The Toxicology Referral and Training Center (TRTC) of the East Avenue Medical Center was established in April 1995. It functions as a diagnostic, management, and referral center which serves the patients and the community by providing information and awareness. The TRTC’s main responsibility is to provide a 24-hour emergency toxicology management consultations for victims of poisoning, and serve as a source for pharmacology and toxicology-related information. The TRTC monitors the epidemiology of human poisoning and provides surveillance for environmental and occupational chemical exposures, drug abuse, and pharmaceutical interactions and adverse effects. All the nurse toxicologists of the TRTC are highly specialized and trained to assess and manage poisoning emergencies. When a case is being referred to the TRTC, resident rotators and/or nurse toxicologists assess its severity and use knowledge and experience, team consultations, and a variety of references to identify the poison and recommend treatment. The TRTC also serves as one of the training centers in toxicology for doctors, nurses and other allied healthcare professions; in-patient and out-patient management of poisoning cases; emergency response during chemical incidents; perform researches in poisoning, toxicities, and adverse drug reactions; perform health and environmental assessment, and environmental monitoring.

Welcoming Our October Rotators to TRTC! 📚⚕️

This October, the East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC) is pleased to welcome four resident physicians who will be joining the center for their toxicology rotations.

Joining us for a month-long rotation are:
• Dr. Renz Marion Torres – Emergency Medicine, East Avenue Medical Center
• Dr. Irene Balatbat-Ferrer – Emergency Medicine, St. Luke's Medical Center Quezon City

They will also be joined for week-long rotations by:
• Dr. Austin Flores – Family and Community Medicine, East Avenue Medical Center
• Dr. Selwyn Joseph Santiago – Family and Community Medicine, East Avenue Medical Center

Throughout their respective rotations, our residents will gain firsthand experience in the evaluation and management of poisoned patients, complemented by bedside teaching, case discussions, and multidisciplinary learning. We hope their time with TRTC provides meaningful opportunities to deepen their understanding of toxicology and appreciate its relevance across both emergency and primary care practice.

Whether spending a week or an entire month with us, we look forward to sharing valuable learning experiences that they can carry back to their respective training programs and future practice.

September in Action: Expanding Expertise, Building Preparedness, and Growing Together ⚕️📚☢️

September was another productive month for the East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC), marked by nationwide mentoring, professional development, emergency preparedness, occupational health initiatives, and continued investment in the next generation of healthcare professionals.

TRTC continued its Strengthening Toxicology Nationwide through Mentoring and Monitoring initiative with a visit to Southern Philippines Medical Center (SPMC) to evaluate its Poison Treatment and Control Institute. Together with the DOH Environmental and Occupational Health Division, the team provided technical guidance, shared experiences, and identified opportunities to support the continued development of toxicology and poison management services in Mindanao.

Professional growth in toxicology nursing also took center stage during the 4th Annual Convention and Scientific Conference of the Toxicology Nurses Association of the Philippines (TNAP). The occasion was made even more meaningful as Ms. Cacharel Castillo and Mr. Ricardo Escorpiso Jr. were formally inducted following their successful certification as Certified Clinical Toxicology Nurses (CCTN).

Beyond clinical toxicology, TRTC participated in the Public Consultation on the Draft Manual of Operations on Enhancing Occupational Health Services for MSMEs and Informal Workers in Malay, Aklan, contributing toxicology perspectives toward occupational health systems, worker protection, and effective referral pathways.

Preparedness for complex emergencies remained a priority as representatives from EAMC Emergency Medicine and TRTC participated in the Radiological and Nuclear Medical Emergency Preparedness and Response Training in Cebu. Through lectures and practical drills, participants further developed their capabilities in the medical management and coordinated response to radiological and nuclear emergencies.

We also welcomed our September resident rotators—Dr. Jose Lumbaya Claver from Emergency Medicine, Pasig City General Hospital, together with Dr. Sarah Alberastine and Dr. Mikaella Jeleene Asoy from EAMC Family and Community Medicine. We hope their time with TRTC provided meaningful clinical experiences and valuable lessons they can carry forward in their respective fields.

Capping off an eventful September, EAMC-TRTC participated in the 27th Annual Convention of the Philippine Society of Clinical and Occupational Toxicology (PSCOT) in Zamboanga City, with the theme “Scaling Toxicology for Universal Health Care: Regional Development, Local Capacity, National Impact.” TRTC Head Dr. Emily Sarne-Olaño served as Chair of the Scientific Committee, leading the development of the scientific program, including the selection of topics and organization of its overall flow.
The convention also marked an important institutional milestone as EAMC-TRTC was formally recognized as a Class B Poison Control Center, reflecting the collective dedication of the entire TRTC team to continuously improving its services, systems, training, and standards of toxicologic care.

September was a month of shared learning, meaningful partnerships, and milestones that reflect how far TRTC has come—and the opportunities that still lie ahead.

Scaling Toxicology, Celebrating Milestones 🌏⚕️🏆

The East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC) proudly participated in the 27th Annual Convention of the Philippine Society of Clinical and Occupational Toxicology (PSCOT), held on September 30–October 1, 2026 at the Marcian Garden Hotel, Zamboanga City, with the theme: “Scaling Toxicology for Universal Health Care: Regional Development, Local Capacity, National Impact.”

The two-day convention highlighted the importance of bringing toxicology expertise closer to communities through stronger regional poison services, capable healthcare teams, tele-toxicology and referral networks, equitable access to antidotes, toxicovigilance, and innovations responsive to local needs.

EAMC-TRTC was represented by Dr. Emily Sarne-Olaño, Dr. John Paul E. Ner, Dr. Rhodora Madrid-Reyes, Dr. Cherie Grace Quingking, Dr. Armie Gutierrez, Dr. TereAnthony Abella, Dr. Ellen Grace Joy Samaniego, Dr. Raezelle Nadine Ramoso, Ms. Maria Cecilia Dolores, and Mr. Ricardo Escorpiso Jr.

Beyond participating as delegates, TRTC played an important role in the convention's scientific program. Dr. Emily Sarne-Olaño served as Chair of the Scientific Committee, leading the development of the scientific program, including the selection of topics and organization of its overall flow. The program explored toxicology across the Universal Health Care continuum—from frontline and resource-limited care to regional poison control, workforce development, antidote access, toxicovigilance, and innovation.

The gathering was made even more memorable as EAMC-TRTC was formally recognized as a Class B Poison Control Center—an important milestone reflecting the collective efforts of the entire TRTC team in continuously improving its services, systems, training, and standards of toxicologic care. 🏆

Adding to the center's academic participation, Dr. Raezelle Nadine Ramoso presented her case series on iatrogenic systemic botulism during the poster presentation, sharing valuable clinical experiences and learning points with the toxicology community.

From helping shape the scientific program, to sharing clinical experiences and celebrating an institutional milestone, EAMC-TRTC's participation reflects its continuing commitment to education, collaboration, regional capacity building, and toxicologic excellence.

Promoting Safer and Healthier Workplaces through Collaboration 🦺🤝

The East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC) participated in the Public Consultation on the Draft Manual of Operations on Enhancing Occupational Health Services for Micro, Small and Medium Enterprises (MSMEs) and Informal Workers, held on September 21–25, 2026 at Pinnacle Resort and Villas, Malay, Aklan.

The activity brought together stakeholders to review the proposed framework for occupational health services, with discussions encompassing prevention, care, rehabilitation, return to work, surveillance, and the development of effective referral and back-referral pathways, including access to Toxicology Specialty Centers.

Representing EAMC-TRTC were Dr. Emily Sarne-Olaño, Dr. Cherie Grace Quingking, and Ms. Pauline Aure, together with Engr. Jocelyn Soria from the DOH Environmental and Occupational Health Division (DOH-EOHD).

Through initiatives such as this, EAMC-TRTC continues to contribute its expertise toward improving occupational health systems and promoting safer, more accessible, and responsive healthcare for Filipino workers.

Building Preparedness for Radiological and Nuclear Emergencies ☢️🚨

The East Avenue Medical Center (EAMC) participated in the Radiological and Nuclear Medical Emergency Preparedness and Response Training, held on September 20–27, 2026 at the Cebu Grand Hotel.

Spearheaded by the Vicente Sotto Memorial Medical Center – Toxicology Specialty Center (VSMMC-TSC) and the Health Emergency and Disaster Management Unit, the activity combined lectures and practical drills focused on Radiological and Nuclear emergencies, providing participants with essential knowledge and hands-on experience in preparedness, medical management, and coordinated emergency response.

Representing the EAMC Department of Emergency Medicine was Dr. Maria Veronica Datinguinoo, together with Dr. John Paul E. Ner and Dr. Ellen Grace Joy Samaniego from the EAMC Toxicology Referral and Training Center (EAMC-TRTC).

Their participation highlights the importance of collaboration between Emergency Medicine and Toxicology in building institutional capacity to respond effectively to complex radiological and nuclear incidents.

Through continued training, simulation, and inter-institutional collaboration, EAMC and TRTC remain committed to fostering a prepared, coordinated, and resilient healthcare response to CBRN emergencies.

Celebrating Excellence in Toxicology Nursing 🧪🩺

The East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC) proudly participated in the 4th Annual Convention and Scientific Conference of the Toxicology Nurses Association of the Philippines, Inc. (TNAP), held on September 11, 2026 at The Bayleaf Intramuros, Manila.

With the theme “Modern Challenges in Toxicology: CBRNE Preparedness, Forensic Insights & Legal Accountability,” the convention provided a valuable platform for scientific learning, professional development, and collaboration among toxicology nurses and healthcare professionals.

Strengthening Toxicology Nationwide through Mentoring and Monitoring ⚕️

Continuing its commitment to advancing toxicology services across the Philippines, the East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC), together with the Department of Health – Environmental and Occupational Health Division (DOH-EOHD), conducted a Mentoring and Monitoring Visit to Southern Philippines Medical Center (SPMC) on September 15–17, 2026.

The three-day activity focused on the evaluation of SPMC’s Poison Treatment and Control Institute, providing an opportunity to review its programs, services, systems, and ongoing initiatives in toxicology and poison management. Beyond monitoring, the visit fostered meaningful discussions, knowledge sharing, and collaborative problem-solving aimed at identifying opportunities for continued development and enhancing the delivery of safe, responsive, and high-quality toxicologic care.

The mentoring and monitoring team was composed of Engr. Jocelyn Soria from the DOH Environmental and Occupational Health Division, together with Dr. Emily Sarne-Olaño, Dr. John Paul E. Ner, and Dr. Armie Gutierrez from the East Avenue Medical Center – Toxicology Referral and Training Center.

Through continued partnership with institutions across the country, mentoring and monitoring initiatives provide opportunities not only to evaluate existing services but also to exchange experiences, address challenges, and develop practical approaches responsive to the needs of the communities they serve.

EAMC-TRTC extends its appreciation to Southern Philippines Medical Center and its Poison Treatment and Control Institute for their warm welcome, active participation, and continued dedication to advancing toxicology services in Mindanao.

Welcoming Our September Rotators to TRTC!

This September, the East Avenue Medical Center – Toxicology Referral and Training Center (EAMC-TRTC) is pleased to welcome two Emergency Medicine resident physicians as they begin their rotation with the center.
