The 15-day sporting event commenced with an opening parade, bringing together participating offices and agencies in a celebration of sportsmanship, teamwork, and camaraderie. Representing NSPH in the parade was Ms. Ernifer Morillo, Senior Office Assistant, who served as the hospital’s muse. The competition brought together various government offices and agencies, including the Department of Education, Department of Agriculture, Provincial Government of Northern Samar, Northern Samar Electric Cooperative, LGU Catarman, Northern Samar Police Provincial Office, University of Eastern Philippines, and 803rd Infantry Brigade.

Led by Mr. Joel Medalla, RN, designated Sports Focal Person of NSPH, the hospital fielded representatives in basketball and badminton. Ma. Felna Balanquit, PTRP, secured a silver medal in Badminton Women’s Single, bringing recognition to the hospital through her performance in the competition. Paul Alexis de Guia also represented NSPH in the badminton event.

Meanwhile, the NSPH basketball team, led by their coach Mr. Joemark Escutin, competed alongside representatives from other participating offices and agencies. The team was composed of Karl Alain Arban, Julio Arogante, Antonio Baydal, Elmer Calixtro, DMD, Raul Cuanico, Charles Delmoro, Manuel Delos Santos Jr., Renie Embile, Dr. Diego Estigoy, Gerardo Gallo, Dr. Neil Alvin Leal, Eldefonso Loberiano, John Louie Mejos, Ernie Miranda, and Dr. Jeremiah Pedrola.

Through its participation in the Kataruman Festival sports competition, NSPH reaffirmed the importance of physical wellness, teamwork, and camaraderie among public servants. β€œThere is no health without mental health.” – World Health Organization

Observed annually on October 10, World Mental Health Day highlights the importance of mental health awareness and care. Northern Samar Provincial Hospital (NSPH) joined this global observance on October 12, 2026, through a series of educational lectures and interactive activities for patients and hospital employees.

In partnership with NSPH Public Health Unit, led by Joel Medalla, RN, the morning session featured a lecture by Mr. Jay Samuel Tan, Psychometrician of the Mental Health Unit, entitled Kalusugang Pangkaisipan at Kaginhawaan at the Out-Patient Department. The discussion covered fundamental concepts of mental health, stress and stress management, signs and symptoms of mental health conditions, common mental health concerns, and the role of families and communities in prevention and management.
To encourage active participation, Mr. Tan facilitated a mental health myth-busting activity that challenged common misconceptions about mental health. He concluded the session by discussing appropriate ways to respond to individuals experiencing mental health concerns, outlining referral pathways, and highlighting PhilHealth’s Outpatient Mental Health Benefits Package, which is available at NSPH.

The afternoon session opened with a message from Dr. Joseph Estanislao, Chief of Hospital II, who emphasized the importance of looking after one's mental well-being. He also underscored the hospital's responsibility to promote mental health not only among its patients but also within its own workforce.

This was followed by a lecture from Dr. Vincent Anthony Belicena, Psychiatrist and Supervisor of the Mental Health Unit, who discussed common mental health conditions, their symptoms, and the misconceptions surrounding them. He encouraged employees to adopt three essential steps in supporting individuals who may be experiencing mental health difficulties: OBSERVE, by recognizing warning signs or changes in behavior, appearance, mood, or performance; SUPPORT, by reaching out with compassion, listening without judgment, and validating the person's feelings; and REFER, by connecting the individual to appropriate professional services and support systems.

The afternoon activities continued with a mental health poster-making competition involving employees from different hospital departments. Each participating group conceptualized and created a poster reflecting themes of mental health awareness and support. The groups then presented and explained their respective outputs, turning the competition into an opportunity for creative expression, shared learning, and meaningful conversations about mental health.

The entries were evaluated by Ma’am Lenette Lapara, Nurse III and Provincial Mental Health Coordinator, and Dr. Joseph A. Estanislao. The winners were subsequently recognized and awarded prizes for their efforts and creativity.

The celebration concluded with a mental health commitment wall, where employees wrote personal commitments to promote and protect their own mental well-being and support that of others, including fellow employees and patients.

Through these activities, Northern Samar Provincial Hospital reaffirmed its commitment to advancing mental health awareness, fostering a supportive workplace, and integrating mental health care into its broader health services. The observance served as a reminder that mental health is a shared responsibility that calls for compassion, understanding, and collective action.

As NSPH continues to strengthen mental health services for Nortehanons, it encourages everyone to help build a community where seeking help is met with understanding, support is accessible, and no one has to face their struggles alone.

This 𝐖𝐨𝐫π₯𝐝 𝐌𝐞𝐧𝐭𝐚π₯ π‡πžπšπ₯𝐭𝐑 πƒπšπ², let’s remind ourselves that taking care of our minds is just as important as taking care of our bodies. You don’t have to face your struggles alone. Sometimes, a simple β€œHow are you?”, a listening ear, or a little kindness can make a big difference. 🀝

β€’ It’s okay not to be okay.
β€’ It’s okay to ask for help.
β€’ It’s okay to take a break.
β€’ And most importantly, it’s okay to prioritize yourself.

Let’s create a community where everyone feels heard, valued, supported, and never judged. Together, let’s break the stigma and make mental health a priorityβ€”not just today, but every day.

Speak up. Reach out. Listen. Support. Care.
Because caring for mental health is caring for life.

This National Mental Health Month, let’s take a moment to look beyond what we see and check on what people may be feeling inside.

Not every struggle is visible. Behind a smile may be someone silently fighting, and behind β€œI’m okay” may be a person who simply needs someone to listen.

Let us be the reason someone feels heard, understood, and supported. Ask how they’re doing. Listen without judgment. Offer kindness. Encourage them to seek help when they need it.
It’s okay to not be okay. It’s okay to ask for help. And it’s okay to take care of yourself.

Let’s build a community where talking about mental health is welcomed, seeking help is never a weakness, and no one has to struggle alone.

Your mind deserves care. Your feelings deserve understanding. And you deserve support.

- Congenital Hypothyroidism
- Congenital Adrenal Hyperplasia
- Galactosemia
- Phenylketonuria
- G6PD Deficiency
- Maple Syrup Urine Disease

Northern Samar Provincial Hospital warmly welcomed representatives from the Provincial Government of Samar and Samar Provincial Hospital for a two day Joint Collaborative Initiative on the Northern Samar Pro Health Consignment Management System on September 28 and 29, 2026.

The Samar delegation was composed of Ma. Ruthchell Hernandez, Provincial Treasurer; Jayson Torente, Provincial Accountant; Errol EspiΓ±a, Assistant Provincial Budget Officer; Marissa Mabingnay, Provincial Internal Audit Officer; Winger Bordios, Procurement Officer; Rea Lyn A. Figueroa, Budget Staff; Donie Palomas, Jucelyn Carillo, and Josephune Dolo from the General Services Office; Allan Rambano, Provincial Legal Officer; Jane Louwella Nicart, Attorney III of the Provincial Legal Office; Dr. Jansenn Mutya, Chief of Samar Provincial Hospital; Alejo M. Ilao Jr., Hospital Administrator of Samar Provincial Hospital; and Vincent Paul Moreno, LTOO II, Accounting, along with members of their respective offices.

During the opening, Dr. Joseph A. Estanislao, MBAH, Chief of Hospital II of NSPH, welcomed the delegation and expressed his hope that Samar would see the consignment system as Northern Samar does, as a mechanism that benefits not only patients but the hospital and its overall management as well. The guests then visited different departments of NSPH to gain a closer look at the hospital's operations.

The first day focused on the Northern Samar Pro Health Consignment Management System, with discussions led by Dr. Magea A. Robis, Therapeutic Chairman of the Consignment Management Committee, and Eve L. Legion, MPA, Division Chief of the Health Systems Support Division. The discussion presented how the system connects the Provincial Health Office, NSPH Warehouse, provincial and district hospitals, primary care facilities, PhilHealth YAKAP implementation, and partner consignors to ensure zero stock out, zero wastage, and uninterrupted access to essential medicines and medical supplies.

It also highlighted the four pillars of the system: Legal Framework, Leadership and Political Will, Consignment Agreement, and Monitoring and Evaluation. These support simplified processes, clear responsibilities, reliable supplier partnerships, transparent transactions, regular monitoring, and accountability.

The discussion was followed by a consultation forum, allowing both sides to exchange questions, experiences, and insights on the implementation of the consignment mechanism, and was concluded with a closing statement from Dr. Ma. Aurora Dubongco Vicencio, FPPS, MMHOA, PGDH, Provincial Health Officer II.

On the second day, the Samar delegation took part in a process walkthrough of the Northern Samar Consignment Framework with the CMC Secretariat and CMC Therapeutic Chairman, giving them a closer look at how the system is implemented in actual operations. The activity also covered the system's monitoring and evaluation mechanisms, including product evaluation, consultations with consignors and stakeholders, quarterly performance assessment, annual committee meetings, and regular operations audits.

The two day initiative concluded with a program initiative discussion between the Provincial Government of Samar and Provincial Health Office, further opening opportunities for collaboration and exchange between the two provinces.

The Northern Samar Pro Health Consignment Management System is made possible through the Consignment Management Committee, led by Hon. Harris Christopher M. Ongchuan, Governor of Northern Samar, together with its members from the Provincial Health Office, Provincial Government, NSPH, and eight district hospitals.

More than a sharing of processes, the two day initiative brought together two provincial health systems with a shared purpose: strengthening the way healthcare resources are managed so that essential medicines and supplies remain available to the patients who need them.

Through stronger partnerships, shared knowledge, and continued collaboration, NSPH and its partners remain committed to building health systems that work better for every patient.
