STRENGTHENING COLLABORATION FOR CICL RECOVERY AND PROTECTION 🤝
August 10, 2026 — The DOH SOCCSKSARGEN Drug Abuse Treatment and Rehabilitation Center (DATRC), under the leadership of TRC Chief of Hospital III, Dr. Imelda K. Quiñones, MAHA, DPCAM, FPSMSG, conducted a coordination Meeting with the Department of Social Welfare and Development (DSWD) Field Office XII focused on strengthening collaboration and gaining technical guidance on services and case management for Children in Conflict with the Law (CICL), particularly those involved in drug-related cases.
The meeting brought together by Ms. Melfe O. Ampoloquio, RSW, MSSW, Program Head/Lead of the Tara, Basa! Program, DSWD Field Office XII, whose professional experience includes program leadership, convergence initiatives, and specialized training related to drug rehabilitation and aftercare; and Ms. Rabyn R. Quiñones, RSW, Social Welfare Officer III, Regional Juvenile Justice and Welfare Committee Region XII, who shared their respective expertise and insights in strengthening services and case management for CICL.
The Center’s Multidisciplinary Team shared relevant experiences, perspectives, and case management practices, while the DSWD XII team provided technical recommendations and guidance on the appropriate handling and management of CICL cases. The discussion emphasized the importance of child-centered, developmentally appropriate, rehabilitative, and individualized interventions, consistent with the child’s best interests and specific needs and circumstances.
The productive exchange also strengthened the commitment of both agencies to provide technical support, coordination, and guidance whenever needed, recognizing that no single agency can address the complex needs of children alone.
Every child deserves a chance to heal, grow, and begin again.
Through stronger inter-agency partnerships, we continue working toward a community where CICL are not defined by their past or circumstances, but are supported with compassion, protection, appropriate intervention, and opportunities to build a better future.
Together, we strengthen the safety net.
Together, we create pathways to recovery.
Together, we give every child a reason to hope.
