'THE COURT CANNOT BECOME A REFUGE FOR IMPUNITY'

Associate Justice Alfredo Benjamin Caguioa, in his concurring opinion, voted to deny Sen. Bato dela Rosa's petition to enforce a temporary restraining order (TRO) against the International Criminal Court's arrest warrant, stating that the Supreme Court will not become a refuge for those in power who attempt to outrun justice.
