Reorganization of the PIN into the Food and Nutrition Research Center (FNRC) under the National Science and Development Board

Organization of the National Coordinating Council on Food and Nutrition (NCCFN), a l

oose organization of government and non-government agencies and organizations involved in nutrition and related projects.

1971
Promulgation of Executive Order No. 285, mandating the National Food and Agriculture Council (NFAC) to coordinate nutrition programs in addition to coordinating national food programs, thus, superseding the NCCFN.

1974
Promulgation of Presidential Decree No. 491 (Nutrition Act of the Philippines, 25 June 1974), which created the National Nutrition Council (NNC) as the highest policy-making and coordinating body on nutrition.

1987
Promulgation of Executive Order No. 234 (Reorganization Act of NNC, 22 July 1987) reaffirming the need for an intersectoral national policy-making and coordinating body on nutrition. It expanded the membership of the NNC to include the Departments of Budget and Management (DBM), Labor and Employment (DOLE), Trade and Industry (DTI), and National Economic and Development Authority (NEDA). The Department of Social Welfare and Development was named chair of the NNC Governing Board.

1988
Administrative Order No. 88 named the Department of Agriculture as the NNC Chair of the NNC Governing Board.

2005
Executive Order No. 472 named the Department of Health (DOH) as the chair of the NNC, with the Department of Agriculture (DA) and the Interior of Local Government (DILG) as vice-chairs. In addition to its policy and coordinating functions, NNC was also tasked to focus on hunger-mitigation and authorized to generate and mobilize resources for nutrition and hunger-mitigation programs.

2007
Executive Order No. 616 designated the NNC as oversight of the Accelerated Hunger-Mitigation Program to ensure that hunger-mitigation measures are in place, and are reported to the President. To know more:

The National Nutrition Council (NNC) Caraga conducted a Nutrition Shepherding Session in the Municipality of Tubod, Surigao del Norte through the Nutrition Program Management and LNAP Orientation, held on August 10, 2026.

On behalf of the Chairperson of the Municipal Nutrition Committee, Municipal Mayor Hon. Richelle B. Romarate, who was duly represented by SB on Health Jerry I. Balgoma, Vice Chairperson of the Municipal Nutrition Committee, who attended the event on her behalf; and on behalf of the Municipal Nutrition Action Officer, Dr. Daniel L. Paรฑgangaan, who was duly represented by Municipal Nutrition Program Coordinator Hya L. Bramblett; together with the Municipal Nutrition Committee Members and Barangay Nutrition Scholars, the municipality actively participated in the session.

The members of the Regional Nutrition Shepherding Team (RNST), led by NNC Caraga Project Development Officer I Jemarey I. Asube, RND, together with NDDP Kyla Vasquez, RND, facilitated the sessions.

The activity aimed to strengthen local nutrition governance and address the municipalityโ€™s pressing nutrition challenges, particularly cases of underweight, wasting, and stunting among children aged 0โ€“59 months, especially those residing in Geographically Isolated and Disadvantaged Areas (GIDA) such as Barangay Capayahan.

During the session, MNPC Hya L. Bramblett presented the status of the Municipal Nutrition Committeeโ€™s functionality for the year. From being assessed as non-functional last year, the committee has progressed to being partially functional this year, reflecting the municipalityโ€™s continuing efforts to improve local nutrition governance.

Through data-driven activities, including the Problem Tree Analysis Workshop and outcome target-setting based on the Philippine Plan of Action for Nutrition (PPAN) 2023โ€“2028, participants collaboratively identified strategies and reviewed nutrition-related Programs, Projects, and Activities (PPAs) tailored to the municipalityโ€™s nutrition situation.

The discussions focused on strengthening interventions for the First 1,000 Days, promoting exclusive breastfeeding, improving prenatal care, and advancing behavior change strategies to address cultural beliefs and practices that may affect nutrition outcomes.

The session concluded with a commitment to finalize the municipalityโ€™s three-year Local Nutrition Action Plan (LNAP) and its one-year LNAP, which is updated annually to ensure that interventions remain responsive to emerging nutrition concerns.
MNPC Hya L. Bramblett also reaffirmed the municipalityโ€™s commitment to providing more capacity development activities for the Municipal Nutrition Committee members, Barangay Nutrition Committees (BNCs), and Barangay Nutrition Scholars (BNSs).

NNC WELCOMES NEWLY APPOINTED SECRETARY OF HEALTH!

The National Nutrition Council (NNC) warmly congratulates ๐——๐—ฟ. ๐—˜๐—ฑ๐˜„๐—ถ๐—ป ๐— . ๐— ๐—ฒ๐—ฟ๐—ฐ๐—ฎ๐—ฑ๐—ผ on his appointment as Secretary of the Department of Health (DOH).

As Secretary of Health, Dr. Mercado also serves as Chairperson of the NNC Governing Board, the countryโ€™s highest policy-making and coordinating body on nutrition that provides strategic direction in the formulation and ex*****on of the Philippine Plan of Action for Nutrition (PPAN).

The NNC looks forward to Secretary Mercadoโ€™s leadership in strengthening the integration of health and nutrition priorities, fostering multi-sectoral collaboration, and advancing responsive policies and programs that promote wellness, prevent disease, address malnutrition, and improve the health and nutritional well-being of Filipinos.

May his leadership inspire stronger collective action toward building a health and nutrition system that is responsive, equitable, and accessible to all.

Twenty (20) participants successfully completed the Nutrition School-on-the-Air (NSOA) Program conducted through the partnership of the Local Government Unit (LGU) of San Francisco, Agusan del Sur and National Nutrition Council Caraga.

The NSOA Graduation Ceremony was held last July 28, 2026, at the GAD Building, Municipal Hall, San Francisco, Agusan del Sur.

The event gathered graduates, local officials, and program anchors and par in celebration of the participantsโ€™ successful completion of the 12-session NSOA program.

The program formally opened with an opening prayer followed by the singing of the Philippine National Anthem. In her welcome message, MNAO Charlaine Ayessa Rubillos, RND warmly congratulated the graduates for their dedication and perseverance in completing the NSOA sessions.

An inspirational message was delivered by NNC Caraga Project Development Officer I Jemarey I. Asube, RND who emphasized the importance of nutrition education in promoting healthier families and communities. Municipal Information Officer Ariel Tagayon, congratulating the graduates and highlighting the vital role of proper nutrition in improving the well-being of every household. He also urged one (1) volunteer from the graduates to recite the 10 Kumainments and gave a prize as a reward.

The graduates were composed mostly of adults specifically, pregnant and lactating mothers. During the sharing of experiences, selected graduates expressed gratitude for the knowledge they gained from the program. Some participants shared their commitment to applying and promoting the โ€œ10 Kumainmentsโ€ among their families, relatives, and friends.

The ceremony concluded with the awarding of Certificates of Completion to the graduates, Certificates of Recognition to the top-performing students, and Certificates of Appreciation to the partner stakeholders and lecturers. As tokens of appreciation for their active participation and commitment, the graduates also received NSOA shirts, load cards, and 5 kilograms of rice.

The successful implementation of the NSOA program highlights the strong collaboration among partner institutions in advancing nutrition education and promoting healthier communities in San Francisco.

Every family deserves the chance to make informed decisions about their health, their future, and the well-being of their children. This August, the National Nutrition Council (NNC) Caraga joins the nation in observing the 33rd National Family Planning Month, highlighting the importance of responsible parenthood, informed choices, and access to reliable reproductive health information and services.

๐Ÿ’ก Did You Know?
๐ŸŒ Worldwide, 1.1 billion women of reproductive age need family planning services, but 164 million women still do not have access to modern contraception, according to the World Health Organization (2025).

๐Ÿ‡ต๐Ÿ‡ญ In the Philippines, the 2025 National Demographic and Health Survey (NDHS) through the Philippine Statistics Authority [PSA] (2026a) reported that Filipino women now have an average of 1.7 childrenโ€”the country's lowest recorded fertility rate. This reflects changing family goals and better access to reproductive health information and services.'

In Caraga, the Total Fertility Rate (TFR) declined to 2.2 children per woman in 2025, down from 4.9 children per woman in 1993, reflecting a steady shift toward smaller, healthier families. At the same time, the proportion of adolescents aged 15โ€“19 years who had begun childbearing decreased to 5.6% in 2025, from 6.9% in 2022 (Philippine Statistics Authority, 2026b).

Family planning is not only about reproductive healthโ€”it is also closely linked to good nutrition. Giving enough time between pregnancies helps mothers regain their strength and nutrients, supports breastfeeding, and gives families more time and resources to provide nutritious food, healthcare, education, and proper care for every child. Simply put, healthy family planning supports healthy nutrition.

This National Family Planning Month, let us continue to learn, ask questions, and make informed decisions based on accurate information. Together, we can help build healthier families, better nutrition, and stronger communities for every Filipino.

By virtue of ๐—ฃ๐—ฟ๐—ฒ๐˜€๐—ถ๐—ฑ๐—ฒ๐—ป๐˜๐—ถ๐—ฎ๐—น ๐—ฃ๐—ฟ๐—ผ๐—ฐ๐—น๐—ฎ๐—บ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ก๐—ผ. ๐Ÿฎ๐Ÿด๐Ÿฎ (๐˜€. ๐Ÿฎ๐Ÿฌ๐Ÿญ๐Ÿณ) signed by former President Rodrigo Roa Duterte, the month of August of every year is officially declared as "ASEAN Month." This proclamation amended the earlier Proclamation No. 1008 (s. 1997), expanding the observance from a week-long celebration to a full month of activities and awareness-raising initiatives.

The Association of Southeast Asian Nations (ASEAN) was founded on 8 August 1967 in Bangkok, Thailand, with the Philippines as one of its five original founding members. ASEAN was established to foster economic, social, and cultural development among its member states through regional cooperation, safeguard political and economic stability within the region, and provide a platform for addressing and resolving issues and differences among member countries.

For GO (energy-giving foods), it is best for mothers to consume whole grains such as brown rice, corn, whole wheat bread, and oatmeal, which contain more fiber and nutrients than refined grains.
Mothers must also eat a variety of fruits and veggies.
It is also recommended that mothers have enough animal-based protein foods, which provide more absorbable iron. Include fatty fish such as tuna, sardines, and mackerel 2-3 times a week to provide essential fatty acids for the childโ€™s brain development.
Lastly, breastfeeding moms should consume milk, milk products, and other calcium-rich foods such as dilis and small shrimps for strong bones and teeth.

Good nutrition gives young people the power to grow, learn, lead, and thrive. During adolescence, the body needs more energy and nutrients to support rapid physical and mental development. This August, the National Nutrition Council (NNC) Caraga joins the nation in celebrating ๐—Ÿ๐—ถ๐—ป๐—ด๐—ด๐—ผ ๐—ป๐—ด ๐—ž๐—ฎ๐—ฏ๐—ฎ๐˜๐—ฎ๐—ฎ๐—ป ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ, highlighting the importance of nutrition in helping every Filipino youth reach their full potential.

This observance is anchored on Ramosโ€™ (1992) Proclamation No. 99, which institutionalized the annual celebration of Linggo ng Kabataan, and Republic Act No. 10742 or the Sangguniang Kabataan Reform Act of 2015, which promotes meaningful youth participation in nation-building (Republic of the Philippines, 2016). As young people continue to grow physically, mentally, and socially, proper nutrition remains essential in helping them learn, lead, stay active, and reach their full potential.

Adolescence is the second fastest period of growth after infancy. During this stage, the body requires more energy, protein, calcium, iron, and other essential nutrients to support rapid growth, stronger bones and muscles, brain development, and a healthy immune system.

Healthy eating and regular physical activity work together to help adolescents stay active, maintain a healthy weight, and reduce their risk of disease. However, malnutrition continues to affect many young people in Caragaโ€”in different ways.

Youth comprise 29.3% of the Philippine population, making them one of the country's greatest strengths (Bonitez, 2015).
According to Carducci et al. (2025), adolescence is a critical window when good nutrition can influence lifelong health and well-being.

Anemia affects nearly 6 out of every 100 adolescents in Caraga according to the Department of Science and Technology - Food and Nutrition Research Institute [DOST-FNRI] (2024) results of the 2023 National Nutrition Survey (NNS)
Iron deficiency may cause fatigue, poor concentration, and reduced learning performance.

Through the Weekly Iron and Folic Acid (WIFA) Supplementation Program, adolescent girls in public schools receive iron and folic acid supplements to help prevent anemia and support healthy development (Philippine Canadian Inquirer, 2017).

Every child deserves the healthiest possible start in life, and every mother deserves the support to make that happen. This August, the National Nutrition Council (NNC) Caraga Region joins the nation in celebrating ๐—ก๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐—ฎ๐—น ๐—•๐—ฟ๐—ฒ๐—ฎ๐˜€๐˜๐—ณ๐—ฒ๐—ฒ๐—ฑ๐—ถ๐—ป๐—ด ๐—”๐˜„๐—ฎ๐—ฟ๐—ฒ๐—ป๐—ฒ๐˜€๐˜€ ๐— ๐—ผ๐—ป๐˜๐—ต ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ, reaffirming its commitment to protecting, promoting, and supporting breastfeeding as one of the most effective investments in the health and well-being of mothers and children.

Anchored on this year's theme, "Breastfeeding for a Sustainable Start in Life: Strengthen What Works," the celebration emphasizes the importance of building on proven strategies that improve breastfeeding outcomes. It calls on families, communities, workplaces, healthcare providers, policymakers, and development partners to strengthen the Warm Chain of Support, ensuring that every mother receives continuous care and encouragement throughout her breastfeeding journey.

In the Philippines, the 2023 National Nutrition Survey reported that 61.2% (approximately 6 in every 10) infants were breastfed within the first hour after birth, while 50.4% (approximately 5 in every 10) infants under six months were exclusively breastfed. Although these figures reflect continuing efforts to promote breastfeeding, both indicators have declined compared with previous survey results, underscoring the need for stronger and more sustained support for breastfeeding mothers.

Breastfeeding provides lifelong benefits for both mother and child. It protects infants against infections and diseases by strengthening their immune system, provides complete nutrition needed during the first six months of life, supports healthy brain and nervous system development, and contributes to improved intelligence and cognitive outcomes later in life (Purkiewicz et al., 2025; World Health Organization, n.d.). For mothers, breastfeeding also lowers the risk of breast and ovarian cancers while promoting better maternal health (Chowdhury et al., 2015; Islami et al., 2015).
