Assembly Speaker Abdul Rahim Rather inaugurated the NTPHC, but an important question remains: what is the purpose of inaugurating new health facilities when existing institutions continue to face severe staff shortages?
In many healthcare centers, employees are being forced to perform duties outside their designated roles. In some cases, MTS staff are handling technical work due to the lack of trained personnel. Strengthening healthcare requires not only new buildings and inaugurations but also adequate staffing and proper workforce planning.

During the Public Darbar at Pulwama, a delegation from Shopian led by Sheikh Mohammad Rafi Sahab projected several pressing healthcare concerns, including the shortage of doctors and paramedical staff, lack of round-the-clock emergency and diagnostic services, a non-functional ECHO facility due to the absence of a cardiologist, limited ultrasound services, and the growing need for a gastroenterologist. Hon'ble Minister Sakina Itoo gave a patient hearing and assured the delegation that all genuine demands would be addressed on priority for the welfare of the people.
