The Department of Health – Treatment and Rehabilitation Center Region 2 recognized the Psychology interns from Isabela State University – Echague Campus during their Internship Closing Ceremony, marking the successful completion of their 200-hour clinical internship.

Under the leadership of Chief of Hospital III, Dr. Charity I. Canapi, and through the partnership between the DOH-TRC R02 and ISU–Echague, the internship program offered the interns valuable hands-on experience across various clinical and rehabilitation services under the supervision of the Psychological Services Section.

Their training included psychological assessments, individual and group interventions, intake interviews, treatment planning, case conferences, and therapeutic activities such as art therapy, psychodrama, and mental health education.

The interns also supported the implementation of outpatient, aftercare, and inpatient programs, while actively contributing to major institutional activities, including the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT), Family Day, and Team Building, further enriching their learning experience in rehabilitation and community engagement.

Conducted from June 13 to July 17, 2025, the internship provided meaningful hands-on experience, equipping them with practical skills, professional competence, and a deeper commitment to compassionate mental health care.

The Department of Health Treatment and Rehabilitation Center (DOH-TRC), through the leadership of Dr. Charity I. Canapi, Chief of Hospital III, initiated a consultative meeting with the Department of Social Welfare and Development (DSWD) Field Office 02 on August 10, 2026, at the DSWD Field Office 02.

The meeting aimed to explore the possible signing of a Memorandum of Agreement (MOA) between the two agencies to help ease the financial burden of patients seeking services at the Center. The proposed partnership is expected to provide additional support mechanisms that will facilitate patients’ access to treatment and rehabilitation services.

The activity also focused on the Yakap Bayan Program, which seeks to further strengthen collaboration and coordination between DOH-TRC and DSWD in providing support to patients enrolled in the Outpatient and Aftercare Programs. Through stronger inter-agency collaboration, both agencies aim to enhance the delivery of appropriate interventions and social support services to patients as they continue their recovery and reintegration into their families and communities.

Present during the meeting from DSWD Field Office 02 were Mr. Celso Arao, Assistant Regional Director for Administration; Atty. Erik Lingan, Attorney III; Ms. Giselle Cipriano, Sectoral Focal Person; Ms. Krisha Torio, Yakap Bayan Focal Person; Ms. Irene Gacias, Community-based Head; and Ms. Valentina Monterubio, SWAD Cagayan Team Leader.

Representing DOH-TRC were Dr. Charity I. Canapi, Chief of Hospital III; Atty. Abigail Ancheta, Attorney III; Dr. Antonio Urata, OPAC Division Head; Ms. Cheeni Mabbayad-San Pedro, Aftercare Section Head, Ms. Helen Grace Hipolito, Outpatient Section Head, and Ms. Kathrene Bacud, Head Executive Assistanr.

The consultative meeting marks another step toward strengthening inter-agency partnerships and ensuring that patients receive comprehensive treatment, aftercare, and social support services. Through collaborative efforts, DOH-TRC and DSWD Field Office 02 remain committed to reducing barriers to recovery and promoting the well-being and successful reintegration of individuals undergoing treatment and rehabilitation.

DOH-TRC Region 02 Celebrates Recovery Milestones Through Aftercare and Outpatient Program Graduation Ceremony

In recognition of the remarkable recovery milestones achieved by its clients, the Department of Health – Treatment and Rehabilitation Center Region 02 (DOH-TRC Region 02) successfully held its Aftercare and Outpatient Program Graduation Ceremony on August 7, 2026, at the TRC Gymnasium.

The ceremony honored clients who successfully completed their respective treatment programs and demonstrated sustained recovery and successful reintegration into their communities. A total of 64 graduates were recognized, comprising 17 graduates from the Outpatient Program and 47 graduates from the Aftercare Program, all of whom were joined by their family members in celebrating this significant achievement.

The event highlighted the graduates' remarkable determination, resilience, and discipline in overcoming substance dependence and embracing healthy, productive, and drug-free lives. Their inspiring journeys served as a testament to the transformative impact of comprehensive treatment, continuous recovery support, and strong family involvement.

The graduation ceremony likewise underscored the enduring partnership between DOH-TRC Region 02 and its partner agencies in promoting sustainable recovery and community reintegration. Distinguished guests who delivered inspirational messages included Gil Cesario Castro, Regional Director of the Philippine Drug Enforcement Agency (PDEA) RO2; Dr. Guia Comillas,Local Health Support Division Chief of the Cagayan Valley Center for Health Development (CVCHD); Franco G. Lopez, Assistant Regional Director for Operations of the Department of Social Welfare and Development (DSWD) RO2; and Ma. Cristina C. Vibar, Regional Officer-in-Charge of the Parole and Probation Administration (PPA) RO2. Through their unwavering commitment and support, these partner agencies continue to strengthen the Center's mission of empowering clients to achieve lasting recovery and meaningful reintegration into society.

Adding inspiration to the celebration, several graduates shared their personal stories of hope, resilience, and transformation, reflecting on the challenges they overcame throughout their recovery journey. Selected family members also recounted their own experiences, emphasizing the vital role of love, understanding, and steadfast support in helping their loved ones rebuild their lives.

More than a graduation ceremony, the event symbolizes a renewed beginning for every graduate and reaffirms DOH-TRC Region 02's commitment to delivering responsive, holistic, and client-centered rehabilitation services for Persons with Substance Use Disorder (PSUDs). It stands as a powerful reminder that recovery is possible through collaboration, perseverance, and the collective support of families, communities, and partner institutions.

Building a Culture of Accountability: TRC RO2 and PDEA Region 02 Strengthen Commitment to a Drug-Free Workplace

The DOH–Treatment and Rehabilitation Center Region 02 (DOH-TRC RO2), through its Drug-Free Workplace Committee and in partnership with PDEA Region 02, successfully conducted the Orientation on the Drug-Free Workplace Program for employees on August 6, 2026, at the DOH-TRC RO2.

The activity was graced by key officials and resource speakers from PDEA Region 02, led by Mr. Renante Rosero, Chief Administrative Officer, and Atty. Jojo Tarun, Legal Officer, who provided valuable insights on the legal framework, preventive educationimportance of maintaining a drug-free workplace and the shared responsibility of every employee in advancing this advocacy.

During his presentation, Atty. Tarun emphasized the collective role of every Filipino in addressing the drug problem, stating, “Everyone must be concerned about our fight against illegal drugs. It’s not our fight alone, but everyone’s fight. Let us work together.” His message reinforced the significance of unity, accountability, and active participation in creating a safe, healthy, and productive work environment.

In her closing message, Dr. Charity I. Canapi, Chief Hospital III, underscored the responsibility of every TRC personnel to uphold the Center's values by embracing a drug-free lifestyle and fostering a workplace culture rooted in integrity, accountability, and wellness.

The successful conduct of the orientation marks another significant milestone in TRC RO2's continuing commitment to promoting a safe, healthy, and drug-free workplace—strengthening not only the well-being of its workforce but also its mission of providing quality public service to the communities it serves.

From Recovery to Opportunity: Strengthening Pathways for Sustainable Reintegration

The DOH Treatment and Rehabilitation Center (DOH-TRC) Region 02, represented by Dr. Charity I. Canapi, Chief of Hospital III; Atty. Abigail M. Ancheta,Attorney III, and Ms. April Alyson Garduque-Recolizado, Nurse II, paid a courtesy visit to the Department of Labor and Employment (DOLE) Region 02, where they were received by the Assistant Regional Director, Atty. Remedios T. Vegim-Teves, on behalf of the Regional Director, Imelda E. Romanillos,CESO IV.

The meeting provided an opportunity to follow up on the status of the Center’s request for Government Internship Program (GIP) who may be assigned to DOH-TRC Region 02, providing additional workforce support while offering beneficiaries meaningful exposure and experience in government service.

Beyond the immediate concern, the discussion with Mr. Jonnel V. Domingo, Senior Labor and Employment Officer, also explored opportunities for future collaboration on livelihood assistance for DOH-TRC RO2 patients as they transition back into their families and communities. Through DOLE’s livelihood initiatives, the Center hopes to strengthen the economic component of reintegration by providing qualified clients with opportunities to develop sustainable sources of income, rebuild their independence, and become productive members of society.

The courtesy visit reflects DOH-TRC Region 02’s continuing efforts to build meaningful inter-agency partnerships that recognize that recovery goes beyond treatment—it also requires opportunities, support, and an enabling environment for successful reintegration.

Our sincere appreciation to DOLE Region 02 for the warm reception and openness to future collaboration. We look forward to strengthening this partnership toward empowering individuals in recovery and creating pathways to a more productive and sustainable future.
