PhAMA was pleased to collaborate with the Selangor Pharmacy Enforcement Branch, Selangor State Health Department, Ministry of Health Malaysia (MOH), in organising ProPATUH 2026: Strengthening Compliance and Collaboration with the Pharmaceutical Industry, held on 13 August 2026 at Nexus Convention Centre.

The event commenced with a Welcome Address by Dr Nur Sufiza Binti Ahmad, Deputy Selangor State Health Director (Pharmacy), and Mr Cheong Yee Kok, PhAMA Board of Director and Chair of the PhAMA Regulatory Affairs Committee.

As the first collaborative event of its kind between PhAMA and the Selangor Pharmacy Enforcement Branch, ProPATUH 2026 serves as an important platform for regulators and the pharmaceutical industry to engage and strengthen mutual understanding of regulatory expectations, with a shared commitment to good governance. The programme brought together representatives from the Pharmacy Enforcement Division, Ministry of Health and industry players to discuss key areas including:

🔹 Best practices in medicine advertising
🔹 Expectations during pharmacy enforcement inspections
🔹 Current trends and emerging issues in pharmaceutical importation
🔹 Verification and compliance of the new hologram security label using the MyUbat application
🔹 Open dialogue between regulators and industry on regulatory and compliance matters

The programme also featured exhibition and advisory counters by the Selangor Pharmacy Enforcement Branch, Kuala Lumpur Pharmacy Enforcement Branch and Medicine Advertisements Board (MAB), providing attendees with opportunities to and engage directly with regulatory officers.

At PhAMA, we strongly believe that continuous collaboration between regulators and industry is essential to building a safer, more ethical and trusted pharmaceutical ecosystem. The pharmaceutical industry has a shared responsibility to ensure continued access to safe, quality and effective medicines, while maintaining compliance, ethical practices and good governance as collective priorities.

As the pharmaceutical landscape continues to evolve, having ongoing dialogue is increasingly important in navigating changing regulatory expectations, evolving supply chain requirements and the growing emphasis on transparency and responsible practices. Platforms such as ProPATUH provide valuable opportunities between the regulators and industry colleagues to share perspectives, build mutual understanding and strengthen collaboration on regulatory matters.

PhAMA was pleased to engage with ProtectHealth Corporation Sdn Bhd on 12 August 2026 at ProtectHealth Corporation for a constructive discussion on the evolving MediAsas programme and its role in supporting a more sustainable and balanced healthcare financing ecosystem in Malaysia.

The engagement comes at a timely juncture for Medical and Health Insurance and Takaful (MHIT), a key pillar of the RESET strategy and a whole-of-nation effort towards a more sustainable and value-driven health system. With the recent launch of MediAsas, this is an important opportunity to align industry perspectives with the evolving Base MHIT landscape and support its effective implementation.

Our discussion with En. Wan Mohd Hazwan Wan Mohd Najib, Chief Executive Officer of ProtectHealth, provided an opportunity to exchange perspectives on how the industry can play a role and offer support to ensure that the evolution of healthcare financing continues to support health equity, patient access, innovation and better health outcomes.

The engagement explored the following areas:
🔹 Health equity and patient access – enabling patients to access appropriate care and treatment in a timely manner
🔹 Evidence-informed decision-making and sustainable healthcare financing – balancing affordability and long-term sustainability with patients' healthcare needs

🩺 PhAMA Contributes Industry Perspectives to Malaysia’s DRG Policy Development

On 3 August 2026, the Pharmaceutical Association of Malaysia (PhAMA) participated in the Ministry of Health Malaysia’s Workshop on the Development of the National DRG-Based Health Payment Policy Paper, represented by Ms Pixie Yee, Vice President & Policy Committee Co-Chair; Ms Sally Kuah, Market Access Committee Co-Chair; and Ms Jessie Leow, Lead, Healthcare System Partnership.

PhAMA welcomes MOH’s ongoing efforts to explore Diagnosis-Related Groups (DRG) as part of Malaysia’s broader national strategy towards more sustainable, efficient and value-driven healthcare financing.

During the discussion, PhAMA shared several recommendations for consideration as the framework continues to evolve:

* Recognising Malaysia’s unique public-private healthcare landscape, and the complementary roles both sectors play in supporting patient access and healthcare delivery.
* Considering appropriate carve-out or add-on mechanisms for innovative and high-cost medicines, advanced therapies and technologies that may not be adequately accommodated within standard DRG bundles.
* Enabling patient-centred care, particularly as treatment standards continue to evolve towards more personalised and precision-based approaches.
* Recognising the broader value of treatment, including improved health outcomes, avoided complications and hospitalisations, and efficiencies generated across the healthcare system.
* Ensuring alignment with other healthcare financing initiatives, including the development of the Health Benefit Package, to support a coherent approach towards coverage, value assessment and patient access.

PhAMA appreciates MOH’s openness to stakeholder dialogue at this important stage of policy development. As Malaysia continues to shape its healthcare financing reforms, PhAMA remains committed to collaborating with MOH and healthcare partners to contribute evidence, international learnings and industry perspectives.

PhAMA successfully hosted its annual Provisionally Registered Pharmacist (PRP) Non-Manufacturing Pharmaceutical Industry Training from 3–7 August 2026, continuing its commitment to supporting the professional development and capacity building of PRPs.

Since the liberalisation of the PRP training in Malaysia, PhAMA has been actively supporting and facilitating exposure to the non-manufacturing pharmaceutical industry, helping PRPs gain a broader understanding of the diverse opportunities and contributions within the pharmaceutical ecosystem.

The five-day programme provided PRPs with insights into key areas relevant to the non-manufacturing pharmaceutical sector, including:
🔹 Introduction to Non-Manufacturing Pharmaceutical Industry & PhAMA
🔹 Career Opportunities and Development in the Non-Manufacturing Pharmaceutical Industry
🔹 Competition Act
🔹 Counterfeit Drugs
🔹 Introduction to Pharmacy Services Division, Ministry of Health Malaysia
🔹 Personal Data Protection Act (PDPA)
🔹 Industry Code of Conduct and the PhAMA Code of Practice
🔹 Intellectual Property Laws and related legal aspects

The training brought together industry professionals and stakeholders who shared their expertise on operations within the non-manufacturing pharmaceutical industry, public sector pharmaceutical services, regulatory and legal considerations, ethical standards, and career pathways available to pharmacists beyond traditional practice settings.

PhAMA would like to thank all industry contributors for their valuable support in delivering this programme and strengthening the knowledge and capabilities of the next generation of industry pharmacists. PhAMA was pleased to support the MyMediSAFE booth at the National Pharmacists Convention (NPC) 2026, from 24–26 July 2026, in collaboration with the Pharmaceutical Services Programme, Ministry of Health Malaysia, through its Quality Use of Medicines Subdivision, Pharmacy Practice and Development Division.

NPC 2026 provided a timely platform to engage healthcare professionals, including pharmacists and other stakeholders, while strengthening awareness of the MyMediSAFE programme within the pharmacy and healthcare community. While awareness of responsible medicine disposal continues to grow, there remains an opportunity to further increase understanding and participation among healthcare professionals and the public.

Throughout the convention, delegates visited the booth to learn more about the MyMediSAFE programme, the environmental impact of pharmaceutical waste, and the important role pharmacists play in educating patients and promoting the safe disposal of unused and expired medicines. The event also served as a valuable opportunity to encourage pharmacists and healthcare professionals to support and champion the programme within their respective practice settings and communities, while generating increased interest from stakeholders exploring opportunities to participate as strategic partners to further expand the reach and impact of MyMediSAFE.

PhAMA was honoured to be represented by our Board Member, Sally Kuah, as a panellist at the National Pharmacists Convention (NPC) 2026 for the panel discussion "Governance Beyond Compliance – Building Trust in Healthcare" held on 24 July 2026.

Representing the pharmaceutical industry, Sally joined fellow panellists Mr. Prathaban Sevaraman, Chief Executive Officer of KPJ Bandar Maharani Specialist Hospital, Johor, and Mdm. Nur'Ain Suhaila binti Shohaimi, Director of the Pharmacy Policy and Strategic Planning Division, Pharmaceutical Services Programme, Ministry of Health Malaysia. The session was moderated by Mr. Teoh Cherh Yun, Deputy General Secretary II of the Malaysian Pharmacists Society (MPS).

The discussion explored how healthcare stakeholders can move beyond regulatory compliance to foster ethical leadership, accountability, and public trust across the healthcare ecosystem. Sally highlighted how the pharmaceutical industry has adopted a risk-based and principle-based approach to ethical decision-making, with the PhAMA Code of Practice providing a practical framework for industry self-regulation, responsible engagement with healthcare professionals, and building trust across the healthcare ecosystem.

This year's convention highlighted the evolving role of pharmacists as essential primary healthcare providers, with discussions centred on strengthening professional identity, expanding pharmacy services, improving patient care, and fostering greater collaboration across the healthcare ecosystem. The event also showcased the latest innovations, clinical advancements, and digital health solutions shaping the future of pharmacy.

Several PhAMA member companies—including Abbott, Zuellig Pharma, DKSH, Boehringer Ingelheim, Wellesta Healthcare, A. Menarini, AstraZeneca and Docquity—also supported the convention, reflecting the industry’s continued commitment to advancing the pharmacy profession and contributing to a stronger healthcare ecosystem in Malaysia.

We extend our sincere appreciation to the Malaysian Pharmacist Society (MPS) for organising another successful National Pharmacists Convention and for providing a valuable platform for knowledge exchange and professional engagement.

On 21 July 2026, PhAMA attended the Stakeholder Engagement Workshop on the Mission-Oriented Initiative (MOI) for Digital Healthcare, organised by the Academy of Sciences Malaysia (ASM), Ministry of Science, Technology & Innovation (MOSTI). The session forms part of ASM's implementation of the National Mission-Oriented Initiatives (MOI), approved by the National Science Council in May 2026, with the Digital Healthcare MOI aiming to accelerate Malaysia's digital health transformation through a mission-oriented and collaborative approach.

The stakeholder engagement brought together representatives from government agencies, industry, academia, healthcare providers, and other relevant organisations to gather input on strengthening Malaysia's digital healthcare ecosystem. The objectives of the session were to identify key challenges, strategic opportunities, and national priorities, while collaboratively developing high-impact mission projects and actionable strategies to support the country's digital health transformation.

Discussions centred around four key focus areas:
• Healthcare Delivery & Patient Outcomes
• Law & Medical Ethics
• Business Investment & Market Opportunities
• Digital Health Infrastructure, Data Governance & Policy

PhAMA was represented by Britney Choo from the Secretariat, who contributed industry perspectives during stakeholder discussions. Participants conducted a SWOT analysis of Malaysia's digital healthcare landscape, followed by breakout sessions to identify priority initiatives that will inform the development of a national digital health roadmap and implementation plan.

A more integrated, interoperable and sustainable digital health ecosystem is essential to strengthen data governance, enable the generation of local real-world evidence (RWE), enhance clinical research, and support evidence-based policymaking and healthcare financing.

PhAMA appreciates the opportunity to contribute to this important initiative and remains committed to collaborating with stakeholders to advance Malaysia's digital health transformation, ultimately improving healthcare delivery, patient outcomes and health system sustainability.

🤝 Partnering to Advance Malaysia's Healthcare System

PhAMA was honoured to meet with the Director-General of Health, Datuk Dr Mahathar Abd Wahab, to discuss key healthcare priorities and reaffirm our shared commitment to strengthening Malaysia's healthcare system.

The discussion focused on several important initiatives, including advancing timely patient access to innovative medicines, industry support on the development of Base MHIT (MediAsas) through continued dialogues, with constructive discussions on governance, clinical autonomy, and ensuring patients have access to appropriate treatment options. The meeting also explored opportunities to strengthen medicine supply resilience and enhance procurement processes to support reliable and timely access to medicines.

PhAMA also shared the innovative pharmaceutical industry's longstanding contributions to Malaysia's healthcare ecosystem through research and development, clinical research, investment, and collaborative efforts to advance value-based healthcare and improve patient access.

We thank Datuk Dr Mahathar and the Ministry of Health team – Health Transformation Office, ProtectHealth Corporation, Program Perkhidmatan Farmasi for the valuable discussion and look forward to continuing our close partnership in shaping policies that improve patient outcomes, strengthen healthcare sustainability, and ensure Malaysians have timely access to innovative medicines.

PhAMA was pleased to participate in the stakeholder engagement session organised by the Ministry of Housing and Local Government (KPKT) on 8 July 2026 to discuss the proposed Circular Economy Bill for solid waste management. The study, undertaken by IIUM Consultancy, seeks to assess the need for dedicated legislation to support circular economy implementation in Malaysia and to develop a draft legal framework for more sustainable solid waste management. The session also served as a platform to gather stakeholder feedback on the proposed framework through an open dialogue session.

The session presented the findings of a feasibility study on the proposed legislation and provided an opportunity for stakeholders to share perspectives on strengthening Malaysia's circular economy framework, including proposed measures such as Extended Producer Responsibility (EPR) and other producer responsibility obligations. Other key discussions included the proposed establishment of a National Circular Economy Council, a central regulatory agency, a Circular Economy Fund, and a regulatory framework for producer responsibility schemes and related producer obligations.

Representing PhAMA, Jessie Leow and Britney Choo shared the innovative pharmaceutical industry's perspectives, highlighting the importance of ensuring that any future legislative framework takes into account the unique requirements of highly regulated sectors such as pharmaceuticals. This includes alignment with existing regulatory requirements, particularly those governing the management of scheduled waste, while supporting the broader objectives of environmental sustainability and the circular economy.

As the proposed Bill continues to be refined through further stakeholder consultation, PhAMA remains committed to constructive engagement with KPKT and relevant government agencies. We will continue to closely monitor the development of the proposed legislation, contribute evidence-based industry perspectives, and work collaboratively with stakeholders to help ensure that future policies are practical, proportionate, and supportive of both environmental sustainability and continued patient access to safe and quality medicines.
