Universal Health Care only works if there are physicians to deliver it. In most of the Philippines, there aren't enough.

Only PhilHealth-accredited physicians can bill under UHC, so we mapped where they actually are.

The national ratio: 43.6 physicians per 100,000 people, less than a third of the WHO benchmark. 9 of the 10 provinces with the lowest ratios are in Mindanao, while NCR alone holds nearly 30% of all physicians for just 12% of the population.

47 of 83 provinces don't have a single accredited specialist in at least one field.

The physicians UHC depends on are too few, and unevenly spread.

ACRI and the Unilab Center for Health Policy presented key findings to the PhilHealth Board on rationalizing Z-benefits and exploring new payment methods for outpatient specialist care (OSC).

This is Phase 2 of the PhilHealth Benefits 2.0 project, building a forward-looking benefit design for catastrophic illness and outpatient specialist care, and bridging current policy with the reforms envisioned under the Universal Health Care Act (RA 11223).

Because good health financing isn't just about numbers. It's about making sure Filipinos get the care they need, when they need it most.
