In September 1947 the Philippine Red Cross established the Caloocan sub-office to serve the towns of Caloocan (later converted into a city), Malabon, and Navotas. Its office was situated inside the municipal building. When the town of Caloocan became a city on January 16, 1962, the Red Cross sub-office bid for, and became an independent chapter. ter its chapter Board of Directors. The first auxiliary board was headed by Dr. Jesus Basa, as honorary chairman; Dr. Ciriaco Santiago, Chairman, and Atty. Eliseo Marquez, Secretary, Mrs. Angelita Villavert, Chapter Administrator. The Caloocan City Red Cross counts on the ready support of officials of the city government, division of city schools, private organizations, and the various educational institutions in the city. The chapter has been training volunteers extensively to provide them an idea of how they can render their service to the community through the Red Cross. The Caloocan City Red Cross acquired its present lot on 7th Avenue, Grace Park at the compound of Tandang Sora Elementary School on May 15, 1970. The Bureau of Public Schools donated the lot through the efforts of City Schools Supt. Mrs. Modesta Boquiren. The chapter building was completed on September 26, 1971, and was inaugurated on November 18 of the same year. PRC- Caloocan City Chapter established its Blood Service Facilities on November 24, 1998, by Former Hon. Congressman Roberto Guanzon. To assist the organization in delivering timely and efficient humanitarian service to the community, the chapter building was renovated and granted an extension building through the effort of the Chapter Chairman Russel C. Ramiez, Chapter Administrator Jennifer De Guzman, and the support of the City Government of Caloocan City through the honor of Mayor Enrico โ€œRecomโ€ Echiverri. PRC Caloocan Blood Blank was renovated in 2013 through the generosity of Assistant Director Danilo Sanchez. Through the continuous support given by the Chapter Board Members, Stakeholders, sponsors, division of city schools, LGUโ€™s the chapter was able to acquire Blood Bank Equipment, Brand New Toyota Hi-Ace Ambulance Vehicle. To ensure timely, efficient, and compassionate humanitarian assistance to the most vulnerable, PRC Caloocan Chapter initiated MOA between five (5) big hospitals in Caloocan City. Under the leadership of Chairman Russel Ramirez and Mr. Roberto R. Dacles Chapter Administrator, the Caloocan City Chapter relentlessly pursued to bring its humanitarian services across its area of jurisdiction. In 2016, the Chapter acquired additional brand-new blood bank equipment through the generosity of the Rotary Club of Caloocan which expands the storage capacity of its blood service facility. In the same year, the National headquarters prepositioned a rescue vehicle with equipment that can respond to collapse structures and vehicular extrication. Five additional vehicles were added to its growing fleet in the following year, a Toyota Hi ace commuter van which is being utilized for bloodletting activities, a Toyota GL Grandia, and three motorcycles which are used for the fast delivery of vital services in the community. Red Cross 143 volunteers were established in most of the Barangays in Caloocan City to be the eyes, ears, and hands of the Philippine Red Cross at the community level. With the commitment and dedication of staff, volunteers, and Board of Directors, Caloocan City Chapter has consistently been in the top 10 well-performing chapters nationwide Since 2015 up to the present.

Every August, we commemorate International Humanitarian Law (IHL) Month, reminding us of the principles that uphold human dignity, protect civilians, and lessen the suffering brought by armed conflict. More than rules to be followed, these principles serve as a vital reminder that humanity must never be lost, even in the midst of conflict.

This yearโ€™s theme, โ€œ๐˜—๐˜ช๐˜ฏ๐˜ข๐˜ญ๐˜ข๐˜ฌ๐˜ข๐˜ด ๐˜ฏ๐˜ข ๐˜œ๐˜จ๐˜ฏ๐˜ข๐˜บ๐˜ข๐˜ฏ ๐˜ข๐˜ต ๐˜—๐˜ข๐˜จ๐˜ฌ๐˜ข๐˜ฌ๐˜ข๐˜ช๐˜ด๐˜ข ๐˜ด๐˜ข ๐˜—๐˜ข๐˜จ๐˜ด๐˜ถ๐˜ญ๐˜ฐ๐˜ฏ๐˜จ ๐˜ฏ๐˜จ ๐˜๐˜๐˜“,โ€ emphasizes that protecting humanity is a shared responsibility. Through stronger connections and collective action, we can foster greater respect for humanitarian principles and ensure that those affected by conflict are treated with dignity, compassion, and care.

The Philippine Red Cross, through its Volunteers, Logistics, and Information Technology, continues to promote awareness of IHL, uphold respect for the emblems of humanity, and deliver neutral and impartial humanitarian assistance to communities affected by emergencies and armed conflict.

In line with the celebration of International Humanitarian Law (IHL) Month with the theme โ€œPinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL,โ€ the Philippine Red Cross (PRC) Caloocan City Chapter hosted the ๐„๐ฑ๐ญ๐ž๐ซ๐ง๐š๐ฅ ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐œ๐š๐ญ๐จ๐ซ๐ฌโ€™ ๐“๐ซ๐š๐ข๐ง๐ข๐ง๐  conducted by the IHL Office on August 6โ€“7, 2026. The two-day training aimed to strengthen the capacity of PRC Caloocan personnel and volunteers to become effective external communicatorsโ€”equipping them with skills in delivering structured presentations, facilitating meaningful discussions, and speaking with confidence in public.

The training was made possible through the valuable expertise and guidance of ๐— ๐˜€. ๐— ๐—ฎ. ๐—ฃ๐—ฎ๐˜๐—ฟ๐—ผ๐—ฐ๐—ถรฑ๐—ฎ ๐—Ÿ๐—ฒ๐—ฎ ๐—–. ๐— ๐—ฎ๐˜๐—ฒ๐—ผ and ๐— ๐—ฟ. ๐—ฃ๐—ฎ๐˜๐—ฟ๐—ถ๐—ฐ๐—ธ ๐—œ๐—ฎ๐—ป ๐—”๐—ฟ๐—ฎ๐—ด๐—ผ๐—ป๐—ฐ๐—ถ๐—น๐—น๐—ผ from the IHL Office. More than developing communication skills, the training strengthened the connection between knowledge, advocacy, and actionโ€”empowering our personnel and volunteers to communicate humanitarian principles more effectively and contribute to stronger coordination and better institutional representation.

As we celebrate IHL Month, may we continue to build stronger connections and deeper unity in promoting respect for International Humanitarian Law. Through effective communication, we can amplify the message of humanity, inspire understanding, and help advance a culture that upholds IHL in every community.

The Philippine Red Cross - Caloocan City Chapter successfully conducted its CPR Caravan at the Caloocan City Jail on August 10, 2026. This vital initiative focused on equipping facility personnel with essential emergency response and Cardiopulmonary Resuscitation (CPR) skills, reinforcing the importance of medical preparedness within detention facilities.

A total of 47 dedicated jail officers completed the hands-on training session. Through interactive demonstrations, the participants gained critical knowledge and practical confidence to act swiftly and effectively during sudden cardiovascular emergencies.

This effort was made possible through the dedicated service of 2 staff members and 3 volunteers from the chapter. The Philippine Red Cross remains committed to empowering frontline personnel and local institutions with life-saving skills to ensure safer communities for all.
