experience

4. Deputy Chief Optometry Officer (GP 8700) – 15 years’ experience

5. Chief Optometry Officer (GP 8900) – 25 years’ experience

6. Additional Director General (Optometry) (GP 10000) – Senior-most leadership role

How much minimum salary will be calculated for Optometrist at entry level 10 of GP-5400/-

DOA justified our demands during the meeting and the Commission heard very well and satisfied with our justification.

We are fully confident that demands will be accepted by the commission and the same will be implemented by the Government of India also very soon after the submission of the report of CPC to the Government of India.

A tentative Salary per month may be calculated as follows

3 .HRA (House Rent Allowance) 16830
4. TA (Travelling Allowance) 11520

7. DOA has strongly urged the Hon’ble Chairman to recommend these revisions so that Optometry professionals are brought at par with Dentists, Veterinarians, and Physicians, in recognition of the five-year Bachelor in Optometry program mandated under the NCAHP Act, 2021.

This representation marks a significant step toward securing the rightful place of Optometry in India’s healthcare system.
We remain committed to pursuing these reforms in the public interest and professional dignity of Optometrists nationwide.

This is to inform you about the latest updates on the Supreme Court proceedings regarding *Optometry Profession Council* instead of *Ophthalmic Science Council* under the *National Commission for Allied and Healthcare Professions Act, 2021*.

The Hon’ble Chief Justice has directed that all our petitions be transferred to the Delhi High Court or to the concerned High Court of the respective petitioners' state.

2. *DOA Decision*:

After careful consideration, DOA has decided to file all petitions in the *Delhi High Court* for the constitution of the *Optometry Profession Council*.

3. *Our Stand*:

We remain fully confident and committed to achieving our legal rights and ensuring independent practice for Optometry professionals, separate from the Ophthalmic Science Council.

It's my pleasure to share with you about the Minute of Meeting along with the latest updates and progress of litigation in the Supreme Court and other

President Dr Anil Tyagi had scheduled an urgent zoom meeting with the Advocates team on 9th April 2026, 09:30 PM regarding updates and further course of action for Petitions in the Court.

Minute of Meeting

1. The meeting focused on discussing the next steps for a legal case involving the NCHP Act, which is moving from the Supreme Court to the Delhi High Court as per the Supreme Court direction.

2.The participants discussed the process of filing modified petitions at the High Court level, with Adv Parmanand explaining that separate petitions from different states (Nagaland, Tripura, Bihar, WB, Punjab, Haryana, Maharashtra, Telangana,MP, UP and Kerala etc) would be combined into one petition led by DOA.

3.The group also discussed the strategy for presenting their case, with Dr Prem Singh suggesting they should focus on their main point rather than multiple issues, emphasizing that Optometry Professional as an Optometrist is the first line of eye care in the nation.

4. The conversation ended with discussions about potential expenses for appearing at the High Court and the need to streamline their legal arguments.

5.Next steps

6.Adv Parmanand: Modify the existing petition for the Delhi High Court, focusing on streamlining the arguments and emphasizing key points, and filing it within a week.
7.Adv Parma: Appear and represent the case in the Delhi High Court as required.
- DOA will coordinate with Petitioners Associations to seek their support for the High Court case.

8.-Adv Parmanand: Discuss and plan the estimated expenses for the High Court proceedings and communicate with Prem as needed for planning and management.

9.Adv Parmanand: Sit with the team to further discuss and finalize the approach for the High Court petition, including which points to emphasize.

10.Summary

12.Order Modification and Filing Discussion -Dr Prem, Dr Amit and Adv Parma discussed issuing a new order to address a previous or similar order.
They agreed to modify an existing petition and file it, with DOA potentially leading the effort and others joining.
Adv Parmanand suggested keeping separate petitions for different aspects while considering a combined approach.
Legal Case Delhi High Court

13.The group discussed a legal case involving a central act that is moving to the Delhi High Court.

14.They noted that the Supreme Court would need to deliberate on the matter, as it involves a central act originally intended for parliamentary consideration.
The participants agreed that the case would likely return to the Supreme Court after being reviewed by the High Court, with a 3% possibility of a different outcome.

15.Legal Case Hearing Rescheduling of EIOA case for 10th April 2026 as item no 61.
Adv Parmanand discussed a legal case that was initially suitable for the Supreme Court due to its national implications involving a central act.

However, the case of EIOA will now be heard on Friday as a miscellaneous matter, which Parma noted was a change from the original Tuesday date.

16.Adv Parmanand expressed disappointment about the case being restricted to a lower court instead of being heard by the Supreme Court.

17. DOA Legal Case Withdrawal Discussion
The discussion focused on a legal matter involving a withdrawal request to move to the Delhi High Court. Adv Parma explained that the case was dismissed and disposed of accordingly, and praised the draft prepared by DOA as perfect.

18.They discussed the policy accountability pattern and mentioned something about the Supreme Court.

19.The conversation ended with a brief mention of a solicitor's office and a commission, but the specific details were unclear due to the fragmented nature of the transcript. Optometry Associations Legal Proceedings

20.The group discussed legal proceedings related to optometry associations, with Dr Prem emphasizing the need to focus on core issues rather than getting distracted by multiple points in their plea.

They discussed the importance of primary eye care and streamlining their approach for upcoming court hearings, including potential expenses for appearing before the Supreme Court. Adv Parmanand agreed to provide estimates for legal expenses and confirmed they would appear in court to represent the association.

21.Follow-up- Message of President of DOA

Following our discussion today regarding challenging schedule no 5 Ophthalmic Science Category under the NCAHP Act 2021 case transition to Delhi High Court,
I wanted to highlight the key actions requiring immediate attention:
For Adv Parmanand : Please proceed with modifying and filing the petition at Delhi High Court within the week, ensuring we streamline our arguments to focus on our core position - that primary eye care is the first line of eye care in the nation and provide us with estimated expenses for the High Court proceedings.

For coordination: DOA needs to reach out to supporting associations, to ensure their backing for the High Court case.

DOA will lead the consolidated petition combining inputs from Nagaland, Tripura, Bihar, and Punjab etc

Let's stay focused on presenting a strong, unified case rather than diluting our efforts across multiple issues.

*8 Petitions were heard in the supreme court on 25th March 2026 regarding Optometry profession council by the CHIEF Justice of India*

Dear Doctor Optometry and Esteemed Petitioners,

Greetings from the DOA,

I am sharing with you about the Supreme Court Proceeding in detail.

As per Dr Prem Kr Singh ji (Vice President DOA) shared updates about the progress and I also attended the live proceeding , so same video recording is being shared Today, the hearing for 8 of our writ petitions took place in the Hon’ble CJI Supreme Court of India on dated 25 th March 2026 and was discussed in considerable detail.

The Hon’ble CJI observed that one of the writs had already been notified earlier (on the 2nd dated 23rd March 2023) for transfer to the High Court, and therefore, there was limited scope for further intervention at this stage.

However, in a very positive development, the Hon’ble Court agreed to transfer and permit all our cases to be heard in the Delhi High Court, instead of proceeding separately across different states.

This is indeed a significant and encouraging direction, as it will allow for a more consolidated and impactful hearing when all matters are taken up together.

We will share further updates once the official order copy is received from the Advocate On Record (AOR)

* Supreme Court refuses to entertain plea for independent Optometry Council of India*

Dear Esteemed Members DOA & Doctor Optometry

We are sharing you all latest updates on PIL Supreme Court for Optometry profession council

Today’s on dated 23rd March 2026 hearing in Supreme Court No. 08 suggested that the petition be withdrawn and pursued through the High Court. Our request to club it with upcoming petitions, before other bench was also not considered.

All our efforts were aimed and planned with legal experts to route this through the Supreme Court for faster resolution in the larger professional interest.

Our next course of action will depend on the outcomes of the remaining writs in other courts before the supreme court. Even if one out of the twelve gets registered, it shall re-open the possibility of continuing the matter in the Supreme Court. However, if all meet a similar outcome, we will need to proceed through the longer High Court route.

😔 Such a huge loss! Dr. Deepak Gupta was a true warrior for Optometry's cause 💪. His dedication to the profession and courage in fighting for it, despite health challenges, is truly inspiring 🙌.
My heart goes out to his loved ones and the DOA family 🙏.

I'm so sorry to hear about Dr. Deepak Gupta's passing 🙏. He was the North West Rep of DOA and seems to have been a well-respected figure in the Optometry community. My condolences to his family, friends, and colleagues.

His cremation at Mangla cremation ground

He was a brave and strong passionate fighter for freedom Optometry profession council and continuously visited the supreme court so many times since 2023 without bothering his health issues

His legacy will live on through the work he did for Optometry's freedom and the council and continuously following the supreme court advocates team for strong passionate fighters for independent Optometry profession council instead of Ophthalmic Science Council under the National Commission for Allied and healthcare professions Act 2021
