Report on Attendance at TB Review Meeting, East Khasi Hills
Attended the TB Review Meeting chaired by the Deputy Commissioner (DC), East Khasi Hills, under the leadership of the DTO-cum-DACO. During the meeting, DISHA presented and updated the MAS Dashboard for May through the SOCH Portal, highlighting the progress and status of East Khasi Hills against the MAS objectives.
Special emphasis was placed on improving the 2nd 95 target, particularly the linkage of diagnosed PLHIV to treatment services. During the discussion, DISHA clarified the provisions of the HIV and AIDS (Prevention and Control) Act, 2017, which permit the disclosure of a person's HIV-positive status to their partner/spouse by a healthcare provider or counsellor under specific circumstances, particularly when the individual has been counselled to inform their partner and has declined to do so despite repeated counselling, and where there is a significant risk of HIV transmission. It was further informed that, in practice, counsellors undertake repeated counselling sessions and make every effort to encourage voluntary disclosure before considering disclosure in accordance with the provisions of the Act. The Deputy Commissioner expressed satisfaction with the clarification provided.
The issue of Lost to Follow-Up (LFU) cases was also discussed extensively. Recognizing the challenges in retrieving LFU clients and ensuring their re-engagement in treatment, the Deputy Commissioner advised the DACO to submit a formal proposal to his office outlining the requirements for LFU retrieval activities. He conveyed his willingness to extend financial assistance and administrative support to strengthen efforts aimed at tracing, counselling, and relinking LFU clients to ART services.
