The National Center for Mental Health (NCMH) achieved a 96% rating, classified as Very Satisfactory, during the 2026 Integrated Hospital Operations and Management Program (IHOMP) Validation conducted on September 30, 2026.
The validation was facilitated by the IHOMP Committee, led by its Chair, Atty. Jose Marie P. Iporac. The evaluation was conducted by the Health Facility Development Section of the Department of HealthβMetro Manila Center for Health Development (DOH-MMCHD), headed by Mr. Kenneth F. Tardecilla, Nurse III, alongside validators Engr. Allen Theodore S. Marilao, DMO II; Dr. Normand E. Fernandez, DMO II; Ms. Maria Mae G. Advincula, Health Program Officer II; Ms. Cristina B. Cunanan, Medical Technologist II; and Mr. Aaron Sam L. Arac, Medical Technologist II.
During the session, the DOH-MMCHD validation team outlined the IHOMP framework, its legal basis under DOH Administrative Order No. 2022-0021, and its role in driving efficient, high-quality healthcare delivery across core operational areasβincluding governance, ethics and patients' rights, quality improvement, integrated people-centered services, patient and facility safety, emergency management, and resource managementβwhich were then evaluated through on-site inspections across NCMH facilities, document reviews, and staff interviews.
The 96% rating is more than a measure of compliance; it represents the collective work of NCMH personnel and offices in upholding quality, patient safety, accountability, and people-centered care. At the same time, the validation provides an important opportunity for the Center to build on its strengths, address identified gaps, and continuously improve its systems and services.
NCMH, as the countryβs premier mental health reference center, remains committed to strengthening its institutional practices and advancing safe, responsive, and quality mental health care for the Filipino people.
Congratulations!
