At the Sub-Regional Parliamentarians’ Meeting on Youth Empowerment for Inclusive Growth, organized by th Asian Forum of Parliamentarians on Pop&Development, Dr. BakhtiorKadyrov highlighted that investing in youth is not only a social priority, but an economic & development one.

As Lao PDR advances its Demographic Dividend Roadmap 2025–2030, parliamentarians have a critical role in turning youth priorities into laws, budgets and accountability.

This means investing in education, health, protection, skills, decent work and opportunities for every young person, including girls, young women, youth with disabilities, ethnic youth and those too often left behind.

At just 21 years old, Saiy Sadavout Souliyong is already making his voice count. A second-year International Relations student at NUOL, Saiy didn't choose his field by accident, he chose it with purpose.

Growing up, Saiy found himself feeling different from those around him, full of questions he didn't yet have answers to. Everything changed when he joined a youth-led volunteer group that raised awareness about gender diversity. It was there that he found clarity, community, and confidence.

"It made me realize that who I am is not weird or abnormal. There is a community ready to support, help, educate, and provide a safe space for us to confidently learn more."

Today, Saiy believes the biggest challenge facing the LGBTQ+ community in Laos is the lack of protection. But he also sees progress, acceptance is growing, and more organizations are recognizing the community than ever before.

And his belief is clear, gender identity does not define what a person is capable of. What matters is their knowledge, their experience, and their courage to show up as themselves And his message to the community is clear: "No matter who you are, you are not abnormal or strange. You are completely normal." 💛🏳️‍🌈

Nho is a 22-year-old dancer and dance instructor whose energy is hard to miss. For her, dance is more than movement. It is confidence, discipline, joy and freedom.

On the dance floor, Nho does not need long explanations. Her art speaks clearly: this is who I am, this is what I love, and this is how I choose to live.

“When I dance, I feel free.”

As a dance instructor, Nho now shares that same feeling with others. She creates a space where students can express themselves, build confidence, and enjoy movement without fear of judgment. Through dance, she reminds people that every person has their own rhythm, their own story, and their own way of shining.

Go All the Way — ໄປໃຫ້ສຸດ

These three words reflect Nho’s spirit. On stage and in life, she gives her best. She does not shrink herself to make others comfortable. She moves forward with courage, talent and heart.

Her message to LGBTQIA+ youth is simple:
“If there is something you want to do, just do it. Have the courage, as long as you are not hurting anyone.”

And to society, her message is just as clear:
“Let's go all the way together and live in harmony.”

UNFPA Lao PDR Representative, Dr. Bakhtiyor Kadyrov, met with Madam Phonevanh Outhavong, Deputy Minister of Finance and Vice Chair of the Investment Promotion and Management Committee, to discuss strengthened cooperation on population and development.

The meeting reaffirmed the importance of aligning population priorities with the National Socio-Economic Development Plan, with a shared focus on investing in people, strengthening human capital, and expanding opportunities for young people.

Discussions also highlighted the importance of health and wellbeing, skills development, and policies that enable young people and the Lao workforce to contribute fully to the country’s sustainable development.

UNFPA remains committed to working with the Government of Lao PDR and partners to ensure that population data, inclusive policies, and investments in youth and human capital continue to support a healthier, more resilient, and more prosperous future for all.
