Benguet State Universityโ€™s Committee on Anti-Red Tape (CART) conducted a monitoring activity at BSU La Trinidad, Buguias, and Bokod to ensure offices adhere to the guidelines of the Anti-Red Tape Authority (ARTA).

The monitoring checked compliance across ten key operational standards to strictly enforce Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The committee systematically audited the visibility and accuracy of the updated Citizenโ€™s Charter (CC) handbooks and billboards, ensuring that clear step-by-step procedures, required documents, processing times, and applicable fees are prominently displayed to the public.

The monitoring team also evaluated compliance with prescribed processing times for simple transactions, the visible implementation of official identification cards, professionalism among frontline personnel, and the functionality of the Public Assistance and Complaints Desk (PACD). Attention was also given to the accessibility of the offices, checking for the presence of designated priority lanes for persons with disabilities, senior citizens, and pregnant women.

To ensure an organized and efficient transacting environment, the inspection covered queue management systems, service area ventilation, and the utilization of both physical and digital communication channels. Frontline offices were likewise assessed on their active administration of Client Satisfaction Measurement (CSM) feedback mechanisms, such as QR codes and suggestion boxes, which was further validated through direct, random client interviews regarding their actual transaction experiences.//EBawang

The Security Services Office (SSO) led this weekโ€™s flag-raising ceremony.

Following the ceremony, College of Social Sciences Faculty Member Kristine Baniqued - Dela Cruz gave a message on service in observance of National Flag Day. She emphasized that the Philippine flag is a sacred symbol of historical struggles fought by our ancestors. After her speech, Baniqued - Dela Cruz challenged Benguet State University (BSU) constituents with a question.

Ruth D. Lalio of the Office of the VP for Administration and Finance (OVPAF) then facilitated a trivia game with tokens for correct answers.

Next, SSO Director Odelon C. Dulay recognized Security Guards: Arlene Ogoy, Dwight Domingues, Jerome Dulay, and Jonathan Velasco for their quick responce in resolving a fire incident that happened at the Gladiola Building premises. He likewise reminded building managers and employees to strictly observe fire safety measures.

An oath-taking ceremony of newly hired and promoted employees was later officiated University President Kenneth A. Laruan.

University Business Affairs Executive Assistant Charmie Ann C. Ferreria announced the deadline for the Sariling Sikap program application to be extended until June 4, 2026 and invited interested BSU constituents to apply.

Moreover, VP for Research and Extension Roscinto Ian C. Lumbres reminded BSU constituents of the schedule for the 10th University Student Research Congress on June 3-4, 2026 at the Research and Extension Building, Agri-based Technology Business Incubator/Innovation Center, and the Northern Philippine Root Crops Research and Training Center. Lumbres then encouraged others to participate.

This was followed by Mountain Collegian (MC) Staff Armi-Jay R. Paragas who congratulated the winners during the Pagtalinaedan 2026: Northern Luzon Student Press Convention hosted by the College Editors Guild of the Philippines on May 30-31 with the theme โ€œUnite for Life and Sovereignty, Write for the People of the North.โ€ The winners are:

Benguet State University, represented by Gender and Development (GAD) Director Jude L. Tayaben and GAD-Technical Working Group member Estrellita M. Daclan, virtually attended the launching of Romblon State Universityโ€™s (RSU) Family Empowerment Center (FEC).

The center was established through the Commission on Higher Educationโ€™s ARUGA project and RSUโ€™s Project PAG-IBIG. This initiative aims to create a nurturing environment of care, hope, and opportunity where every child is protected and every family is supported.

The event also highlighted a hybrid signing of a Memorandum of Understanding (MOU) between RSU and participating SUCs, including BSU. University President Kenneth A. Laruan signed the agreement, witnessed by Tayaben, TWG members Daclan, Susan Buasen-Ocasen, and Imelda G. Parcasio.

The MOU seeks to establish FEC across the participating campuses adopting RSUโ€™s model to provide integrated services and advance family empowerment programs. It also aims to form an FEC Consortium to share best practices, scale services, and institutionalize the program.//DPaydowan

Please be reminded that the Carless Day will again be observed on June 4, 2026 (Thursday).

Vehicles actually used by Persons with Disabilities and Senior Citizens, delivery vehicles, and guests of the Home Management, Executive Guest House, and Guestels are exempted.

Delivery vehicles are advised to take the shortest route possible.
This is also to reiterate that the designated common free parking areas for students, employees and clients are at the College of Veterinary Medicine and College of Information Sciences parking areas but they are allowed a maximum of two (2) hours after presenting their BSU ID or proof of transaction with BSU. There are also public pay parking areas at the BSU Dry Goods and Swamp Backfilled Areas.

Aside from those mentioned above, the areas covered by the Carless Day Policy are ALL of university parking lots until the College of Engineering, College of Human Kinetics, College of Forestry, and Research and Extension compound (including the NPRCRTC). This means that even the areas at the UHS and ICT Office are included.

Any violation hereof shall subject the erring employee or student to sanction in accordance with the provisions of Civil Service Rules and Regulations and the BSU Student Handbook. Non-BSU employees and students will be dealt with by the Office of Security Services.

This effort is inspired by the Local Government of La Trinidad's commitment to environmental stewardship and aligned with the global Sustainable Development Goals. Please support BSU as it takes action to promote a "balanced and healthful ecology in accord with the rhythm and harmony of nature."

For all of us, this means that once a month, we can embrace alternative transportation and opt for walking, biking, or utilizing public transportation. This reduces our carbon footprint contributing to a healthier environment for everyone.
Let's walk together towards a greener future!
