Bataan Peninsula State University, under the leadership of University President Dr. Ruby B. Santos-Matibag and in partnership with the Bureau of Jail Management and Penology (BJMP), is breaking traditional boundaries to ensure that deprivation of liberty never means deprivation of the right to education through its transformative College Education Behind Bars and Health Beyond Bars initiatives.
BPSU held the 3rd Midwifery Student Conferment, Apron and Pinning, Recognition, and TDP Awards Ceremony at Guagua District Jail on August 20, 2026. This event demonstrates a true commitment to public service, proving that learning and personal growth belong to every Filipino, regardless of their present circumstances.
The Commission on Higher Education led by Hon. Chair Shirley C. Agrupis, emphasized in her message the first pillar of the ACHIEVE Agenda: Advanced and Accessible Lifelong Learning. This expands access to education and ensure that more Filipinos have the opportunity to learn, complete their studies, and improve their lives.
A total of 21 learners are candidates for the apron, pinning, and Certificate of Midwifery; 4 candidates for the Diploma in Midwifery; 1 from Bataan District Jail; and 9 candidates for Dean's Lister were awarded during the ceremony
