AHRN-Best Shelter နားခိုရာ-အရိပ်စစ်

AHRN Myanmar is one of the leading harm reduction organizations and has been operating in Myanmar since 2003. Exclusion then becomes coupled with no access.

AHRN-Myanmar was established in 2003 with the aim to support the people and programmes in Myanmar towards the reduction of drug use-related harms (especially HIV/AIDS, other blood borne infections and over-dose) among people using drugs, their families and loved ones and their communities. AHRN current legal registration base is in Antwerp, Belgium where it is registered as a Foundation. AHRN has close working relationships with international, regional, national and local government and non-government organisations working in similar or related areas. AHRN is operating under the Memorandum of Understanding (MOU) with the Ministry of Health and its registration with the Home Affairs. AHRN is has been one of the principle agencies conducting seminars and workshops, and exposure visits for local and international NGOs and UNs counterparts, to study harm reduction initiatives in other countries in the region. The Asian Harm Reduction Network (AHRN) has been implementing harm reduction services in Myanmar for over a decade. AHRN specializes in implementing services in border areas, mining towns and armed conflict zones (often a combination of more than one). Due to the challenging nature of these areas, regular health services are generally not available, and when they are, they are very limited. An example of one of these areas is Hpakant Township in Kachin State, a jade mining town with a history of regular and prolonged eruptions of armed conflict. AHRN Drug Use Intervention Corridor
Drug use in Myanmar is closely related to the abundantly available heroine, subsistence day labor at poppy fields and movement of drug using migrant workers, following work opportunities in gold and jade mines. AHRN operates in those areas, which forms AHRN drug use intervention corridors, where there is a logic geographical and epidemiological rationale to be present.

AHRN-Best Shelter (နားခိုရာ-အရိပ်စစ်) အဖွဲ့တို့သည် အပြည်ပြည်ဆိုင်ရာ မူးယစ်ဆေးလွန်ခြင်း အသိပညာပေးနေ့ဖြစ်သော ၂၀၂၆ ခုနှစ်၊ သြဂုတ်လ ၃၁ ရက် နေ့တွင် စစ်ကိုင်းတိုင်းဒေသကြီး၊ ကလေးမြို့ နားခိုရာဆေးခန်းတွင် အပြည်ပြည်ဆိုင်ရာ မူးယစ်ဆေးလွန်ခြင်း ကျန်းမာရေးအသိပညာပေး လှုပ်ရှားမှုများ ကျင်းပပြုလုပ်ခဲ့ပါသည်။
အဆိုပါအခမ်းအနားကို Area Coordinator နှင့် ကွင်းဆင်းဝန်ထမ်းများမှ ဦးဆောင်ကျင်းပခဲ့ပြီး မူးယစ်ဆေးသုံးစွဲသူများ၊ မူးယစ်ဆေးအကြောသွင်းထိုးသွင်းသုံးစွဲသူများ၊ လိင်လုပ်သားများနှင့် ၄င်းတို့၏မိသားစုဝင်များအပါအဝင် ၅၆ ဦးတက်ရောက်ခဲ့ကြပါသည်။ အဆိုပါလှုပ်ရှားမှု၏ ရည်ရွယ်ချက်မှာ မူးယစ်ဆေးလွန်ခြင်းနှင့်ပတ်သက်သော အသိပညာများ တိုးမြှင့်ပေးရန်နှင့် ပိုမိုကျန်းမာသော ပတ်ဝန်းကျင်တစ်ခုဖြစ်ပေါ်လာစေရန် ရည်ရွယ်ပြုလုပ်ခဲ့ပါသည်။
အခမ်းအနားတွင် တက်ရောက်လာသူများက အသိပညာပေးဆွေးနွေးပွဲများတွင် တက်ကြွစွာ ပါဝင်ခဲ့ကြသည့်အပြင် ဉာဏ်စမ်းမေးခွန်းများနှင့် အပြန်အလှန်ပါဝင်ကစားနိုင်သော ဂိမ်းများကိုလည်း ပါဝင်ဆောင်ရွက်ခဲ့ကြပါသည်။ ထိုအစီအစဉ်များမှတဆင့် မူးယစ်ဆေးလွန်ခြင်းအန္တရာယ်မှ ကာကွယ်နိုင်မည့်အသိပညာ၊ အရေးပေါ်အခြေအနေတွင် တုံ့ပြန်ဆောင်ရွက်ခြင်းဆိုင်ရာအသိပညာများ မူးယစ်ဆေးလွန်ခြင်းဆိုင်ရာအထောက်အပံ့များ ရရှိနိုင်သောနေရာများ စသည့် သတင်းအချက်အလက် များကိုလည်း မျှဝေပေးခဲ့ပါသည်။ အစီအစဉ်များအပြီးတွင် ဆုရရှိသူများအား ဆုများပေးအပ်ချီးမြှင့်ပြီး တက်ရောက်လာသူများကို အစားအစာများမျှဝေပေးခဲ့ပါသည်။
အဆိုပါ အသိပညာပေးဆွေးနွေးပွဲလှုပ်ရှားမှုများမှတစ်ဆင့် မူးယစ်ဆေးသုံးစွဲသူများအပေါ် ခွဲခြားဆက်ဆံခြင်းများကိုလျှော့ချနိုင်ပြီး မူးယစ်ဆေးလွန်ခြင်းကိုကာကွယ်ရန်နှင့် အန္တရာယ်များကိုလည်း လျှော့ချနိုင်မည်ဖြစ်သည်။ မူးယစ်‌ဆေးလွန်ခြင်းဆိုင်ရာ ကာကွယ်တားဆီးရေးအသိပညာများနှင့် အရေးပေါ်တုံ့ပြန်ဆောင်ရွက်မှုဆိုင်ရာ အသိပညာများပိုမိုတိုးတက်လာခြင်းသည် သင့်လျော်သော ရှေးဦးသူနာပြုစုခြင်း နည်းလမ်းများမှတစ်ဆင့် အရေးပေါ်အခြေအနေများတွင် မိမိကိုယ်ကို ကာကွယ်ရန်နှင့် အခြားသူများကို ကူညီပံ့ပိုးပေးနိုင်သည့် စွမ်းရည်များကိုလည်း မြှင့်တင်ပေးနိုင်ပါသည်။
AHRN and Best Shelter organized International Overdose Awareness Day activities at the project sites in Sagaing Division.
AHRN and Best Shelter organized an International Overdose Awareness Day activity at the Kale Drop-in Center (DIC) in Sagaing Division on 31 August 2026.
The event was led by the Area Coordinator and Outreach Workers at the project site and brought together 56 participants, including people who use drugs (PWUD), people who inject drugs (PWID), s*x workers (SW), and their partners. The events aimed to raise overdose awareness and build a healthier community.
Participants actively engaged in overdose awareness-raising sessions, prevention and emergency response, as well as quizzes and interactive games. Through these activities, participants learned about overdose prevention, how to use the recovery position, and how to access available support services. At the end of the sessions, prizes were awarded to the quiz winners, and refreshments were distributed to all participants.
By sharing knowledge and conducting overdose education sessions with our clients, we can reduce stigma and discrimination toward people who use drugs and help prevent overdose-related risks and fatalities and promote prevention. Increased awareness of overdose prevention strategies and emergency response equips individuals with the knowledge and skills to save lives through appropriate first-aid practices, while empowering them to protect themselves and support others in an emergency.

သူငယ်ချင်းတို့ရေ….ဒီနေ့ ဇူလိုင်လ (၂၈) ရက်နေ့ကတော့ ကမ္ဘာ့အသည်းရောင်အသားဝါနေ့ (World Hepatitis Day) ဖြစ်ပါတယ်။ ဒီနေ့မှာတော့ မျိုးဆက်ပွားကျန်းမာရေးနဲ့ အသည်းရောင်အသားဝါ (ဘီ) ပိုး ဘယ်လိုကူးစက်နိုင်သလဲ၊ ဘယ်လိုကာကွယ်ရမလဲဆိုတာကို ကျန်းမာရေးဗဟုသုတအနေနဲ့ မျှဝေပေးလိုက်ပါတယ်နော်။ အထူးသဖြင့် အမျိုးသမီးမူးယစ်ဆေးသုံးစွဲသူတွေနဲ့ ကိုယ်ဝန်ဆောင်မိခင်တွေအတွက် မိခင်နှင့်ကလေး နှစ်ဦးစလုံးရဲ့ ကျန်းမာရေးကို ဘေးကင်းပြီး ထိရောက်စွာကာကွယ်နိုင်မယ့်နည်းလမ်းတွေကို ပြောပြပေးလိုက်ပါတယ်နော်။

𝐀𝐇𝐑𝐍 ၏ ဒေသခံဦးဆောင်မှုသို့ ကူးပြောင်းရေး (𝐋𝐨𝐜𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧) ဆိုင်ရာ အသိပေးကြေညာချက်

AHRN သည် လက်ရှိတွင် နိုင်ငံတကာ အစိုးရမဟုတ်သောအဖွဲ့အစည်း (International NGO) အဖြစ်မှ Best Shelter – အရိပ်စစ်အဖွဲ့ အမည်ရှိ ပြည်တွင်း အစိုးရမဟုတ်သောအဖွဲ့အစည်း (Local NGO) သို့ ဒေသခံဦးဆောင်မှု (Localization) အားကောင်းစေရန် ရည်ရွယ်သည့် ကူးပြောင်းရေးလုပ်ငန်းစဉ်ကို ဆောင်ရွက်လျက်ရှိပါသည်။

AHRN ၏ ဒါရိုက်တာဘုတ်အဖွဲ့ (Board of Directors) မှ မြန်မာနိုင်ငံအတွင်း AHRN ၏ လုပ်ငန်းတာဝန်များကို ၂၀၂၆ ခုနှစ်၊ ဒီဇင်ဘာလ (၃၁) ရက်နေ့ အထိ ဆောင်ရွက်ပြီးနောက်၊ Best Shelter – အရိပ်စစ်အဖွဲ့ သို့ လုပ်ငန်းများ၊ တာဝန်များနှင့် ဆောင်ရွက်လျက်ရှိသော အစီအစဉ်များကို စနစ်တကျနှင့် အပြည့်အဝ လွှဲပြောင်းပေးရန် ဆုံးဖြတ်ခဲ့ပါသည်။

ဤကူးပြောင်းရေးလုပ်ငန်းစဉ်သည် ဒေသခံဦးဆောင်မှုကို အားကောင်းစေရန် နှင့် မြန်မာနိုင်ငံရှိ ကျန်းမာရေးအစီအစဉ်များ၏ ရေရှည်တည်တံ့ခိုင်မြဲမှုကို အထောက်အကူပြုနိုင်ရန် ရည်ရွယ်ပါသည်။ Best Shelter - အရိပ်စစ်အဖွဲ့ မှ အနာဂတ်တွင် အကောင်အထည်ဖော်ဆောင်ရွက်မည့် စီမံကိန်းများ၏ လုပ်ငန်းနယ်ပယ်နှင့် ဆောင်ရွက်မည့်ပမာဏသည် ရရှိနိုင်မည့် ရန်ပုံငွေအပေါ် မူတည်မည်ဖြစ်ပါသည်။ မိတ်ဖက်အဖွဲ့အစည်အများ၊ အလှူရှင်များ၊ ကျန်းမာရေးဌာနများ၊ လူမှုအသိုင်းအဝိုင်းများနှင့် ဝန်ဆောင်မှုရယူသူများအားလုံးနှင့် ဆက်လက်၍ လက်တွဲလုပ်ဆောင်သွားပါမည်။

ထို့အတွက် AHRN ဒါရိုက်တာဘုတ်အဖွဲ့ (Board of Directors) မှ ထုတ်ပြန်ထားသော ကူးပြောင်းရေးစာ (Transition Letter) ကို ဤစာနှင့်အတူ တရားဝင် မျှဝေပေးအပ်ပါသည်။

ဤကူးပြောင်းရေးကာလအတွင်း AHRN အပေါ် ယုံကြည်စွာ ပံ့ပိုးကူညီပေးခဲ့ကြသော အဖွဲ့အစည်းများ၊ မိတ်ဖက်များ၊ အလှူရှင်များ၊ ကျန်းမာရေးဌာနများ၊ လူမှုအသိုင်းအဝိုင်းများနှင့် ဝန်ဆောင်မှုရယူသူများအားလုံးကို အထူးကျေးဇူးတင်ရှိပါသည်။ Best Shelter – အရိပ်စစ်အဖွဲ့မှလည်း ယခင်ကဲ့သို့ အရည်အသွေးမြင့် ကျန်းမာရေးဝန်ဆောင်မှုများကို ဆက်လက်ပေးအပ်နိုင်ရန် အားထုတ်ဆောင်ရွက်သွားမည်ဖြစ်ပြီး၊ အားလုံး၏ ဆက်လက်ပူးပေါင်းဆောင်ရွက်မှုနှင့် အားပေးကူညီမှုကို မျှော်လင့်ပါသည်။

The Asian Harm Reduction Network (AHRN) is pleased to formally announce that it is currently undertaking a localization process, transitioning from an International Non-Governmental Organization (INGO) to a national non-governmental organization (Local NGO) under the name Best Shelter.

As part of this planned transition, the AHRN Board of Directors has decided that AHRN's operations in Myanmar will continue until 31 December 2026, after which its programs, responsibilities, and ongoing activities will be fully transferred to Best Shelter to ensure the continued delivery of services.

This localization process is intended to strengthen locally led leadership and ownership, while supporting the long-term sustainability of health programs in Myanmar. The scope and scale of future program implementation by Best Shelter will depend on the financial feasibility. Best Shelter will work closely with beneficiaries, communities, public health counterparts, donors, and partner organizations.

In this regard, we are pleased to share the official Transition Letter issued by the AHRN Board of Directors.

ဒီနေ့မှာတော့ အမျိုးသမီးမူးယစ်ဆေးသုံးစွဲသူများနဲ့ ကိုယ်ဝန်ဆောင်မိခင်များအတွက် မက်သဒုန်းအစားထိုးကုသမှုနဲ့ ပတ်သက်တဲ့ ကျန်းမာရေးဆိုင်ရာဗဟုသုတတွေကို ပြောပြပေးလိုက်ပါတယ်နော်။
မက်သဒုန်းဟာ ဘိန်းဖြူနဲ့ ဘိန်းအနွယ်ဝင်မူးယစ်ဆေးစွဲလမ်းမှုကိုကုသရာမှာ ကမ္ဘာ့ကျန်းမာရေးအဖွဲ့ (WHO) က အသိအမှတ်ပြုထားတဲ့ ထိရောက်တဲ့ကုထုံးတစ်ခုဖြစ်ပါတယ်။ အထူးသဖြင့် ကိုယ်ဝန်ဆောင်မိခင်များအတွက် မိမိနဲ့ ရင်သွေးငယ်ရဲ့ကျန်းမာရေးကို ဘယ်လိုကာကွယ်ပေးနိုင်သလဲဆိုတာ ပုံလေးတွေထောက်ပြီး ဝင်ရောက်ဖတ်ရှု ပေးပါဦးနော်။

AHRN (နားခိုရာ)နှင့် Best Shelter (အရိပ်စစ်) အဖွဲ့သည် ၂၀၂၆ ခုနှစ်၊ မေလ ၂၅ ရက်နေ့တွင် ကချင်ပြည်နယ်၊ ဝိုင်းမော်မြို့နယ်ရှိ မက်သာဒုန်းဆေးခန်း၌ မက်သာဒုန်းသောက်သုံးသူများအချင်းချင်း အတွေ့အကြုံများဖလှယ်နိုင်ရန်ရည်ရွယ်ချက်ဖြင့် မက်သာဒုန်းသောက်သုံးနေသူများ အစည်းအဝေးကို ပြုလုပ်ခဲ့ပါသည်။ အဆိုပါအစည်းအဝေးကို ကုသမှုဆိုင်ရာပံ့ပိုးသူမှ စီစဉ်ခဲ့ပြီး စုစုပေါင်း (၅၂) ယောက် တက်ရောက်ခဲ့ပါသည်။ ကုသမှုဆိုင်ရာပံ့ပိုးသူမှ မက်သာဒုန်းနှင့်သက်ဆိုင်သော ပညာပေး အစီအစဉ်များကိုပြုလုပ်ခဲ့ပြီး ဒေါ်နန်းထောင် မက်သာဒုန်းသူနာပြုမှ မက်သာဒုန်းသောက်ရန် စည်းမျဉ်းစည်းကမ်းများ၊ မက်သာဒုန်းကုသခြင်း၏ ကောင်းကျိုးနှင့် သေချာမသောက်သုံးပါက ဖြစ်ပေါ်လာနိုင်သော ဆိုးကျိုးများနှင့်သက်ဆိုင်သော ပညာပေးအစီအစဉ်များကိုပြုလုပ်ပေးခဲ့ပါသည်။ ဒါ့အပြင် အစည်းအဝေးကို တက်ရောက်ခဲ့ကြသူများအား အစီအစဉ်များအပြီးတွင် နေ့လည်စာမုန့်များ ဝေငှပေးခဲ့ပါသည်။

AHRN and Best Shelter organized a methadone clients’ meeting at the methadone clinic in Waingmaw Township, Kachin State, on May 25, 2026. The meeting aimed to provide an opportunity for methadone clients to share their experiences and learn from one another.
The event was coordinated by the Treatment Facilitator, and a total of 52 methadone clients attended. During the meeting, the Treatment Facilitator delivered educational sessions related to methadone treatment.
In addition, Daw Nan Htaw, a Methadone Nurse, provided awareness on methadone treatment rules and regulations, as well as the benefits and potential side effects of methadone.
Following the educational sessions, lunch snacks were distributed to all participants who attended the meeting.

လှုပ်ရှားမှုကို နိုင်ငံတကာမှာ နိုဝင်ဘာလ ၂၅ ရက်နေ့မှစတင်ကာ ဒီဇင်ဘာလ ၁၀ ရက်နေ့အထိ အကြမ်းဖက်ခံရသူများအပေါ် ပိုမိုကောင်းမွန်သော ကာကွယ်မှုများနှင့် ပိုမိုဘေးကင်းလုံခြုံမှုများ ရရှိရန်အတွက်ရည်ရွယ်ပြီး (၁၆) ရက်တာကျင်းပပြုလုပ်ကြပါသည်။ AHRN-Best Shelter (နားခိုရာ-အရိပ်စစ်) အဖွဲ့တို့မှလည်း ကချင်ပြည်နယ်၊ ဖားကန့်မြို့ရှိ နားခိုရာဆေးခန်းတွင် အမျိုးသမီးများ၊ မိန်းကလေးများနှင့် အမျိုးသမီးမူးယစ်ဆေးသုံးစွဲသူများအပေါ် ရုပ်ပိုင်းဆိုင်ရာ၊ လိင်ပိုင်းဆိုင်ရာ၊ စိတ်ပိုင်းဆိုင်ရာ သို့မဟုတ် စီးပွားရေးဆိုင်ရာ အကြမ်းဖက်မှုများလျှော့ချရန်နှင့် ခွဲခြားဆက်ဆံမှုများ လျှော့ချရန်အတွက် လှုပ်ရှားမှုတွင် ပါဝင်ဆောင်ရွက်ခဲ့ပါသည်။ အမျိုးသမီးများ၊ မိန်းကလေးများနှင့် အမျိုးသမီးမူးယစ်ဆေးသုံးစွဲသူများအပေါ် ကျူးလွန်သော အကြမ်းဖက်မှုများသည် ကာကွယ်တားဆီး၍

ကျွန်ုပ်တို့အားလုံး စည်းလုံးစွာ အတူတကွလက်တွေ့လုပ်ဆောင်ခြင်းအားဖြင့် အမျိုးသမီးများ၊ မိန်းကလေးများနှင့် အမျိုးသမီးမူးယစ်ဆေး သုံးစွဲသူများအတွက် လုံခြုံစိတ်ချရပြီး အကြမ်းဖက်မှုမှကင်းလွတ်စွာနေထိုင်ခွင့်ရသည့်အနာဂတ်ကို တည်ဆောက် နိုင်မှာပဲ ဖြစ်ပါသည်။

The campaign (25 November to 10 December), marking the International Day for the Elimination of Violence against Women, highlights the urgent need to protect women and gender-diverse people who use drugs (EVAWUD). The campaign calls for stronger protections, safer spaces, and collective action to end all forms of violence.

The AHNR–Best Shelter (နားခိုရာ-အရိပ်စစ်) organization participated in the campaign by organizing activities at the Drop-In Center (DIC) in Hpakant, Kachin State. These efforts focused on addressing and reducing physical, s*xual, psychological, and economic violence, as well as the discrimination faced by women, girls, and women who use drugs.

Violence against women, girls, and women who use drugs is preventable. By taking action together, we can build a future where all women, girls, and women who use drugs are safe, empowered, and able to live free from violence.
