Philippine Accessible Disability Services Inc. - PADS PADS works to enable the People With Disabilities community to grow and develop as independent, integrated, fully human and empowered citizens in society.

PADS works closely with various partners and stakeholders on programs that aim to promote People With Disabilities (PWD) human rights and volunteering within the PWD community. PADS increases participation of the PWD in electoral processes and enhance skills access and opportunities of the Filipino Sign Language (FSL). PADS Sports for Inclusion , one of our newest programs aims to ensure the access towards sports participation of persons with disabilities.

TikTok users who mock persons with disabilities (PWDs) may be subject to legal action, now that the platform can directly report such incidents to the government body overseeing the welfare of PWDs.

The National Council for Disability Affairs (NCDA) announced on July 11 that it had established a direct reporting mechanism with TikTok Philippines to address disability-related concerns on the social media platform.

The development comes after reports of the “One Wish Willow” trend on TikTok being hijacked to mock PWDs. The trend is inspired by the horror film “Obsession,” in which a character makes a wish using the “One Wish Willow” and receives gruesome, exaggerated results.

While most creators used the trend for relatable or humorous content, some users posted videos wishing to be “special,” mimicking behaviors associated with PWDs, including twitching, paralysis, and speech impairments.

The direct reporting mechanism between the two bodies involves the proper endorsement, review, and action on reported content involving PWDs. Creators who rely on mocking or exploiting PWDs may potentially face content removal, bans, or legal action following review and escalation.

The Magna Carta for Persons with Disabilities (Republic Act No. 7277) outlaws acts that intimidate or harm the self-esteem of PWDs, especially when presented in mass media such as social media platforms.

“[Creativity and free expression] must always be utilized in a responsible manner and with regard for human dignity. People with impairments should never be exploited as tools for generating online attention, amusement, or as the subject of humor,” the NCDA said.
