Commission on Population and Development (CPD) Launches RESTART Session at TRC‑LU

The Commission on Population and Development (CPD), formerly known as Population Commission (PopCom) introduced its RESTART project — Rehabilitation and Empowerment Through Social, Population, and Transformative Development — to male and female in‑patients of DOH TRC‑LU. Facilitators discussed Responsible Parenthood and Family Planning, stressing shared spousal duties, proper child‑rearing, and reproductive health choices.

The session corrects misconceptions, empowering clients to build stable, healthy families as part of their full recovery and successful reintegration into the community.

MHPSS Expert Visits DOH TRC‑LU; “Caring For Carers” Program Set to Launch

San Fernando, La Union – Ms. Thelma Singson Barera, Mental Health and Psychosocial Support (MHPSS) expert, recently visited the Department of Health Treatment and Rehabilitation Center – La Union (DOH TRC‑LU).

The visit focused on introducing and preparing for the upcoming launch of the “Caring For Carers” Program. Designed especially for frontline staff, healthcare workers, and personnel supporting clients in recovery. This initiative aims to provide TRC-LU family the necessary tools to manage stress, prevent burnout, and strengthen its personnel's own mental well‑being.

Ms. Barera emphasized that caring for those in need starts with caring for the caregivers themselves. Through this program, TRC‑LU looks forward to building a more resilient, supported, and motivated workforce—ready to deliver quality services with compassion and balance.

New psychoactive substances continue to emerge in different parts of the world, often evolving faster than existing monitoring and control mechanisms. Their changing composition, appearance, and effects present growing challenges for public health, public safety, and regulatory systems.

In response to these developments, the Dangerous Drugs Board (DDB) will conduct a Public Consultation on the proposed Early Warning System for New Psychoactive Substances on 𝟭𝟳 𝗝𝘂𝗻𝗲 𝟮𝟬𝟮𝟲.

The proposed system seeks to establish a mechanism for the early detection, monitoring, information sharing, risk assessment, and reporting of emerging psychoactive substances. As part of the policy development process, the consultation aims to gather comments, recommendations, and insights from stakeholders and interested members of the public to help strengthen the proposed system.

The DDB encourages all interested individuals, communities, partner agencies, organizations, academic institutions, healthcare professionals, and other stakeholders to take part in this important discussion tomorrow at 9:00 AM – 4:00 PM (PHT) via Webex.

DepEd San Fernando City Conducts ALS Orientation and Releases 2025 A&E Test Results at TRC La Union
City of San Fernando, La Union – The Department of Education (DepEd) Region I, through the Schools Division Office of the City of San Fernando, La Union, conducted an orientation on the Alternative Learning System (ALS) and released the results of the 2025 Accreditation and Equivalency (A&E) Test on March 29, 2026, at the Treatment and Rehabilitation Center (TRC) La Union, designated as an Extension Testing Center.

The event highlighted the educational achievements of the ALS learners from the center. Of the twelve (12) Junior High School A&E test takers, all successfully passed the examination, resulting in a 100 percent passing rate and qualifying them for enrollment in Grade 11 under the Senior High School program.
Meanwhile, the Elementary Level recorded a 50 percent passing rate, with two (2) learners successfully qualifying for Grade 7.

Ms. Marie Camille S. Hufana, Education Program Supervisor, delivered an inspirational message emphasizing the importance of education and the opportunities provided by the Alternative Learning System. She encouraged learners to pursue higher educational attainment through ALS as a means of improving their skills, personal development, and quality of life.

As part of the activity, Ms. Glenny C. Vizcarra, one of the ALS Instructor, conducted an orientation for inpatients enrolled in the Residential Program regarding ALS opportunities and enrollment procedures for School Year 2026–2027.
The awarding of Certificates of Rating to the successful examinees was led by Mr. Raymund I. Marzan, Education Program Specialist II–ALS. The recognition ceremony celebrated the learners' hard work, perseverance, and commitment to continuing their education despite challenges.

The activity reaffirmed DepEd's commitment to providing inclusive and accessible learning opportunities, ensuring that every Filipino learner has the chance to achieve academic success and personal growth through the Alternative Learning System.
