CiSAC-19 is a project implemented by 20 Civil Society oragnisations in Laos working with the government of Lao PDR, with support from SAEDA, CHIas and Plan International. Funding for the project is from the European Union. The CiSAC-19 project aims to reduce the spread of COVID in Laos and support communities to prevent COVID and recover from any negative impacts. The project works in 10 provinces including: Bokeo, Luangnamtha, Luangprabang, Sayabouli, Vientiane Province, Vientiane Capital, Boulikhamxai, Khammouane, Savannakhet and Champasak.

💵 Over the last 2 months, our group produced 700 units of handkerchief, which generated a revenue of 7,000,000 Kip. 💵

Hi, my name is Somvang, and I'm from Haitai Village, Sangthong District, Vientiane Capital. As we know, rice farming requires hard labor but provides minimal income. So when the Covid-19 pandemic hit, the challenges it brought along made our situation much worse.
Fortunately, during that time, my village was chosen to implement a livelihoods recovery program. The program introduced us to a variety of income-generating activities, allowing us to choose based on our individual skills and interests. Personally, I went for handkerchief-making program, which was an intensive 3-day hands-on session. As participants, we were generously provided with all the essential equipment needed for the program, including cotton, shuttles, spinning wheels, looms, scissors, and other necessary tools.
After the training, we formed a team of 11 people, including myself, and we named our group the “Haitai Handkerchief Group”. Over the last 2 months, our efforts resulted in the production of around 700 handkerchiefs, which generated an impressive revenue of 7,000,000 Kip. Since then, handkerchief production become our new revenue stream in addition to our main occupation, and we are so proud of it.
I cannot express my gratitude enough to IWAA for their support. Thanks to them, I was able to learn a new skill and earn additional income. I am incredibly grateful to IWAA for their support and hope to participate in more projects like this in the future.

Through the CISAC project, 20 local associations like IWAA have helped families and communities recover from the negative health and economic impacts of COVID.

I am Sanone Konkhamtue. I have been working at the Social Development Alliance Association (SODA) for the past year as a field project coordinator.
👉My involvement with CiSAC:
I worked on spreading awareness within communities about preventing and reducing COVID-19 risks, as well as self-care when staying at home. I also promoted animal husbandry for families impacted by COVID-19 in Luang Namtha and Sing Districts so that they can generate income for their household members through their livestock occupations and improve their living conditions.
👉What I found challenging:
- Many of our activity timelines align with peak production seasons for villagers. This makes it difficult for them to participate.
- The target villages have relatively prosperous residents engaged in trading, rubber plantations, and sugarcane farms. They seem less inclined to cooperate with or join in project activities.
- The current Phase 2 initiatives are not as well-aligned to the target groups' needs as those in Phase 1 were.
- Women's group participation remains low in some villages. Many don't yet feel comfortable expressing their opinions openly.
=> To address those issues:
- Organization staff and public sector partners have prioritized capacity building. They've assessed and adapted project activities to better fit each community's circumstances.
- When implementing local activities, we emphasize practical application over theory. This prevents information overload and helps villagers remember the information well.
- The associations and partners closely monitor target village activities. This allows us to gather data and insights from the target groups.
👉Things I'm proud of:
I helped prevent the spread of COVID-19 in my community by taking timely action. My efforts resulted in no serious infections or deaths.
👉Changes I expect to see:
I want to see disadvantaged and poor people having access to skills training and career opportunities that can generate income to support their families.
👉Final message:
I want the community and government to continue working together to prevent and respond to COVID-19 and other serious diseases, so we can avoid major outbreaks in the future.

👏Fortunately, KCDA implemented a project to help restore people's livelihoods and increase the income of the target group of villages, including Ms. Taengkham's family🔝. The project provided a lot of assistance, including training in making organic fertilizers 🌱 and vegetable techniques in shade houses 🌱, as well as promotion funds for making shade houses🌱. The knowledge and new techniques that the project provided were very useful and helped to improve the vegetable garden, resulting in an increase in productivity.
