Bataan Peninsula State University, under the leadership of University President Dr. Ruby B. Santos-Matibag and in partnership with the Bureau of Jail Management and Penology (BJMP), is breaking traditional boundaries to ensure that deprivation of liberty never means deprivation of the right to education through its transformative College Education Behind Bars and Health Beyond Bars initiatives.

BPSU held the 3rd Midwifery Student Conferment, Apron and Pinning, Recognition, and TDP Awards Ceremony at Guagua District Jail on August 20, 2026. This event demonstrates a true commitment to public service, proving that learning and personal growth belong to every Filipino, regardless of their present circumstances.

The Commission on Higher Education led by Hon. Chair Shirley C. Agrupis, emphasized in her message the first pillar of the ACHIEVE Agenda: Advanced and Accessible Lifelong Learning. This expands access to education and ensure that more Filipinos have the opportunity to learn, complete their studies, and improve their lives.

A total of 21 learners are candidates for the apron, pinning, and Certificate of Midwifery; 4 candidates for the Diploma in Midwifery; 1 from Bataan District Jail; and 9 candidates for Dean's Lister were awarded during the ceremony

🌟 Strengthening Skills and Synergy: Day 2 🌟

June 5, 2026,Day 2 of the Health Beyond Bars (HBB) training program commenced with a solemn prayer and a comprehensive program overview facilitated by HBB member Ma. Florenda Sy, MAN, and Project Leader Prof. Meyan Rose Malabanan, MAN. The morning session instantly moved into high gear with Topic 3: Emergency and Disaster Response Skills, expertly conducted by the Philippine Red Cross Bataan Chapter. Our participating jail nurses engaged in intensive discussions and hands-on practical demonstrations, gaining critical knowledge on emergency preparedness, disaster management, first aid, and basic life-saving interventions specifically tailored for correctional environments.

🌟 Empowering Healthcare Beyond Bars: Day 1 🌟

The Health Beyond Bars (HBB) Program, under the visionary leadership of Bataan Peninsula State University (BPSU) President and HBB Program Leader Dr. Ruby B. Santos-Matibag, successfully kicked off Day 1 of its specialized training seminar, "Bedside to Bars: Training for Jail Nurses." The event opened with a powerful wave of inspiration, featuring encouraging messages from key leaders including Prof. Maria Elinor S. Soriano (Associate Director of CAHS & HBB Project Leader for Region III), Dr. Bernadeth B. Gabor (Director of the Extension and Training Services Office), Prof. Meyan Rose Malabanan (HBB Project Leader), and Dr. Santos-Matibag herself. Their words set a passionate tone for the day, emphasizing the vital role of specialized nursing care in correctional facilities.

The training proper immediately translated this vision into action with two comprehensive educational sessions. In the morning, Dr. Angelo Riem R. Dante delivered a crucial lecture for Topic 1, "Bedside to Bars: Managing Day-to-Day Patient Discomforts in Jails," which focused on addressing common health complaints and applying evidence-based nursing interventions tailored specifically for resource-limited settings.

The learning continued into the afternoon with Topic 2, where Dr. Jocelyn F. Villanueva facilitated an essential refresher session on Intravenous Therapy. Participants gained valuable updates and practical guidance on IV administration, monitoring, troubleshooting, and keeping patient safety at the forefront of their practice. 🏥 Health Beyond Bars: Empowering through Education at Guagua District Jail
On April 18, 2026, the Health Beyond Bars Team successfully conducted a return demonstration activity at the Guagua District Jail Male and Female Dormitories in Guagua, Pampanga. This initiative is a core component of the College Education Behind Bars (CEBB) program, which continues to flourish under the visionary leadership and initiative of BPSU President and HBB Program Leader, Dr. Ruby B. Santos-Matibag. During the session, participants were rigorously assessed on their clinical competencies, specifically focusing on the accuracy of vital signs monitoring, the life-saving protocols of Essential Intrapartum and Newborn Care (EINC), and the precision required for parenteral medication procedures.

It was truly inspiring to witness the Persons Deprived of Liberty (PDL) actively engage in the process, confidently demonstrating the healthcare knowledge and practical skills they have acquired under expert supervision. This milestone is a testament to their hard work and the transformative power of inclusive education championed by Dr. Ruby B. Santos-Matibag. We would like to extend our deepest gratitude to the jail warden, the dedicated jail staff, and the CEBB focal persons for their invaluable support and coordination. Together, we are breaking barriers and proving that education, supported by dedicated leadership, can create a path toward a better future for everyone.

Bridging Classroom Learning with Community Service: A Successful Clinical Experience at Bataan District Jail! 🩺✨

On April 17, 2025, our Level 1 CEBB students stepped out of the classroom and into a real-world setting at the Bataan District Jail for an impactful community-based learning activity.

The session focused on the mastery of vital signs taking and parenteral injection. We were honored to have Prof. Jocelyn F. Villanueva lead an in-depth, hands-on discussion.💉🌡️

Following the lecture, our students put theory into practice through a rigorous return demonstration of vital signs assessment (temperature, pulse, respiration, and blood pressure). A huge thank you to the HBB team for their close supervision and constructive mentorship, which ensured our students refined their skills with confidence and care.

We were truly honored by the presence of Bataan Peninsula State University President, Dr. Ruby B. Santos-Matibag. Her support highlights BPSU’s deep commitment to fostering community engagement and molding the next generation of competent, compassionate healthcare professionals.

The second day of the Health Beyond Bars (HBB) Program, was marked by a powerful display of commitment and collaboration!
