*DOA had a zoom meeting on 9th April 2026 with the Advocates team of Supreme Court for further course of Action for Optometry Profession Council and Litigations Process in the Delhi High Court*

Greetings of the Day,
It's my pleasure to share with you about the Minute of Meeting along with the latest updates and progress of litigation in the Supreme Court and other
President Dr Anil Tyagi had scheduled an urgent zoom meeting with the Advocates team on 9th April 2026, 09:30 PM regarding updates and further course of action for Petitions in the Court.

Minute of Meeting
1. The meeting focused on discussing the next steps for a legal case involving the NCHP Act, which is moving from the Supreme Court to the Delhi High Court as per the Supreme Court direction.
2.The participants discussed the process of filing modified petitions at the High Court level, with Adv Parmanand explaining that separate petitions from different states (Nagaland, Tripura, Bihar, WB, Punjab, Haryana, Maharashtra, Telangana,MP, UP and Kerala etc) would be combined into one petition led by DOA.
3.The group also discussed the strategy for presenting their case, with Dr Prem Singh suggesting they should focus on their main point rather than multiple issues, emphasizing that Optometry Professional as an Optometrist is the first line of eye care in the nation.
4. The conversation ended with discussions about potential expenses for appearing at the High Court and the need to streamline their legal arguments.

6.Adv Parmanand: Modify the existing petition for the Delhi High Court, focusing on streamlining the arguments and emphasizing key points, and filing it within a week.

- DOA will coordinate with Petitioners Associations to seek their support for the High Court case.
8.-Adv Parmanand: Discuss and plan the estimated expenses for the High Court proceedings and communicate with Prem as needed for planning and management.
9.Adv Parmanand: Sit with the team to further discuss and finalize the approach for the High Court petition, including which points to emphasize.

The participants agreed that the case would likely return to the Supreme Court after being reviewed by the High Court, with a 3% possibility of a different outcome.
15.Legal Case Hearing Rescheduling of EIOA case for 10th April 2026 as item no 61.
Adv Parmanand discussed a legal case that was initially suitable for the Supreme Court due to its national implications involving a central act.
However, the case of EIOA will now be heard on Friday as a miscellaneous matter, which Parma noted was a change from the original Tuesday date.
16.Adv Parmanand expressed disappointment about the case being restricted to a lower court instead of being heard by the Supreme Court.
17. DOA Legal Case Withdrawal Discussion
The discussion focused on a legal matter involving a withdrawal request to move to the Delhi High Court. Adv Parma explained that the case was dismissed and disposed of accordingly, and praised the draft prepared by DOA as perfect.

Following our discussion today regarding challenging schedule no 5 Ophthalmic Science Category under the NCAHP Act 2021 case transition to Delhi High Court,
I wanted to highlight the key actions requiring immediate attention:
For Adv Parmanand : Please proceed with modifying and filing the petition at Delhi High Court within the week, ensuring we streamline our arguments to focus on our core position - that primary eye care is the first line of eye care in the nation and provide us with estimated expenses for the High Court proceedings.
For coordination: DOA needs to reach out to supporting associations, to ensure their backing for the High Court case.
DOA will lead the consolidated petition combining inputs from Nagaland, Tripura, Bihar, and Punjab etc
