Boracay, 7 other sites approved to host APEC meetings in 2015

Malacanang has approved eight areas in six regions - including some hit by recent typhoons - as sites for hosting the Asia Pacific Economic Cooperation meetings in 2015.

The areas approved to host the APEC meetings include Metro Manila; Boracay and Iloilo City in the Western Visayas; Tagaytay City in Southern Tagalog; Metro Cebu in the Central Visayas; Bagac, Bataan and Clark, Pampanga in Central Luzon; and Legazpi City, Albay in Bicol.

This was contained in a July 22 memo from Executive Secretary Paquito Ochoa Jr. to organizers of the APEC 2015 meetings, including local government units concerned.

Ochoa's memo, a copy of which Albay Gov. Jose Salceda posted on his page, indicated the following sites had been "approved to host the different APEC 2015 meetings."

SC LIFTS TEPO ON CATICLAN RECLAMATION PROJECT

The Supreme Court has lifted the Temporary Environmental Protection Order it issued against the reclamation project in Caticlan, Malay, Aklan.

In en banc resolution, the SC granted the petition of the Provincial Government of Aklan and ordered the lifting of the TEPO stopping the reclamation project along the coastline of Caticlan.

It can be recalled that the TEPO was sought by the Boracay Foundation Incorporated due to alleged failure of the provincial government to observe procedure and prerequisites before implementing the project.

However, the issue was already resolved and even the BFI already gave their endorsement for the project.

The lifting of the TEPO will now pave the way for the completion of the 2.6 hectares reclamation project, according to Caticlan jetty port administrator Niven Maquirang.

Maquirang in previous interview said the reclamation is almost 80 percent done when stopped by the SC.

“We can now resume and finish the remaining 20 to 25 percent of the reclamation and immediately start the construction of the new terminal building,” he said.

The project has an allocation of P226 million funded through a bond flotation.

Of which, P126 million is allocated for the reclamation while the remaining P100 million is for the new terminal building and port facility that will cater to ferries bound to Boracay.* (Informer)

Study to put up LRT from Iloilo to Kalibo

The city government of Iloilo is looking into the possibility of a light railway transport (LRT) system linking Iloilo to the province of Aklan.

Last July 7, Iloilo City mayor Jed Patrick Mabilog sought the assistance of Department of Transportation and Communications (DoTC) for funds for the conduct of project feasibility study.

The city mayor is hoping to secure favorable approval from DoTC Assistant Secretary Ildefonso Patdu, Jr., head of Project Implementation for Railroads and Railways for the technical funds.

Systra Philippines is recommended to undertake detailed feasibility study of the railway project that will serve train commuters of Iloilo all the way to Kalibo, Aklan.

The project will likely address the transport demand and improve accessibility by linking Iloilo City to the municipalities of Capiz and Aklan.

Mabilog said, “LRT project aims to connect Iloilo City to Kalibo, Aklan and to boost commerce, trade and tourism for Iloilo and Aklan provinces and the entire Panay Island.”

The railway system is among the major infrastructure projects being pushed to boost the island’s economy, the Regional Development Council (RDC) of Western Visayas stated three years ago.

Boracay infra ports development ahead of APEC

Ahead of Asia-Pacific Economic Cooperation (APEC) possible hosting of Boracay Island for the ministerial meeting next year, the national government will develop Caticlan and Cagban ports in Malay, Aklan into ‘all-weather ports’.


Caticlan port administrator Niven Maquirang said the Department of Transportation and Communications (DoTC) is allocating P207-million for the infrastructure projects in Caticlan port and P71-million for the extension and widening of existing Cagban port.

Maquirang said the national government is also looking to upgrade the facilities as world-famed Boracay Island is under considerations by APEC organizers to host high-level ministerial meetings on May 2015.

DoTC is set to bid out the Caticlan port development while the Cagban port expansion project will soon be underway for APEC next year.

Last week, APEC National Organizing Council inspected high end hotels and island facilities as pre-requisites for the hosting of upcoming APEC ministerial meetings.

“Ang mga resorts and hotels sa Boracay ay ready sa mga makarang mga meetings, but the roads and ports natun ay kinahang-ean na maayos pa bago ang APEC,” Maquirang said.

“We hope maka-bid out na ang DoTC for Caticlan port para maumpisan na it mga contractors.”

According to Sangguning Bayan Rowen Aguirre, the APEC hosting of Boracay Island is waiting for the approval of President Benigno Aquino III since the APEC NOC already assessed the readiness of the island.

Aguirre is designated by Malay mayor John Yap to head an inter-agency local task group in preparations of the local government for the APEC ministerial meetings in the island resort.

Ahead of APEC Summit, the task group is also discussing contingency plans and from many aspects with government agencies.

Meanwhile, Maquirang said the government also targets to expand the facilities of the Caticlan and Cagban ports that will handle increasing passenger traffic, around 6,000 passengers daily, and a number of international cruise ships to Boracay Island for the next five to ten years.

It also plans to put up an alternate port in the northernmost portion of Barangay Yapak to decongest the volume of passengers in Cagban port in Sitio Cagban in Barangay Manoc-Manoc.
